OPENING OF THE THIRTEENTH SESSION OF THE REGIONAL COMMITTEE
In the absence of the retiring Chairman, Dr. H.B. Turbott, and of the Vice-Chairman, Dr. E. Valencia, the Secretary will open the session. 2 ADDRESS BY RETIRING CHAIRMAN It is customary for the retiring Chairman to deliver a short address at the opening meeting of each session of the Regional Committee. In the absence of Dr. Turbott, the speech of the retiring Chairman will be read by the Secretary. 3 ADDRESS BY THE DIRECTOR-GENERAL

Dr. M.G. Candau, Director-General, will attend this session of the Committee. As he is unable to arrive before Friday evening, he will address the Committee on the morning of Saturday, 22 September 1962. 4

5 ADDRESS BY INCOMING CHAIRMAN It is customary for the incoming Chairman to give a brief address to the Committee. It is) however, not essential for the address to be given at this point of the agenda. This may, should the incoming Chairman wish, be postponed to a time later in the session. 6 ADOPTION OF THE AGENDA (WP/RC13/1 Rev.l)
According to Rule 9 of the Rules of Procedure of the Regional COmmittee, "the Director may, in consultation with the Chairman, include any question suitable for the agenda which may arise or reach him up to twenty-one days before the opening day of the session, in a supplementary agenda which the Committee shall examine together with the provisional agenda. Any items arising or submitted later shall be included in a supplementary agenda provided that the Committee agree s. " The provisional agenda distributed to representatives contains all the items suggested for discussion up to twenty-one days before the opening day of the session. 7 7.1 TECHNICAL DISCUSSIONS Designation of Chairman
In accordance with the resolution adopted by the Regional Committee at its eleventh session, the Regional Director, in consultation with the Chairman of the Regional Committee, has selected Dr. Michael J. Flynn, M.B.B.S., D.P.H., Chief Medical Officer, Metropolitan Water, Sewerage and Drainage Board in Sydney, Australia, as Chairman of the Technical Discussions. The function of the Chairman is to guide the general discussions along the lines of the agenda, to assist the members to adhere to the schedule for discussions, to ensure that all members so desirous are heard, and to endeavour to effect a full and balanced discussion of the theme chosen. /Dr. Flynn

II 7.2 Acceptance of the Programme for Teclmical Discussions (WP/RC13/TD2)
Three sessions have been set aside for the discussions, the morning of Friday, 21 September and the morning and afternoon of Monday, 24 September. Details of the programme are contained in document WP/RC13/TD2. The Committee is invited to consider the proposed programme and, if there are no objections, to accept it. 8 PROPOSED PROGRAMME AND BUDGET ESTIMATES FOR THE FINANCIAL YEAR 1 JANUARY - 31 DECEMBER 1964 (WP/RC13/3)
8.1 Establishment of the Sub-Committee on Programme and Budget The Committee at its seventh session decided that the establishment of a sub-committee on programme and budget, consisting of six members, plus the Chairman of the Regional Committee, should become a routine activity of the Committee. It further recommended that the membership of the Sub-Committee should be rotated among the representatives of the various Members, subject to the prOvision that any representative wishing to do so should be entitled to participate. Membership of the Sub-Committee - 1959 Cambodia, China (Chairman), Japan, Malaya) New Zealand, Philippines, the United Kingdom and Viet Nam. Membership of the Sub-Committee - 1960 Australia, France, Korea, Netherlands, Portugal and the United States of America (Chairman). Membership of the Sub-Committee - 1961 Cambodia, China, Japan, Malaya, New Zealand (Chairman), Philippines, the United Kingdom and Viet Nam. 8.2 ConSideration of the report presented by the Sub-Committee on Programme and Budget
The report of the Sub-Committee will be discussed in plenary session on Tuesday morning, 25 September 1962.

Governments may either submit short wTitten reports in advance of the session or present their annual reports to the Committee. Reports received in sufficient time ,rill be mimeographed in English and French and distributed to all representatives. The Chairman wi~l make an announcement to aclmowledge receipt of such reports. 10 REPORT OF THE REGIONAL DIRECTOR (\VP/RC13/ 2 ) This report, which has been dj.stributed to governments, summarizes the work of the Organization in the Western Pacific Region during the period 1 July 1961 - 30 June 1962, Representatives of any other specialized agenCies, of inter-governmental, governmental and non-governmental organizations in official relationslups with WHO,may wish to present statements when their specific fields of interest are discussed under this item. 11 FACILI'l'IES AVAILABLE WITHIN THE WI!;STERN PACIFIC REGION FOR EDUCATION AND TRAINING OF HEALTH PERSONNEL (WP/RC13/8) The Regional Committee has, on a number of occasions, emphasized the importance of training within the Region. Although a certain number of intre,-regional fellowshj.ps are awarded every year, it is felt that requests are not as many as they might be, possibly because of the lack of information on the facilities available. The document before the Committee contains information on some of the training programmes which accept foreign students. It is hoped that the interest of governments will be stimulated to send full details of their training programmes to the Regional Office, following which complete documentation Kill be sent to all Member States. 12 PROGRAMME PLANNING IN CONNECTION "TITH SHORT-TERM CONSULTANTSHIPS (WP/RC13/ 4 )

In view of the attention focussed on cholera El Tor as a result of the recent outbreaks in a number of countries in the Region, the Government of the Philippines requested that this item should be placed on the agenda. 13.1 Presentation of a naper on the patho-physiology of cholera (WP/RC13/7) As the author of the paper, Captain R.A. Document WP/RC13/5 contains the resolutions of regional interest adopted by the twenty-ninth and thirtieth sessions of the Executive Board and the Fifteenth World Health Assembly. A short note has been added in connection with resolutions WHAl5.53, WHAl5.54, WHAl5.5 6 , WHA15.57, WHAl5.34 and WHA15.47, as it was felt that the Committee's attention should be specifically drawn to certain parts of the operative paragraphs of these resolutions. Further attention is drawn to resolution WHA15.19 on page 9, "Report on Development of Malaria Eradication Programme ", and in particular the text on page 10 on the importance of the relationship between malaria eradication activities and public health services. 15 AMENDMENTS TO THE RULES OF PROCEDURE OF THE REGIONAL COMMITTEE (WP/RC13/9 and Add.l)
The reason for placing this item on the agenda is that certain amendments have been made to the Rules of Procedure of the World Health Assembly. It appears appropriate, therefore, to reflect these changes in the corresponding Rules of Procedure of the Regional Committee, thus bringing them into line with those of the World Health Assembly and the other regional committees. In accordance with Rule 51 of the Rules of Procedure of the Regional Committee "amendments of, or additions to these Rules may be adopted by the Committee, provided that the Committee has received and considered a report thereon by an appropriate sub-committee." The Chairman will invite four representatives to serve on this sub-committee and nominate one of these representatives as Chairman. The sub-committee will present a report to the main committee and this report, when approved, will be subsequently annexed to the report of the Regional Committee. 16 SELECTION OF TOPIC FOR THE TECHNICAL DISCUSSIONS DURING THE FOURTEENTH SESSION OF THE REGIONAL COMMITTEE ('iP/RC13/6 and Add.l)
Document WP/RC13/6 contains suggestions of the Secretariat as to the topics which might be considered for the Technical Discussions in 1963. The attention of the Committee is also drawn to the addendum which contains a list of the subjects selected for the Technical Discussions during past years. /17 CONSIDERATION •••
WP/RC13/1-a page 6 17 CONSIDERATION OF THE REPORT PRESENTED BY THE TECHNICAL DISCUSSION GROUP
The report of the Technical Discussion Group will be presented in plenary session for consideration of the Committee. 18 TIME, PLACE AND DURATION OF FOURTEENTH AND FIFTEENTH SESSIONS OF REGIONAL COMMITTEE The Committee, at its tenth session, accepted the invitation of the Australian Government to hold its fourteenth session in Port MOresby, Papua and New Guinea. Following discussions with the Government, it is proposed that the meeting should take place early in September as this would appear to be the most appropriate time as far as availability of accommodation is concerned. Unless the Committee decides otherwise, the fifteenth session will be held in Manila, in accordance with past procedure that every second year the meeting will be held at regional headquarters. 19 20
OTHER BUSINESS ADOPTION OF THE DRP2T REPORT OF THE COMMITTEE
The various decisions made and the resolutions adopted will be incorPorated into a final report for approval at the last plenary session. 21
