Improved characterization of ihe magnitude and distribution of disabilities among children is important to identify needed services and to target appropriate inter ventions. T he findings in this report further document age and sex variations in the prevalence of disabilities among children. T he increase in the prevalence of disabilities with advancing age probably reflects the ability to identify more readily academic or behavioural limitations among older children and variations in ihe way educational systems 1Years of disability arc calculated by multiplying the number of posons with new cases of disabilities by the expected lifespan of each person with a disability for the age group concerned. Because years of disability reflect both prevalence and duration of disability, they are useful in assessing the impact of disability and that of preventive interventions. .

T h e approach used in this report to estimate the preva lence of disabilities was based on limitations in function resulting from chronic conditions rather than on the diag nosis of such conditions. Previous studies may have under estimated the prevalence of disabilities among children because the definitions were restricted to certain condi tions. T o improve the precision of estimates of disability, the SIPP definitions were broadened to include the func tional consequences of chronic conditions. The inclusion of these functional limitations enables more accurate esti mates o f the prevalence of disabilities. However, the SIPP data are subject to at least 2 limitations. First, be cause children living in institutions or group homes were excluded from the study, the prevalence of disabilities am ong children is underestimated. Second, age-groupspecific variations in the definitions of disability limit the basis for comparison across age groups. Efforts to improve the precision of national estimates of disabilities among children should distinguish between those impairments, disabilities, and handicaps that are consequences of the disabling process. One such effort is the forthcoming revision o f the IC ID H , which will assist in standardizing collection o f information about impair m ents, disabilities and handicaps among children. Improved estimates of the prevalence o f disabilities and their associated health consequences among children are needed to develop and evaluate prevention strategies. Esti mates based on analysis of data from SIPP can assist public health planners in identifying çf^ldcen. with disabilities and in projecting long-range heeds of these children. In addition, the linking of data about primary disabling conditions among children with the functional 29S

Deuxièmement, les variations par tranche d'âge dans les définitions de l’incapacité restreignent les comparaisons entre groupes d ’âge. Les efforts faits pour améliorer la précision des estimations nationales de l’incapacité chez les enfants devraient se baser sur une distinction entre les déficiences, incapacités et désavantages q ui sont les conséquences du processus invalidant. C’est dans cet effort que s’inscrit la prochaine révision de la CIH qui facilitera la collecte de données normalisées sur les déficiences, incapacités a désavantages chez l’enfant. Une meilleure estimation de la prévalence des incapacités et des conséquences pour la santé qui leur sont associées chez l'enfant est nécessaire si l’on veut élaborer et évaluer des stratégies de prévention. Des estimations basées sur l'analyse des données issues de la SIPP peuvent aider les planificateurs de fa santé publique à déterminer de quels services primaires les enfants atteints d'incapa cité ont besoin et à établir des projections à long terme des besoins de ces enfants.
