Provisional agenda (annotated) 1. Opening of the session 1.1 Adoption of the agenda and organization of work
In considering the organization of its work, the Conference of the Parties may wish to decide to establish two Committees, A and B, working in parallel, to consider items 5, 6, 7 and 8 of the provisional agenda, and, as appropriate, to elaborate draft decisions for consideration by the Conference in plenary. Committee A might be entrusted with work on the substantive issues, namely the elaboration of guidelines and protocols and alternative crops (provisional agenda items 5.3, 5.4, 5.5 and 6), and Committee B with work on the procedural and institutional issues, namely sources and mechanisms of assistance in meeting the objectives of the Convention, reporting, the budget and the venue of the third session of the Conference of the Parties (provisional agenda items 5.1, 5.2, 7 and 8).
1.2
Credentials of participants
In accordance with Rule 19 of the Rules of Procedure of the Conference of the Parties, the Bureau, with the assistance of the Secretariat, will examine the credentials of the delegates to the Conference and report to the Conference, which will consider the report of the Bureau. Details are given in the “Guide for delegates to the Conference of the Parties”.

Participation of intergovernmental and nongovernmental organizations
In accordance with Rules 30 and 31 of the Rules of Procedure of the Conference of the Parties, the Secretariat is presenting the applications of international intergovernmental organizations and nongovernmental organizations for observer status to the Conference for its consideration. In accordance with Rule 30 of the Rules of Procedure, international intergovernmental organizations have to apply for observer status to the Conference of the Parties, regardless of their participation in previous WHO Framework Convention meetings. Details are given in document A/FCTC/COP/2/INF.DOC./1.

5.1
Financial resources and mechanisms of assistance (decision FCTC/COP1(13))
The report presents the needs assessment mechanism identified by the interim secretariat pursuant to decision FCTC/COP1(13).
5.2
Reporting and exchange of information (decision FCTC/COP1(14))
Document A/FCTC/COP/2/6 provides an analysis of reports from Parties to the Convention by the interim secretariat in accordance with decision FCTC/COP1(14). Document A/FCTC/COP/2/DIV/1 contains the reporting instrument as adopted by the first session of the Conference of the Parties, as well as a set of instructions developed by Australia and Canada as requested by the first session of the Conference of the Parties. Document A/FCTC/COP/2/INF.DOC./2 explains the two electronic versions of the reporting instrument that have been developed by the interim secretariat.

5.3.1 Article 8: Protection from exposure to tobacco smoke The document contains the draft guidelines for the implementation of Article 8, developed in accordance with decision FCTC/COP1(15) by the key facilitators, partners, reviewers and the interim secretariat.
5.3.2 Article 9: Product regulation The document contains the progress report on guidelines for the implementation of Article 9, developed in accordance with decision FCTC/COP1(15) by the key facilitators, partners, reviewers and the interim secretariat.

Elaboration of protocols (decision FCTC/COP1(16)) 5.4.1 Elaboration of a template for a protocol on illicit trade in tobacco products
The document contains the draft template of a possible future protocol on illicit trade, prepared by the expert group convened in accordance with decision FCTC/COP1(16).
5.4.2 Elaboration of a template for a protocol on cross-border tobacco advertising, promotion and sponsorship The document contains the draft template of a possible future protocol on cross-border advertising, promotion and sponsorship, prepared by the expert group convened in accordance with decision FCTC/COP1(16).
5.5
Establishment of a study group on alternative crops (decision FCTC/COP1(17))
The document outlines the findings and recommendations of the study group on alternative crops, convened in accordance with decision FCTC/COP1(17).

Document A/FCTC/COP/2/13 contains a draft programme of work and budget for 2008–2009. Document A/FCTC/COP/2/13 Add. 1 contains a proposed results-based budget for the draft budget and programme of work for the Conference of the Parties for the 2008–2009 biennium.
8.
Date and venue of the third session of the Conference of the Parties
Rule 3 of the Rules of Procedure of the Conference of the Parties, provides that the sessions of the Conference shall take place at the seat of the Secretariat, unless the Conference of the Parties decides otherwise. Rule 4.1 provides that, unless otherwise decided by the Conference of the Parties, the second and third regular session of the Conference of the Parties shall be held yearly; and Rule 4.2 provides that, at each regular session, the Conference of the Parties shall decide on the date and duration of the next regular session. The Conference may wish to consider the date, duration and venue for its third session.
9.
Election of officers
Pursuant to Rule 21.2 of the Rules of Procedure, the Conference must, before the end of the session, elect its Bureau, consisting of a President and five Vice-Presidents, one of whom will also act as Rapporteur. Each WHO Region will be represented by one Bureau member.
