Status of collection of assessed contributions, including Member States in arrears in the payment of their contributions to an extent that would justify invoking Article 7 of the Constitution Report of the Programme, Budget and Administration Committee of the Executive Board to the Sixty-ninth World Health Assembly
1. The Committee considered the status of collection of assessed contributions, including Member States in arrears in the payment of their contributions to an extent that would justify invoking Article 7 of the Constitution.1 2. The Secretariat provided an update on 12 Member States that had paid contributions since document A69/48 was issued and should therefore no longer be subject to Article 7, namely Cabo Verde, Cameroon, Bahrain, Belize, Cyprus, Djibouti, Kyrgyzstan, Federated States of Micronesia, Nigeria, Syrian Arab Republic, Tajikistan and Uganda. The relevant paragraphs of the draft resolution proposed in document A69/48 should be amended accordingly.
RECOMMENDATION TO THE HEALTH ASSEMBLY 3. The Committee, on behalf of the Executive Board, recommended that the Health Assembly adopt the following draft resolution: The Sixty-ninth World Health Assembly, Having considered the report on the status of collection of assessed contributions, including Member States in arrears in the payment of their contributions to an extent that would justify invoking Article 7 of the Constitution, and special arrangements for settlement of arrears;1 Having noted the report of the Programme, Budget and Administration Committee of the Executive Board to the Sixty-ninth World Health Assembly,2

Noting that, at the time of opening of the Sixty-ninth World Health Assembly, the voting rights of Central African Republic, Comoros, Guinea-Bissau, Somalia and Ukraine were suspended, such suspension to continue until the arrears of the Member States concerned have been reduced, at the present or future Health Assemblies, to a level below the amount that would justify invoking Article 7 of the Constitution; Noting that the voting rights of Cabo Verde, Cameroon, Guinea and Yemen were suspended during the Sixty-eighth World Health Assembly, with that suspension effective from the opening of the Sixty-ninth World Health Assembly and to continue until the arrears of the Members concerned have been reduced, at the present or future Health Assemblies, to a level below the amount that would justify invoking Article 7 of the Constitution; Noting that Bahrain, Belize, Burundi, Cyprus, Djibouti, El Salvador, Iraq, Kyrgyzstan, Lebanon, the Federated States of Micronesia, Nigeria, Saint Vincent and the Grenadines, Solomon Islands, Suriname, Swaziland, Syrian Arab Republic, Tajikistan, Uganda and the Bolivarian Republic of Venezuela were in arrears at the time of the opening of the Sixty-ninth World Health Assembly to such an extent that it was necessary for the Health Assembly to consider, in accordance with Article 7 of the Constitution, whether the voting privileges of those countries should be suspended – for Iraq, Kyrgyzstan and Tajikistan at the opening of the Sixtyninth World Health Assembly, and for the remaining eight Member States at the opening of the Seventieth World Health Assembly, DECIDES: (1) that, in accordance with the statement of principles set out in resolution WHA41.7 (1988), if, by the time of the opening of the Seventieth World Health Assembly, Bahrain, Belize, Burundi, Cyprus, Djibouti, El Salvador, Lebanon, the Federated States of Micronesia, Nigeria, Saint Vincent and the Grenadines, Solomon Islands, Suriname, Swaziland, Syrian Arab Republic, Uganda and the Bolivarian Republic of Venezuela are still in arrears in the payment of their contributions to an extent that would justify invoking Article 7 of the Constitution, their voting privileges shall be suspended as from the said opening; and, in accordance with resolution WHA58.9 (2005), WHA61.8 (2008) and WHA66.14 (2013), if, by the time of the opening of the Sixty-ninth World Health Assembly, Iraq, Kyrgyzstan and Tajikistan, is still in arrears in the payment of its rescheduled assessments, its voting privileges shall be suspended automatically; (2) that any suspension that takes effect as set out in paragraph (1) above shall continue at the Seventieth World Health Assembly and subsequent Health Assemblies, until the arrears of Bahrain, Belize, Burundi, Cyprus, Djibouti, El Salvador, Iraq, Kyrgyzstan, Lebanon, the Federated States of Micronesia, Nigeria, Saint Vincent and the Grenadines, Solomon Islands, Suriname, Swaziland, Syrian Arab Republic, Tajikistan, Uganda and the Bolivarian Republic of Venezuela have been reduced to a level below the amount that would justify invoking Article 7 of the Constitution; (3) that this decision shall be without prejudice to the right of any Member to request restoration of its voting privileges in accordance with Article 7 of the Constitution.
