Introduction The contractors' briefing was held in the OCP area from 23 to 28 February 1,992 and only Agric. Air Inc. and Evergreen Helicopters, Inc. were represented. Hunting Agro Services Limited withdrew from the bidding process and was not represented at the on-site briefing sessions. 1.1 Bidders'representatives The representatives of the two bidders were: On behalf ofAgric. Mr John Kiesler, Vice-President, Operations Mr Scott Sattler, Marketing International Mr Edward Bridges, Director of Maintenance Mr Jerry Campbell, Project Manager. 1.2 1.3 The briefing sessions were organized according to the Programme attached as Annex 1. Bidders' representatives were given supporting documentation on 23 February 7992 as detailed in Annex 2. Opening remarks Dr A. Sek6teli who welcomed the bidders' representatives on behalf of Dr Samba, OCP Director then on mission, presented OCP's achievements and stressed that: 2.1 OCP achievements have been attained through team work. Therefore there should not be between OCP and the Aerial Contractor an "us and them" attitude. OCP and the aerial contractor should work in a team spirit as a family; 2.2 the proper design and functioning of the release equipment are essential to the success of the aerial operations. The release equiphent must therefore be reliable, robust and firecise. 2.3 helicopters work at low altitudes over vegetation in difficult weather conditions (dust, high temperatures, etc.). Furthermore for several days helicopters are away from bases, their maintenance must therefore be thorough and of high quality; as a corollary of this the aerial contractor should have on site sufficient spare-parts or have the necessary parts supplied to its bases at short notice in order to adequately support the fleet of aircraft in operation; the Contractor should have an efficient management structure at its home base in order to be able to respond with efficacy to the Programme's operational requirements; 2.5 the Contractor should delegate to the Project Manager the necessary authority to take decisions and act quickly on operational matters; 2.6 the contractor should strive to ensure stability of experienced pilots and mechanics. It is costly to the Programme and to the Contractor to have to continually train new pilots and mechanics. 2.7 the contractor and his staff should comply with local laws, rules, etc. and respect Participating Countries' administrative, political and social authorities in order to obtain their full cooperation. 3. Viewins of films The bidders' representatives were shown the films Mara, Plague upon the land, and Mara, an ancient disease, a new hope. 35 6 4. Presentations Bidders' representatives were briefed on VCU and EPI activities as outlined in the Programme (Annex 1). Tour of Odienne and Kara hangars Participants were given a conducted tour of hangars' facilities. Tour of Odienne and Kara towns Participants were given a conducted tour of the two towns. 7. Demonstration of helicopter treatment Participants observed from the Kara bridge a demonstration of treatment made by a helicopter using different combinations of nozzles and dribbles. Debriefing on visits to Odienne and Kara Bidders' representatives were happy with the visits and had no questions to ask nor comments to make. 9. Review of Invitation to Bid Bidders' representatives, Chief VCU and CAO read through the Invitation to Bid and bid submission documents paragraph by paragraph. Thi main questions and comments which arose from the review are as follows: 9.1 How long does the performance bond have to be in force after the completion of the operatioris? 9.2 Under which country's jurisdiction is the aerial contract enforceable? In paragraph 26.2D the sentence "a separate bid shall be made in respect of each type of aircraft offered" needs clarification as participants did not know whether it referred to helicopters versus fixed-wing aircraft or to various types of helicopters. 9.3 Fa,r No.97 of. 2 March 1992 was sent to wHo/Geneva, requesting that appropriate answers to the issues raised above be communicated to the bidders. 8. 410. Ouestions and answers The Bidders' representatives found the briefing sessions to be clear and thorough and had no questions to ask. 11. Closing remarks Dr S6k6t6li gave the floor to each of the Bidders' representatives to make their comments. They all expressed their satisfaction with the organization of the briefing and assured the Programme that they have gathered enough information to adequately make their bids.
