Attribution du Prix et de la Bourse d’études de la Fondation Dr A.T. Shousha 1. Suite aux recommandations du Comité de la Fondation Dr A.T. Shousha lors de la soixante-deuxième session du Comité régional de la Méditerranée orientale, le Conseil exécutif a attribué le Prix de la Fondation du Dr A.T. Shousha pour 2016, par décision EB138(5), au Dr Walid Ammar (Liban) pour son importante contribution à l’action de santé publique dans la région géographique dans laquelle le Dr Shousha a travaillé pour l’Organisation mondiale de la Santé. 2. Le Dr Walid Ammar est honoré pour l’importante contribution qu’il a apportée à la santé publique au Liban, en particulier dans les domaines des soins de santé primaires et de la politique de santé, et pour ses travaux visant à transformer la recherche et les observations scientifiques en politiques, programmes et pratiques. Le Dr Ammar est diplômé de la Faculté de médecine de l'Université libre de Bruxelles (1982) et a obtenu un Master en santé publique ainsi qu'un Diplôme d'études approfondies (DEA) à l'Université Libanaise en 1996. En 2001, il a obtenu un Doctorat en épidémiologie à l'Université Victor Segalen - Bordeaux II (France). 3. Depuis 1993, le Dr Ammar occupe le poste de Directeur général au sein du ministère de la Santé du Liban, rassemblant plusieurs parties prenantes afin de définir une vision pour le bienêtre, les droits et les soins de santé de la population libanaise. Il a mis en place le réseau des soins de santé primaires en 1994. De 1996 à 1998, il a été Directeur du projet financé par la Banque mondiale et lancé par le ministère de la Santé, intitulé : « Projet de réhabilitation du secteur de la santé ». Outre de nombreuses autres réalisations, le projet susmentionné a abouti au développement des hôpitaux publics ainsi qu’au lancement du premier système national d'accréditation des hôpitaux dans la Région de la Méditerranée orientale, et a joué un rôle essentiel dans le renforcement et la mise au point du système de soins de santé au Liban. 4. Le Dr Ammar est un modèle pour les professionnels de la santé publique, ayant occupé des postes non seulement dans le secteur public et dans des universités, mais aussi au sein de plusieurs organisations, directions et conseils nationaux, régionaux et internationaux. Il a publié de nombreux articles dans les domaines de la gestion des systèmes de santé, de l'endocrinologie et du métabolisme pédiatriques et de la pédiatrie clinique. Ses travaux en tant que chercheur ont conduit à l'élaboration d'études majeures qui ont joué un rôle décisif dans la réforme du système de soins de santé du Liban. 5. Le Prix de la Fondation Dr A.T. Shousha pour 2016, qui consiste en une médaille et l’équivalent de deux mille cinq cents francs suisses en dollars des États-Unis d’Amérique, sera remis au Dr Ammar par le Président de la soixante-troisième session du Comité régional. 6. Il est également prévu que le Comité de la Fondation Dr A.T. Shousha se réunisse durant la soixante-troisième session du Comité régional afin d’examiner les candidatures pour le prix et la bourse d’études pour 2017. Conformément aux statuts, le Comité comprendra les membres suivants : le Président et les deux Vice-présidents du Comité régional de la Méditerranée orientale et le Président des discussions techniques. 7. Le Directeur général de l’Organisation mondiale de la Santé est Administrateur de la Fondation, et le Directeur régional est Secrétaire du Comité de la Fondation.

Award of the Dr A.T. Shousha Foundation Prize and Fellowship 1. Following the recommendations of the Dr A.T. Shousha Foundation Committee at the Sixtysecond Session of the World Health Organization (WHO) Regional Committee for the Eastern Mediterranean, the Executive Board awarded the Dr A.T. Shousha Foundation Prize for 2016, by decision EB138(5), to Dr Walid Ammar (Lebanon) for his significant contribution to public health in the geographical area in which Dr Shousha served WHO. 2. Dr Walid Ammar is being honoured for his significant contribution to public health in Lebanon, in particular in the areas of primary health care and health policy, and for his efforts in translating research and evidence into policy, programmes and practice and his efforts to voice the interests of the Region in all WHO forums. Dr Ammar graduated from the medical college of the Université Libre de Bruxelles, Belgium, in 1982, and received a master’s degree in public health and a diplôme d’études approfondies from the Lebanese University in 1996. In 2001, he was awarded a PhD in epidemiology from the Université Victor Segalen in Bordeaux, France (Université Bordeaux II). 3. Since 1993, Dr Ammar has been Director-General of the Ministry of Public Health of Lebanon, bringing together a range of stakeholders to chart a vision for the welfare, rights and health care in an open network model of governance. Among other achievements, Dr Ammar set up Lebanon’s primary health care network in 1994 and initiated the first national hospital accreditation system in the Eastern Mediterranean Region, and was instrumental in strengthening and developing the Lebanese health care system. In a time of political instability and under his leadership, reforms led to significant improvement in health indicators while decreasing the GDP share of health expenditures, mostly as a result of meaningful reduction in household out-of-pocket spending. 4. Dr Ammar is a model for public health professionals, having served not only in government and in the academic community but also in numerous national, regional and international organizations, boards and councils. Dr Ammar has produced numerous publications in the areas of health systems, health reform and good governance. His work as a researcher has led to the development of major studies which have been pivotal in reforming the health care system of Lebanon. 5. The 2016 Dr A.T. Shousha Foundation Prize, consisting of a medal and equivalent of CHF 2500 in United States dollars, will be presented to Dr Ammar by the Chairman of the Sixty-third Session of the Regional Committee. 6. The Dr A.T. Shousha Foundation Committee is also scheduled to meet during the Sixty-third Session of the Regional Committee to consider nominations for the prize and fellowship for 2017. In accordance with the Statutes, the Committee shall be composed of the following members: the Chairman and two Vice-Chairmen of the Regional Committee and the Chairman of its Technical Discussions. 7. The Director-General of the World Health Organization acts as Administrator of the Foundation and the Regional Director acts as Secretary of the Foundation Committee.
