REF: IRU/CB/gL.24 ATT Di recteur OCI, Dr. D.A.T. Baldry, Gendve Chef WOA, Bamako Chef EOA, Kara Dr Bissan. Banrako Yam6o Ouagadougou Y L o Mr. M. Mr. M. Ocran, IRU Ouedraogo, lRU : II Wh11e attendlng the 1991 meetlng of the AMCA in New Orleans, I had the oportunity to meet Dr. Wi1li.am C. Jany, involved in the marketing of new products at American Cyanamid. Since my return to OCP had been delayed for other reasons, Dr. Jany arranged for a visit of research facilities of Cyanamid in Princeton f& the 25/3/ 1991. Thls meeting lnvolved ftve Cyanarnid representatlves: - Dr. J. Byron Lovel1, Principal Research Biologist, Insecticide Research. Dr. Lovell was involved in the development of temephos, and has ben involved in the developnent of several other products since. - Dr. Robert L. Llnkfield. Senior Product Development Manager, Public Health Products, Vegetation and Pest Control Product Development, Global Plant Industry Development. Dr. Linkfiel-d was involved in the initial tests of temephos ln the OCP and vislted the Programme ln the mid-seventies. - Dr. S.11. Shehata, Product Development llanager. Dr. Shehata worked previously wlth Sandoz-Zoecon and has worked there on B.t.H14 and methoprene formulatlons. - Dr. Thomas L. llerriam, Senior Product Developtrent Manager, Internatlonal Plant Industry Development. - Dr. Williarn C. Jany. Durlng the first part of this meeting, I gave a brief account of the present state of the OCP, more preclsely of results achleved in the control of the disease, of the volume of insecticides used per year and of the development of the Programme 1n the future. I insisted on the stfategies of insecticide rotatlon to flght agaj.nst resistance, and on the Iimlts of current lnsecticides. I mentloned that a brochur:e about the methods and obJectlves of the IRU/OCP would be soon avallable and that a copy would be sent to Cyanamid. Dr. Shehata enquired if OCP had tested a mixture of Bt.HI4 and methoprene developed by Sandoz-Zoecon as DUPLEX; the obJective of thls formulatlon was to ensure control of black f1y Iarvae near the aplication site wlth the 8.t.H14, and to control larvae further downstreaur by a long exposure to methoprene. I explalned to Dr. Shehata tha t because of operational imperatlves , OCP neccled MEMORANDUM I .td iieaith 0rganizatton - Cichocerciasis Conlrol i'i";:amnc - -;.sectrcide Rasearcn Unit raE. iast-actlng inseccicicies, anci that the efflcacy and lmpact evaluation of IGRs had been cieemeci too compiex anci costiy for OCP. Dr. Shehata mentloned that there were stabillty problems r+1th thls formular-ion anyway. Cyanamld has now marketed a new iormui-ation of B.t.iiI4, ACROBE, which was developed ln collaboration with Becker Mlcroblal Products. This fornulatlon has the sane Aedes aesvpti riter as Vectobac i2AS(Abbott) and HpD (Sandoz). Cyanamid ls only concerned with the North American market and has no plan to submit this formulation to OCP. Concernlng insectlcides previously submitted by Cyanamid to WHOpES, flucythrinate was discussed; this compound, a synthetic pyrethroid, was rejecteci after tests performed by IRU/OCP. It is now in commercial use, as pANIiCT'O, against pests of cotton and vegetables in Spain and Pakistan. I mentioned tirar OCP would be inreresced to have a secorro look at pyrerhroids with the ob3ec..rve of findlng compounds with a wlder safety margin for fish and other non-targets. When asked about new compounds that Cyanamld might have in cievelopmenc, Dr. Merriam mentioned "AC 303,630", an insecticide, racaricide beionging Eo a new ciass of pestlcides, the pyrroies (see reprinc in Annex). Although slower acting chan classlcal compounds such as organophosphates and pyrethroids, it 1s equalJ.y effective, and has shown no cross-resiscance wlth these two groups. Dr. Merrlam said that Cyanamid would register this compound with WHOPES and forwarci sanrl;ies to iRU/OCP; i offered to send in advance a FAX notlfying the suggested procedures for the sending of sampies to IRU/OCP. i stressed the fact tna r IRU/OCP and HYBIO/OCP were in a prlviiegeci situatlon for the testing of new compouncjs and that the evaiuation of efiicacy anci impact 1n tropical aquatic environments couici be a signlficanr contribution from OCP to the giobai assessment oi these compouncis. I recai.ieci that the backgrounci ciara ior pyraciofos inciicareci rhat ic was nof, seiective enough for black fiy iarvae, Eo the poinr that Takeda lnitiaiiy refuseci to provi.cie sampies for resring; iater tesrs by OCP showeci that actualiy in West African rivers pyraciofos had less lmpacr rirat chiorphoxim, permethrin or carbosuii'an. i aiso menrioneci thar OCP mlghr be interesteci even by prociucts that are nor af, rhe marketing stage, because insecticicie use is controlieci at aii reveis by the Prograrune anci coulci even warrant the prociuction of specific formuiations. When asked about environmentai stuciles ar Cyanamid, the members of rhe group answered that there was a unit devoted to that topic and that Dr. James Gagne, an ecotoxicologist, would be the contact person. In conclusion the attitude of Cyanamid researchers was very collaborative, and more frequent contacts with OCP are to be expected in the near future. Drs Lovell and Llnkfleld are going into retirement, but assured me that they would remaln avallabIe for any question concerning thelr Hork at Cyanamid. For future compounds it seems that Dr. Merriam wiLl be the person irucharge.
