Election of the Chair 1. At the third session of the Intergovernmental Negotiating Body (INB), AmbassadorCelso Nunes Amorim informed delegations that he would relinquish the office of Chair of INB at the end of that session. As no consensus for the election of a new Chair could be reached during the third session, Ambassador Ali Khorram (Islamic Republic of Iran), Vice-Chair, was asked, in his personal capacity, to facilitate consultations between the third and fourth sessions of INB with a view to reaching consensus on a candidate. 2. Candidatures for the office of Chair were received from Brazil and South Africa. The candidature from South Africa was later withdrawn. Ambassador Luiz Felipe de Seixas Corrêa, Permanent Representative of Brazil to the Office of the United Nations and other international organizations in Geneva, is therefore the only remaining candidate resulting from the consultation process agreed upon by INB at its third session. A Note Verbale from the Organization, dated 18 February 2002, informing Member States accordingly, is annexed hereto. 3. As decided by INB at the end of its third session, the Chair drew by lot the order in which the Vice-Chair would serve as Interim Chair. Mr David Hohman (United States of America) assumed the role of Interim Chair until the election of the new Chair.

The World Health Organization presents its compliments to Member States and has the honour to refer to its circular letters of 14 December 2001 (Ref. C.L.18.2001) and 29 January 2002 (Ref. C.L.3.2002) concerning the consultation process for the election of the Chairperson of the Intergovernmental Negotiating Body on the WHO framework convention on tobacco control. ... The Organization has received the attached Note Verbale, dated 1 February 2002, informing it that the appropriate authorities of South Africa have withdrawn the candidature of Dr Mantombazana Edmie Tshabalala-Msimang, Minister of Health of South Africa, for the office of Chairperson of the Intergovernmental Negotiating Body. By Note Verbale from the Permanent Mission of the Islamic Republic of Iran, dated 6 February 2002, the Organization has been requested to inform all Member States accordingly. As a result of the aforementioned withdrawal, Ambassador Luiz Felipe de Seixas Corrêa, proposed by the Government of Brazil, is the only remaining candidate for the post of Chairperson resulting from the consultation process agreed upon by the Intergovernmental Negotiating Body at its third session. The Organization wishes to remind Member States that the election of a new Chairperson will be considered by the Intergovernmental Negotiating Body at its fourth session, to be held in Geneva from 18 to 23 March 2002.
