The Board will receive at the opening of its session the report of the sixteenth meeting of the Programme, Budget and Administration Committee, which is scheduled to be held from 16 to 18 May 2012.

WHO reform
Following the discussion by the Sixty-fifth World Health Assembly of WHO’s programme of reform, the Board may be requested to deliberate upon, and advance, specific elements of the reform process as identified by the Sixty-fifth World Health Assembly.

Technical and health matters: Pandemic Influenza Preparedness Framework for the sharing of influenza viruses and access to vaccines and other benefits
The Director-General has included this item, further to advice by the Pandemic Influenza Preparedness (PIP) Advisory Group at its meeting in February 2012 with regard to the proportion of partnership contributions to be attributed between inter-pandemic preparedness and pandemic response, and in accordance with paragraph 6.14.5 of the Pandemic Influenza Preparedness Framework.1 The Executive Board is requested to consider the proposed proportions and reach a decision.

1 Paragraph 6.14.5: “The Director-General will propose to the Executive Board which proportion of contributions should be used for inter-pandemic preparedness measures, and which proportion should be reserved for response activities in the event of a pandemic, based on the advice of the Advisory Group.”

8.
Management and financial matters 8.1 Membership of the Independent Expert Oversight Advisory Committee
In decision EB130(15) the Board agreed to delegate authority to its Officers, provisionally until its next session, to replace the two members of the Committee whose term of office had expired with two candidates to be proposed by the Director-General. This item provides the opportunity for the Board to approve those nominations at its 131st session.

Committees of the Executive Board: filling of vacancies Amendments to the Financial Regulations and Financial Rules [if any]
Matters for information: report on meetings of expert committees and study groups
In compliance with Regulation 4.23 of the Regulations for Expert Advisory Panels and Committees, the Director-General submits to the Board for its consideration her report on meetings of expert committees and study groups, including a summary of the recommendations contained in the reports of expert committees and her observations on their significance for public health policies and implications for the Organization’s programmes.

Future sessions of the Executive Board and the Health Assembly Closure of the session
1. In accordance with Rule 8 of the Rules of Procedure of the Executive Board, the Officers of the Board consulted with the Director-General regarding the draft provisional agenda that had been transmitted to Member States for comment on 13 February 2012. No proposals for additional items were received from Member States by the deadline of 19 March. The consultation was conducted via e-mail on 20 March 2012. 2. The Officers of the Board agreed to the inclusion by the Director-General of a new item 6 on the Pandemic Influenza Preparedness Framework, in order to accommodate the Board’s consideration of the Advisory Group’s advice on this matter.
