CONSIDERATION OF THE REPORT PRESENTED BY THE SUB-COMMITTEE ON PROGRAMME AND BUDGET: Item 7.2 of the Agenda (Document WPR/RC27/15)
Dr CHEN HAI-FENG (China) urged that, in implementing the programme budget for 1978 and 1979 in the Region, the Regional Director should avoid unnecessary administrative expenditure and devote resources primarily to meeting the health needs of the Third World. The Organization should listen to the views of the Third World countries and work out practical measures for helping them to make their health services self-reliant. The REGIONAL DIRECTOR assured the Representative of China that economy was foremost in his mind, and he had already outlined to the Committee the economies he intended to make in the next few years. There being no further comments, the report of the Sub-Committee on Programme and Budget was adopted. Dr KING (United States of America) said his delegation was well aware of the concern for economy with which the Regional Director had prepared the proposed programme budget estimates for 1978 and 1979, and fully appreciated the need for taking into account the effects of inflation. However, the Government of the United States was becoming increasingly concerned at the speed with which the budgets of all the United Nations agencies had escalated in recent years. It had not yet reached a final decision on what action to take, and the fact that his delegation was supporting the proposed programme budget of the Western Pacific Region for 1978 and 1979 did not necessarily mean that the Government would support the total budget of WHO for 1978 when it was presented to the Thirtieth World Health Assembly. RECONSIDERATION OF SPECIAL ASSIST~E TO DEMOCRATIC KAMPUCHEA, THE LAO PEOPIE' S DEMOCRATIC REPUBLIC AND THE SOCIALIST REPUBLIC OF VIET NAM:l Item 11 of the Agenda (Document WPR/RC27/5)
Dr CHRISTMAS (New Zealand) outlined the Government of New Zealand's present and planned assistance to the Socialist Republic of Viet Nam and the Lao People's Democratic Republic. In the past year New Zealand. in cooperation with the High Commissioner for Refugees, had made available woollen yarn worth NZ$ 250 000 and teaching materials worth NZ$ 10 000 for children in the Socialist Republic of Viet Nam. A donation of dairy products with a nominal value of over NZ$ 350 000 was being discussed with the Vietnamese authorities. New Zealand had also offered the services of experts in any mutually agreed field and f1 ve training awards for Vietnamese students beginning in 1977. While the restraints governing the aid programme mentioned by the New Zealand representative at the Special Meeting held in Manila in March 1976 still remained. the Government of New Zealand was prepared to consider carefully any detailed requests in the health field that might be made. in case they could be met at some future date.
In the Lao People's Democratic Republic. the Government of New Zealand was contributing a further NZ$ 250 000 in 1976, as part of its continuing involvement in the Nam Ngum hydropower project being developed under the auspices of the Asian Development Bank and would make a further contribution in 1977. Commodity aid to a value of NZ$ 150 000 would also be provided. The Government of New Zealand was also continuing to support the activities of the Mekong Committee and to provide training. Dr TRAN NGOC DANG (Socialist Republic of Viet Nam) expressed the wish to thank those brother countries that had extended their as~istance to the Government of the Socialist Republic of Viet Nam in the difficult post-war period; with special gratitude to the Governments of Australia and New Zealand. The Government of the Socialist Republic of Viet Nam would endeavour to use this assistance with the utmost effectiveness and to prove worthy of so much confidence. 3. ADOPTION OF THE DRAFT REPORT OF THE COMMITmE: (Document WPR/RC27/16) Item 21 of the Agenda
The draft report of the twenty-seventh session of the Regional Committee for the Western Pacific was presented to the Committee.

Dr FAAIUASO (Western Samoa) complimented the Regional Director and his staff on the quality of the report and the speed with which it had been produced. In the absence of further comments, the adoption of the draft report was moved by Dr SENILAGAKALI (Fiji) and seconded by Dr SUMPAICO (Philippines). Decision: 4. The draft report was adopted (see resolution WPR/RC27.R24).
RESOLUTION OF APPRECIATION
Dr MAJID (Malaysia), who was representing the Government of Malaysia at the Committee for the last time, paid tribute to the Chairman, his fellow representatives, the Regional Director, the Secretariat, and the Government of the Philippines for their contributions to the success of the session. Dr DOS REMEDIOS (Portugal) presented a draft resolution of appreciation. Decision: The draft resolution was unanimously adopted (see resolution WPR/RC27 • R25) • 5. CLOSURE OF THE SESSION
In closing the twenty-seventh session of the Regional Committee. the CHAIRMAN thanked the Vice-Chairman. the Rapporteurs, the Regional Director and his staff. and everyone else who had contributed to the success of the session. The meeting adjourned at 4.05 p.m.
