The Health Assembly resumed consideration of item 3 with special attention to the theme “The link between climate and health”. The President invited to the rostrum the delegates of Viet Nam (who spoke on behalf of the Association of Southeast Asian Nations (ASEAN)), Namibia, Mexico, Singapore, the Islamic Republic of Iran, the United Republic of Tanzania, Norway, Malta, Panama, Portugal, Ukraine, Peru, Poland, Kenya, Guatemala, Ghana, Japan, Ethiopia, Zimbabwe, Algeria, the Republic of Korea, Sweden, Argentina, Luxembourg, Nepal, Burkina Faso, Mozambique, Belarus, Senegal, Togo, Burundi, Lithuania and Sri Lanka (who spoke on behalf of the Group of Fifteen). Invited speakers The President welcomed, on behalf of the Health Assembly, Dr Christine Kaseba-Sata, First Lady of the Republic of Zambia, and invited her to address the Health Assembly. Dr Kaseba-Sata is a distinguished clinician, researcher and public health professional, who is a tireless advocate for women and children’s health and has held numerous women’s health leadership positions nationally and internationally. She spearheaded the development of some of Zambia’s reproductive health policies, including the original safe motherhood policy. Dr Kaseba-Sata is the recipient of many Health Awards including the 2012 Award for Outstanding Leadership in Cancer Control by the American Cancer Society. Her Excellency Dr Christine Kaseba-Sata addressed the Health Assembly. The President then welcomed, on behalf of the Health Assembly, Mrs Melinda Gates, co-chair of the Bill & Melinda Gates Foundation, and invited her to address the Health Assembly. Together with her husband, Mr Bill Gates, Melinda Gates shapes and approves the Foundation’s strategies, reviews results, and sets the overall direction of the organization. While involved in all of the organization’s endeavours, Mrs Gates has stated that investing in the health of women and girls in developing countries is a critical driver of her work at the Foundation, since this decision can be the source of transformational improvements in the health and prosperity of whole societies. Mrs Melinda Gates addressed the Health Assembly. –

Health care under attack: a call for action There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish Attacks on health-care workers and facilities are increasing, in both conflict and non-conflict settings. The targeting of health-care workers and facilities has grave consequences for the delivery of care and the right to health in such settings. This session will examine the scale, recent trends and the nature of this problem, discuss common action to address it, and reaffirm the fundamental principles of the sanctity of health-care facilities and safety of health-care workers. Goals and targets for health in the post-2015 development agenda There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish The debate on the goals and targets for the post-2015 development agenda is in full swing. Health as a goal appears in a dozen or more multiple processes, such as the Open Working Group of the General Assembly (OWG) and the High-Level Panel of Eminent Persons on the Post-2015 Development Agenda. The United Nations General Assembly will discuss the OWG report in September 2014. This technical briefing will provide an overview of the current processes and the role of health in them, and gather views from Member States about the possible health goals, sub-goals and targets. The role of priority setting in universal health coverage: the value of international support for Health Intervention and Technology Assessment There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish In most low- and middle-income countries (LMICs), achieving universal health coverage (UHC) requires priority setting of the many alternative ways to address health problems, as finance, human resources, medicines/health technologies and facilities are always limited. To support the rational use of resources, health intervention and technology assessment (HITA), including cost-effectiveness analysis, has been widely recognized as offering a useful set of tools to assist the process of establishing priorities. In this technical briefing, we will share the experiences of Member States, international organizations and development partners in the use of explicit frameworks for priority setting – in order to inform transparent decision-making and facilitate progress towards universal health coverage – as well as discuss the role of WHO and partners in building HITA capacity.

A business centre for delegates to the Health Assembly is available in Room A.821 for word processing and photocopying needs. The latest publications and information products issued by WHO and its regional offices are available at a 50% discount. WHO souvenirs are also on display. The bookshop is open Monday to Friday from 09:00 to 16:30 at the Palais des Nations and from 09:00 to 16:30 at WHO Headquarters. Personal mail Delegates and representatives of nongovernmental organizations in official relations with WHO are kindly requested to collect every day their personal mail, messages, invitations at the enquiry desk.
