Date and place

The Seventieth Session of the WHO Regional Committee for South-East Asia will be held in the Republic of Maldives on 6–10 September 2017. The inaugural ceremony of the Regional Committee will be held on Wednesday, 6 September 2017, in Malé. 2.

Credentials

The Letters of Credentials of Representatives, Alternates and Advisers as per the attached format (Annex 3), signed by the Minister of Health or the Minister of Foreign Affairs, should be sent to the Regional Office in advance; failing which they must be hand-delivered by the Representatives directly to the Director, Administration and Finance, WHO SEARO, immediately upon arrival at the Conference venue. The WHO Secretariat takes this opportunity to emphasize the importance of properly completed credentials, especially the correct designation of participants, and recommends consultation with the respective WHO Representative or the Regional Office in case any clarification is needed.

Documentation/Summary Reports

In keeping with WHO environmental management policies, the Regional Office has instituted measures to reduce the use of paper during its internal and Governing Body meetings. Consequently, during the Seventieth Session of the WHO Regional Committee for South-East Asia, document folders will not be distributed. Instead, all participants will be requested to access documents through electronic media (pen drives, weblinks, websites, RC mobile App, etc.) provided by WHO. Hence all participants are strongly encouraged to bring their own laptops or tablets with them to the Regional Committee Session. A Documents Desk will be located at the Exhibition Hall outside the Conference Hall. A Draft Summary Report covering the proceedings of the day will be issued within 24 hours. Any correction to the Draft Summary Report should be submitted in writing to the Reports and Documents Officer within 24 hours of the issuance of the report. The final Draft Report of the Seventieth Session will be distributed in the afternoon of the concluding day for consideration of the Regional Committee. Participants are encouraged to hand over copies of their written statements to the Reports and Documents Officer to facilitate reporting. Daily Sessions Journal: An information bulletin, “Daily Sessions Journal”, will be issued every day from 6 September 2017 onwards. It will contain the programme for the next day and other general information of interest and relevance to participants. It would be accessible through the RC Mobile App and also displayed on electronic screens outside the main meeting hall at Paradise Island Resort.

5.

Travel and transportation arrangements

5.1 General Participants who require any travel-related assistance may contact the Travel Desk/Help Desk at the conference venue.

5.2 How to reach Malé Malé, is the capital and most populous city of the Republic of Maldives. The city is geographically located at the southern edge of North Malé Atol (Kaffu Atoll). Administratively, the city consists of a central island, an airport island, and two other islands governed by the Malé City Council. The most preferred route to Malé from the countries of the South-East Asia is by air. Airport: The main international airport of Maldives is the Velana International Airport located in the Hulhule Island, 2.5 km from the capital. The airport has flights from Delhi, Colombo, Kuala Lumpur and all other major cities of South-East Asia. Among the major airlines flying to Male are: Maldivian, Sri Lankan Airlines, Air India, Singapore Airlines, Bangkok Airways, Etihad Airways, Emirates, Qatar and Saudi Arabia. Please see Annex 5 for an overview of flight schedules from the capital cities of Member States of the WHO South-East Asia Region to Malé and back. It is to be noted that the inaugural ceremony of the Seventieth Session of the Regional Committee will be held in Malé on the morning of 6 September 2017, participants are advised to plan their travel accordingly. 5.3 How to reach Paradise Island Resort The journey from Velana International Airport to Paradise Island Resort, the venue of the meeting, takes about 20 minutes by speed boat. The Resort will provide transport facilities from airport to Paradise Island Resort for delegates/participants staying at the Resort. 5.4 Visas and Customs clearance Tourist Visa No pre-arrival visa is required to enter Maldives as a tourist. A 30-day free visa is issued on arrival for all nationalities: But tourists entering Maldives on this visa cannot involve in any official or business activity. Family members of delegates/participants will be granted tourist visa on arrival in Malé. Visas 1. For delegates/participants with diplomatic and official passports  Delegates/Participants holding valid diplomatic and official passports will be granted gratis or appropriate visa upon arrival in Maldives.

2. For delegates/participants with national passports   All delegates/participants with national passports will require a Special Visa to enter Maldives. To obtain a Special Visa, participants need to fill the Special Visa application form (details of applicants) (http://www.immigration.gov.mv/forms/im22-application-for-specialvisa.pdf) and send to the Ministry of Health, Maldives (globalhealth@health.gov.mv), along with copy of passport and passport-sized photo before 23 August 2017. The Ministry of Health will complete the portion in the form to be completed by them and send the certified form to the Immigration to facilitate appropriate visa upon arrival.

Delegates/participants must have international health insurance policy that covers repatriation and in-patient services during their stay in Maldives. All delegates and participants should possess a valid passport with machine readable zone (MRZ) and at least six months’ validity. They are also required to have a valid ticket to continue the journey out of Maldives and need to have enough funds to cover expenses for the duration of their stay in Maldives. A confirmation of reservation in the resort or hotel in Maldives is needed. Any difficulties in obtaining visas should be communicated to Mr J. Mago, Administrative Officer, WHO Country Office for Maldives, Email: magoj@who.int mobile number: +960 7791870 who would coordinate with officials from the Ministry of Health, Maldives.

Customs clearance/exemptions from import duty To facilitate participants’ travel and Customs clearance for the meeting, a certificate (Annex 6) will be issued to them by the WHO Representative located in each of the Member States.

The following goods are exempt from import duty:   Import duty will not be charged for items imported for personal use that are below MVR 6000. Visitors are normally allowed an exemption of Customs duties on:   goods that are brought for personal use, such as clothes, jewellery, watches, pens, portable gadgets, toiletries, books and magazines; 200 cigarettes/25 cigars/250 g of tobacco

Prohibited items: Narcotics and psychotropic substances, any pornographic material, religious materials offensive to Islam, live pigs and idols (for worship) are prohibited items in Maldives. Restricted Items: Liquor and alcoholic products (it is advised not to purchase liquor and alcoholic products on the flight or duty-free shops while en route to Maldives as these items will be confiscated upon arrival at the airport. However, liquor, beer and other such alcoholic beverages are available at all tourist resorts/hotels).

5.5 Arrival in Malé and transportation Ministry of Health, Maldives, will set up a Help Desk inside the Velana International Airport. Participants will be received by Protocol personnel from the Ministry of Health, Maldives. In addition, WHO staff will be there to assist in protocol, immigration and Customs clearance activities. Transport will be provided to the delegations of each Member State from the time of arrival of the delegation in Malé until departure. Transport arrangements will be coordinated by Mr J. Mago, WHO Administrative Officer (Mobile: +960 7791870); Email: magoj@who.int) in coordination with the Ministry of Health officials. In addition, any change in travel itinerary must be conveyed to the information desk at Paradise Island Resort. To facilitate identification of baggage on arrival at the Velana International Airport, participants are requested to use the RC luggage tags that will be available from the WHO Representative Offices in all countries of the South-East Asia Region, and at WHO headquarters Transport arrangements will be made for all official functions and meetings scheduled during the Regional Committee sessions. 5.6 Travellers’ cheques and credit cards Travellers’ cheques are not preferred. However, US dollars and other convertible currency can be exchanged at Velana International Airport on arrival. The Paradise Island Resort will accept payment by cash in US dollars and by international credit cards, such as American Express, VISA and MasterCard. There is no ATM facility on Paradise Island Resort. 5.7 Transport services Transfer from Velana International Airport to Paradise Island Resort and return will be arranged by speedboats of Paradise Island Resort.

There is no public transport between Paradise Island Resort and Malé. Any additional travel to Male City will be chargeable by the Resort.

6.

General information

6.1 Malé Although Malé is geographically located in Kaafu Atoll, administratively it is not considered part of it. The central part of the city is formed by the island of Malé. Two more islands form part of the city – Vilingili and Hulhumale’. A commercial harbour is located on the central island and serves as the heart of all commercial activities in the country. 6.2 Climate Malé has a tropical monsoon climate under the Köppen climate classification. The city features a mix of both wet and dry seasons, with the wet season lasting from May through December and the dry season covering the remaining four months. Malé experiences relatively consistent temperatures throughout the course of the year, with an average high of 30 °C (86 °F) and an average low of 26.5 °C (79.7 °F). As the month of September falls in the wet season, participants are advised to carry foldable umbrellas with them given the possibility of rain during transportation between the venue of the Inauguration Ceremony in Malé and Paradise Island Resort. Umbrellas will be provided in each room at Paradise Island Resort. Since humidity levels will also be high during the wet season, cotton clothes would be a better choice. 6.3 Electricity The standard voltage is 220–240 volts AC at 50Hz AC. Most hotels have a combination of UK type-3 pins. However, it is best to travel with a universal adaptor.

6.5 Banking services Most banks represented in Malé provide ATM services. The Bank of Maldives has several branches in Malé as well as other major population hubs such as the Velana International Airport, Hulhumale and Gan. Several other regional banks also operate in central Malé, including the State Bank of India, Bank of Ceylon and HSBC. There are no banks on resort islands and on many local islands. Only local currency MVR will be dispensed from ATMs. Banking services are provided by banks from 0830 hrs to 1400 hours. Banking facilities are not available at the Paradise Island Resort, the venue of the meeting. 6.6 Business hours It is important to know that Maldives follows a business week from Sunday to Thursday. Most places are closed on Friday until after the Friday afternoon prayers. No public ferries operate on Friday with the exception of those operating in the capital area between Malé, Hulhumale and Villingili. These ferries also stop operation between 1130 hrs and 1330 hrs for Friday prayers. Shops in Maldives open at different times in the morning but usually before 0900 hrs. Most shops close for prayer times for an interval of 15 minutes. Some shops operate till as late 2200 hrs and some cafes and restaurants are open till as late as 2359 hrs. 6.7 Currency and foreign exchange The monetary unit is Rufiyaa (MVR). One Rufiyaa is divided into 100 Laari. Currency notes are in the denomination of Rufiyaa notes of 500, 100, 50, 20, 10 and 5. Denominations are clearly marked in English and Dhivehi. 6.8 Security For identification and security, participants are requested to wear all the time their name badges while attending the meetings and receptions. Badges will be issued by the Secretariat at the time of registration upon arrival at the hotel. The Maldives National Defence Force will provide 24x7 security for the meeting and is the first response point for any safety or security incident during the session. The emergency contact list in Maldives is provided in Annex 11.

7.

Medical arrangements

7.1 General The Ministry of Health, Maldives, will provide basic emergency medical services through medical room/mobile clinic (Ext No. 346) at Paradise Island Resort. In addition, WHO doctor will also be available on site. General types of medicines and vaccinations are available in Malé city. Some particular medications (of certain brands) may not be available locally. It is advised that if participants use such brands, they should carry them and also bring with them the prescription from their doctors and the receipts of purchase. 7.2 Insurance Participants are requested to arrange their travel and medical insurance(s) before they travel to Maldives for any emergency medical requirements. 7.3 Vaccination requirement for travel to Malé Under the International Health Regulations (2005), yellow fever vaccination certificate is required if someone travels to Maldives from an area with risk of yellow fever transmission.

Hotel arrangements

To facilitate logistical arrangements for participants, block reservations of some rooms have been made at the Paradise Island Resort. Since transportation facilities are being provided from the resort to the venue for the inaugural ceremony in Male on 6 September 2017, participants are strongly advised to stay at the accredited hotel below for the duration of their visit in Maldives.

The Paradise Island Resort is situated at Lankanfinolhu in North Malé Atoll. It takes approximately 20 minutes by speed boat from the airport to Paradise Island Resort. The special room rates are applicable for a limited number of rooms blocked in the above Resort. Due to the high season, participants are strongly advised to ensure their room reservation/booking at the earliest and latest by 31 July 2017 through the e-Registration system. Reservations of rooms will be made by Paradise Island Resort based on the information provided in the registration form submitted by participants. The room rates are inclusive of all applicable taxes. Payments should be settled by participants directly by using their credit cards or cash.

WHO Liaison Officers

WHO Liaison Officers (Annex 8) will be available at the venue of the meeting to facilitate the participation of country delegates, act as channels of communication between country participants and the WHO Secretariat, report any issues of concern to the Steering Committee and facilitate attendance of respective

representatives at meetings of the Drafting Group on Resolutions or other subcommittees.

Tourist attractions in Malé

The greatest attraction of Maldives is its pristine white, sandy beaches, its fabulous diving and the splendid isolation of its coral islands. Almost all the bonafide tourist attractions are to be found in Male or on the North Male Atoll.

Maldives National Museum The new building of the museum is located in Malé city. The building was designed, built and financed by the Government of the People’s Republic of China. The building was presented to the Republic of Maldives by the Chinese government on 10 July 2010, and was officially opened and declared the national museum two weeks later on Maldives’ Independence Day on 26 July. The interior of the museum retains elements from the days of the Sultanate, including the handwritten Quran engraved on the walls.

Maldives Grand Friday Mosque The most famous architectural landmark of Malé, the Islamic Centre (officially named Masjid-al-Sulthan Mohamed Thakurufaanu Al Auzam), opened in November 1984. The Grand Friday Mosque located in the Centre is named after one of the most celebrated Maldivian heroes, Sultan Muhammad Thakurufaanu Al Auzam. The mosque is the largest in the Maldives. The Islamic Centre acts as a major tourist attraction of Malé, because of its location near the main jetty of Malé and due to the beautiful architecture of the mosque. The magnificent golden dome of the mosque is also conspicuous against the skyline of Malé. The shining golden dome of the mosque stands out along with the interior walls decorated with beautiful woodcarvings and Arabic calligraphy.

Mulee’aage The construction of the Mulee’aage was initiated in the year 1914 and completed in 1919. It was commissioned by Sultan Muhammad Shamsuddeen III for his son and heir Prince Hassan Izzuddin Mulee'aage. Meaning the “new house of Muli’” it was built on the site of “Mulee’ge”, the ancestral home of Shamsuddeen III. Mulee’ge was also the home of Sultan Hasan ’Izz ud-din (or “Dhon Bandaarain” 1759–1766) from his maternal side. It remained with the Huraa Dynasty rulers throughout its history.

Extract from “Convention on the Privileges and Immunities of the Specialized Agencies” of the United Nations Article V – Representatives of Members Section 13 Representatives of members at meetings convened by a specialized agency shall, while exercising their functions and during their journeys to and from the place of meeting, enjoy the following privileges and immunities: (a) Immunity from personal arrest or detention and from seizure of their personal baggage, and in respect of words spoken or written and all acts done by them in their official capacity, immunity from legal process of every kind; Inviolability for all papers and documents; The right to use codes and to receive papers or correspondence by courier or in sealed bags; Exemption in respect of themselves and their spouses from immigration restrictions, aliens registration or national service obligations in the State which they are visiting or through which they are passing in the exercise of their functions; The same facilities in respect of currency or exchange restrictions as are accorded to representatives of foreign governments on temporary official missions; and The same immunities and facilities in respect of their personal baggage as are accorded to members of comparable rank of diplomatic missions. The Seventieth Session of the WHO Regional Committee for South-East Asia will be held in the Republic of Maldives on 6–10 September 2017. The inaugural ceremony of the Regional Committee will be held on Wednesday, 6 September 2017, at Paradise Island Resort, Maldives. Credentials

The Letters of Credentials of Representatives, Alternates and Advisers as per the attached format (Annex 3), signed by the Minister of Health or the Minister of Foreign Affairs, should be sent to the Regional Office in advance; failing which they must be hand-delivered by the Representatives directly to the Director, Administration and Finance, WHO SEARO, immediately upon arrival at the Conference venue. The WHO Secretariat takes this opportunity to emphasize the importance of properly completed credentials, especially the correct designation of participants, and recommends consultation with the respective WHO Representative or the Regional Office in case any clarification is needed.

Documentation/Summary Reports

In keeping with WHO environmental management policies, the Regional Office has instituted measures to reduce the use of paper during its internal and Governing Body meetings. Consequently, during the Seventieth Session of the WHO Regional Committee for South-East Asia, document folders will not be distributed. Instead, all participants will be requested to access documents through electronic media (pen drives, weblinks, websites, RC mobile App, etc.) provided by WHO. Hence all participants are strongly encouraged to bring their own laptops or tablets with them to the Regional Committee Session. A Documents Desk will be located at the Exhibition Hall outside the Conference Hall. A Draft Summary Report covering the proceedings of the day will be issued within 24 hours. Any correction to the Draft Summary Report should be submitted in writing to the Reports and Documents Officer within 24 hours of the issuance of the report. The final Draft Report of the Seventieth Session will be distributed in the afternoon of the concluding day for consideration of the Regional Committee. Participants are encouraged to hand over copies of their written statements to the Reports and Documents Officer to facilitate reporting. Daily Sessions Journal: An information bulletin, “Daily Sessions Journal”, will be issued every day from 6 September 2017 onwards. It will contain the programme for the next day and other general information of interest and relevance to participants. It would be accessible through the RC Mobile App and also displayed on electronic screens outside the main meeting hall at Paradise Island Resort.

5.

Travel and transportation arrangements

5.1 General Participants who require any travel-related assistance may contact the Travel Desk/Help Desk at the conference venue. 5.2 How to reach Malé Malé, is the capital and most populous city of the Republic of Maldives. The city is geographically located at the southern edge of North Malé Atol (Kaffu Atoll). Administratively, the city consists of a central island, an airport island, and two other 2

islands governed by the Malé City Council. The most preferred route to Malé from the countries of the South-East Asia is by air. Airport: The main international airport of Maldives is the Velana International Airport located in the Hulhule Island, 2.5 km from the capital. The airport has flights from Delhi, Colombo, Kuala Lumpur and all other major cities of South-East Asia. Among the major airlines flying to Male are: Maldivian, Sri Lankan Airlines, Air India, Singapore Airlines, Bangkok Airways, Etihad Airways, Emirates, Qatar and Saudi Arabia. Please see Annex 5 for an overview of flight schedules from the capital cities of Member States of the WHO South-East Asia Region to Malé and back. It is to be noted that the inaugural ceremony of the Seventieth Session of the Regional Committee will be held at Paradise Island Resort on the morning of 6 September 2017, participants are advised to plan their travel accordingly. 5.3 How to reach Paradise Island Resort The journey from Velana International Airport to Paradise Island Resort, the venue of the meeting, takes about 20 minutes by speed boat. The Resort will provide transport facilities from airport to Paradise Island Resort for delegates/participants staying at the Resort. 5.4 Visas and Customs clearance Tourist Visa No pre-arrival visa is required to enter Maldives as a tourist. A 30-day free visa is issued on arrival for all nationalities: But tourists entering Maldives on this visa cannot involve in any official or business activity. Family members of delegates/participants will be granted tourist visa on arrival in Malé. Visas 1. For delegates/participants with diplomatic, official passports and UN LaissezPasser (UNLPs)  Delegates/Participants holding valid diplomatic, official passports and UNLPs will be granted tourist visa upon arrival in Maldives.

2. For delegates/participants with national passports  All delegates/participants with national passports will require a Special Visa to enter Maldives.

To obtain a Special Visa, participants need to fill the Special Visa application form (details of applicants) (http://www.immigration.gov.mv/forms/im22-application-for-specialvisa.pdf) and send to the Ministry of Health, Maldives (globalhealth@health.gov.mv), at least 4-5 days before arrival, along with a copy of passport and passport-sized photo. The Ministry of Health will complete the portion in the form to be completed by them and send the certified form to the Immigration to facilitate appropriate visa upon arrival.

3. For Journalists with national passports  All journalists and media personnel with national passports will require a Special Visa to enter Maldives. The procedure to apply for Special Visa is provided above. In addition to the Special Visa application, journalists and media personnel must also fill the IM30 form (http://immigration.gov.mv/forms/emp-bus-spc-airports.pdf) and send to the Ministry of Health, Maldives (globalhealth@health.gov.mv).

Delegates/participants must have international health insurance policy that covers repatriation and in-patient services during their stay in Maldives. All delegates and participants should possess a valid passport with machine readable zone (MRZ) and at least six months’ validity. They are also required to have a valid ticket to continue the journey out of Maldives and need to have enough funds to cover expenses for the duration of their stay in Maldives. A confirmation of reservation in the resort or hotel in Maldives is needed. Customs clearance/exemptions from import duty To facilitate participants’ travel and Customs clearance for the meeting, a certificate (Annex 6) will be issued to them by the WHO Representative located in each of the Member States. The following goods are exempt from import duty:  Import duty will not be charged for items imported for personal use that are below MVR 6000.

Visitors are normally allowed an exemption of Customs duties on:   goods that are brought for personal use, such as clothes, jewellery, watches, pens, portable gadgets, toiletries, books and magazines; 200 cigarettes/25 cigars/250 g of tobacco

Prohibited items: Narcotics and psychotropic substances, any pornographic material, religious materials offensive to Islam, live pigs and idols (for worship) are prohibited items in Maldives. Restricted Items: Liquor and alcoholic products (it is advised not to purchase liquor and alcoholic products on the flight or duty-free shops while en route to Maldives as these items will be confiscated upon arrival at the airport. However, liquor, beer and other such alcoholic beverages are available at all tourist resorts/hotels).

5.5 Arrival in Malé and transportation Ministry of Health, Maldives, will set up a Help Desk inside the Velana International Airport. Participants will be received by Protocol personnel from the Ministry of Health, Maldives. In addition, WHO staff will be there to assist in protocol, immigration and Customs clearance activities. Transport will be provided to the delegations of each Member State from the time of arrival of the delegation in Malé until departure. Transport arrangements will be coordinated by Mr J. Mago, WHO Administrative Officer (Email: magoj@who.int, mobile: +960 7791870), in coordination with the Ministry of Health official, Mr Mohamed Jinnan (Email: jinaan@health.gov.mv, mobile: +960 7697974). In addition, any change in travel itinerary must be conveyed to the information desk at Paradise Island Resort. To facilitate identification of baggage on arrival at the Velana International Airport, participants are requested to use the RC luggage tags that will be available from the WHO Representative Offices in all countries of the South-East Asia Region, and at WHO headquarters. Transport arrangements will be made for all official functions and meetings scheduled during the Regional Committee sessions. 5.6 Travellers’ cheques and credit cards Travellers’ cheques are not preferred. However, US dollars and other convertible currency can be exchanged at Velana International Airport on arrival. The Paradise Island Resort will accept payment by cash in US dollars and by international credit cards, such as American Express, VISA and MasterCard. There is no ATM facility on Paradise Island Resort. 5

5.7 Transport services Transfer from Velana International Airport to Paradise Island Resort and return will be arranged by speedboats of Paradise Island Resort. There is no public transport between Paradise Island Resort and Malé. Any additional travel to Male City will be chargeable by the Resort.

6.

General information

6.1 Malé Although Malé is geographically located in Kaafu Atoll, administratively it is not considered part of it. The central part of the city is formed by the island of Malé. Two more islands form part of the city – Vilingili and Hulhumale’. A commercial harbour is located on the central island and serves as the heart of all commercial activities in the country. 6.2 Climate Malé has a tropical monsoon climate under the Köppen climate classification. The city features a mix of both wet and dry seasons, with the wet season lasting from May through December and the dry season covering the remaining four months. Malé experiences relatively consistent temperatures throughout the course of the year, with an average high of 30 °C (86 °F) and an average low of 26.5 °C (79.7 °F). As the month of September falls in the wet season, participants are advised to carry foldable umbrellas with them given the possibility of rain during transportation between the venue of the Inauguration Ceremony in Malé and Paradise Island Resort. Umbrellas will be provided in each room at Paradise Island Resort. Since humidity levels will also be high during the wet season, cotton clothes would be a better choice.

6.3 Electricity The standard voltage is 220–240 volts AC at 50Hz AC. Most hotels have a combination of UK type-3 pins. However, it is best to travel with a universal adaptor. 6.5 Banking services Most banks represented in Malé provide ATM services. The Bank of Maldives has several branches in Malé as well as other major population hubs such as the Velana International Airport, Hulhumale and Gan. Several other regional banks also operate in central Malé, including the State Bank of India, Bank of Ceylon and HSBC. There are no banks on resort islands and on many local islands. Only local currency MVR will be dispensed from ATMs. Banking services are provided by banks from 0830 hrs to 1400 hours. Banking facilities are not available at the Paradise Island Resort, the venue of the meeting. 6.6 Business hours It is important to know that Maldives follows a business week from Sunday to Thursday. Most places are closed on Friday until after the Friday afternoon prayers. No public ferries operate on Friday with the exception of those operating in the capital area between Malé, Hulhumale and Villingili. These ferries also stop operation between 1130 hrs and 1330 hrs for Friday prayers. Shops in Maldives open at different times in the morning but usually before 0900 hrs. Most shops close for prayer times for an interval of 15 minutes. Some shops operate till as late 2200 hrs and some cafes and restaurants are open till as late as 2359 hrs. 6.7 Currency and foreign exchange The monetary unit is Rufiyaa (MVR). One Rufiyaa is divided into 100 Laari. Currency notes are in the denomination of Rufiyaa notes of 500, 100, 50, 20, 10 and 5. Denominations are clearly marked in English and Dhivehi. 6.8 Security For identification and security, participants are requested to wear all the time their name badges while attending the meetings and receptions. Badges will be issued by the Secretariat at the time of registration upon arrival at the hotel. 7

The Maldives National Defence Force will provide 24x7 security for the meeting and is the first response point for any safety or security incident during the session. The emergency contact list in Maldives is provided in Annex 11.

7.

Medical arrangements

7.1 General The Ministry of Health, Maldives, will provide emergency medical services through a medical team (Ext No. 346) stationed at Paradise Island Resort. In addition, WHO doctor will also be available on site for advice and coordination. General types of medicines and vaccinations are available in Malé city. Some medication, particularly of certain brands may not be available locally. It is advised that participants carry their own medication and prescription from their doctors. 7.2 Insurance Participants are requested to arrange travel and medical insurance before travel to Maldives for any emergency medical requirements. 7.3 Vaccination requirement for travel to Malé Under the International Health Regulations (2005), yellow fever vaccination certificate is required if someone travels to Maldives from an area with risk of yellow fever transmission.

To facilitate logistical arrangements for participants, block reservations of some rooms have been made at the Paradise Island Resort. Airport transfer will be provided complimentary by the Paradise Island Resort to its guests. Participants are strongly advised to stay at the accredited hotel below for the duration of their visit in Maldives.

Tourist attractions in Malé

The greatest attraction of Maldives is its pristine white, sandy beaches, its fabulous diving and the splendid isolation of its coral islands. Almost all the bonafide tourist attractions are to be found in Male or on the North Male Atoll.

Maldives National Museum The new building of the museum is located in Malé city. The building was designed, built and financed by the Government of the People’s Republic of China. The building was presented to the Republic of Maldives by the Chinese government on 10 July 2010, and was officially opened and declared the national museum two weeks later on Maldives’ Independence Day on 26 July.

The interior of the museum retains elements from the days of the Sultanate, including the handwritten Quran engraved on the walls.

Maldives Grand Friday Mosque The most famous architectural landmark of Malé, the Islamic Centre (officially named Masjid-al-Sulthan Mohamed Thakurufaanu Al Auzam), opened in November 1984. The Grand Friday Mosque located in the Centre is named after one of the most celebrated Maldivian heroes, Sultan Muhammad Thakurufaanu Al Auzam. The mosque is the largest in the Maldives. The Islamic Centre acts as a major tourist attraction of Malé, because of its location near the main jetty of Malé and due to the beautiful architecture of the mosque. The magnificent golden dome of the mosque is also conspicuous against the skyline of Malé. The shining golden dome of the mosque stands out along with the interior walls decorated with beautiful woodcarvings and Arabic calligraphy.

Mulee’aage The construction of the Mulee’aage was initiated in the year 1914 and completed in 1919. It was commissioned by Sultan Muhammad Shamsuddeen III for his son and heir Prince Hassan Izzuddin Mulee'aage. Meaning the “new house of Muli’” it was built on the site of “Mulee’ge”, the ancestral home of Shamsuddeen III. Mulee’ge was also the home of Sultan Hasan ’Izz ud-din (or “Dhon Bandaarain” 1759–1766) from his maternal side. It remained with the Huraa Dynasty rulers throughout its history.

Extract from “Convention on the Privileges and Immunities of the Specialized Agencies” of the United Nations Article V – Representatives of Members Section 13 Representatives of members at meetings convened by a specialized agency shall, while exercising their functions and during their journeys to and from the place of meeting, enjoy the following privileges and immunities: (a) Immunity from personal arrest or detention and from seizure of their personal baggage, and in respect of words spoken or written and all acts done by them in their official capacity, immunity from legal process of every kind; Inviolability for all papers and documents; The right to use codes and to receive papers or correspondence by courier or in sealed bags; Exemption in respect of themselves and their spouses from immigration restrictions, aliens registration or national service obligations in the State which they are visiting or through which they are passing in the exercise of their functions; The same facilities in respect of currency or exchange restrictions as are accorded to representatives of foreign governments on temporary official missions; and The same immunities and facilities in respect of their personal baggage as are accorded to members of comparable rank of diplomatic missions. Article VIII – Laissez-passer Section 29 Similar facilities to those specified in Section 28 shall be accorded to experts and other persons who, though not holders of United Nations laissez-passer, have a certificate that they are travelling on the business of a specialized agency.
