OPENING OF THE MEETING 1. The twenty-fifth session of the Committee of Sponsoring Agencies was held in the World Bank, Paris, on 16 and 17 October 1985 under the chairmanship of Dr Bernard Liese, world Bank, who welcomed the otherparticipants. A special welcome was extended to Mr OEto Essien, who replaced Mr Salif N'Diaye, UNDP. ADOPTION OF THE AGENDA The following Agenda was adopted: Approval of report of twenty-fourth session Review of Donorsr Meeting Arrangements for JPC.6 Review of reports for JPC.6 Follow-up of the socioeconomic development impact study CSA reflections paper for JPC.6 Terms of Reference of the EAC and EG Approval of report. APPROVAL OF REPORT OF 24TH SESSION The report \,ras approved by the Committee. REVIEW OF DONORSI MEETING 4. The Comittee acknowledged that the Donorst Seminar was extremely successful wlth a substantial proportion of funding assured for the nextflnancial phase and'the Plan of Operations endorsed as " proper basis for Phase III. The donors also broadly endorsed the legal framework and agreed wlth the CSA to proceed with basically the same Fund and Memorandum of Agreement ln order to emphasize the sense of continuity. A few donor commenEs would be incorporated into the final text. 5. There rrere trso major concerns raised by donors. First, concern was expressed by the donors as to whether devolution could be organized properly wlth the necessary plans approved. Several papers on the issue from the Programme and the countries will be presented to JPC.6. The papers will beginto clarify some pollcies to be followed and draw attention to assistance required. An essential step will be that the beneficiary countries will haveto maintaLn a certaln level of activitles to control Ehe disease. Followingthat stage WIIO will undertake a coordinating role in helping the beneficiary countries to complete devolutlon. 6. Second. socloeconomic development is a uajor concern of many donors. It was clearly deslred that the cosponsoring agencies Eake up the issue in orderto carry out an appropriate response to the successful congrol of thedisease. As a first step OCP would be subrnltting the draft report on iEs data collectl-on to JPC.6 and a final report to JPC.7. One additlonal concern was training. This would be covered in the Tralning Pollcy document to be presented to JPC.6. The countries had definite obllgations in this area and perhaps this should be focussed on in the NOCs. E. ARRANGEMENTS FOR JPC.6 8. The Comnlttee was informed that all arrangements for JPC.6 were in hand. Ttre meeting would be held in ffi{O lleadquarters, Geneva and USA had accepted to chair the session. The Vice-Chairman would be the Inlinist.er of Health from Ghana, as JPC.7 was due to be held in Accra. For JPC.8 Saudi Arabia, UK and Italy (possibly in association with FAO) were suggested as possible hosts. E. REVIEW OF REPORTS FOR JPC.6 9. The Committee reviewed all the draft reports for JPC.6. It congratulated the Programme on being able to prepare such a broad range of reports ln time and, with a few comments, apProved then for submission to JPC.6. However, it was felf that the report on devolution required considerable strengthening and OCP felt that this could be achieved. 10. The Programme explained that the paPer entitled "Actlon taken by programme concerning theft and control of fuel and insect,icides stock" was drawn up in response to conments by the External Auditor. The count.ries responded positlvely to any lncident brought to their notice. In some cases Prefets were made responsible to safeguard the caches in their area. In others, caches have been transferred to safer locations. G. FOLLOW-UP OF THE SOCIOECONOMIC DEVELOP}'IENT I}'IPACT STUDY ll. At the Donorsr meeting Ehere was a general feeling for a division of labour among the agencies ln coordinating the socioeconomic developmenE in the gCp area. The ComnitEee discussed at lengfh what this meant, what had to be coordinated and for what PurPose. L2. The Co'nittee recognlzed that development of the onchocerciasls-controlled areas was not a regional concern but rather an integral part of each countryrs overall development plans. Coordlnation had to f6cus, therefore, on the countries individually rather than on the Programme area as a whole and would be for the purpose of identifying opportunities and potential asslstance. The Sponsoring Agencies had a definite role to play in Ehis natEer related to their specific organizational mandate and througtr ttretr representatlves in each country. Some socioeconouic development focal points outslde OCP and relating more directly to the oEher agencils needed to be identified. Whatever was decided would have to be ricognized and accepted by the countries concerned and the JPC duly informed. 13. The Co 'nittee considered the feasibllity of using existing mechanisms in each country rather than establishlng any ne\l structures. For exarnple UNDP had its Roundtables and the Bank its Consultative Groups (CGs) as follows: Benin Burkina Faso Ghana Ivory Coast Mali Niger Togo UNDP Roundtable/Contact, Resident Representative World Bank C.G./Contaet, Bank Representative UNDP Roundable/Contact, Resident Representative a ocPlcsA/2s page 5 14. The Committee recommended that OCP should proceed as planned to coroplete the Impact Study with all its annexes for JPC.7 thus responding to the proposal originally approved. In addition the Bank would start to look aE developuent implications arising frorn that study. 15. The preliminary report stressed that there was a complex set of circumstances to be dealt with in the area. Agricultural development was taking place in certain areas with accompanying increaslng populations. Large resettlement projects in the controlled river valleys were minimal. The indicated scope for development suggested the need for some coordinating mechanism. L6. The Programme stated that greater input from the agencies would probably be required sooner than originally foreseen for cornpletion of the Impact Study and each agency member accepted to discuss the matter with his Eanagement. FAO prornised consultancy support and the Bank indicated its review capacity would be available. H. CSA REFLECTIONS PAPER FOR JPC.6 17. A draft reflections paper was reviewed by the Comrnittee which considered Its general content and approach and recommended certain uodifications to belncorporated. A revised version would be circulated to members for approvalbefore flnalizat,ion. 18. The Co 'nittee.decided that reference to the docuuent should not be lncluded Ehe list of documents for JPC.6 and the reflections paper made available to those participants who wish to have it after its presentarion tothe sixth session of the JPC. The twenty-sixth session of the CSA will be held in I"IHO Headquarters, Geneva, on Inlonday, 9 December 1985 at 10 a.m. and immediately following the JPc.6 at a tLme to be agreed. In order to provide the JPC wtth independent advice on, and evaluation of, the Programme the Expert Advisory Comrnittee (EAC), from a scientific and technlcal standpoint, shall: (a) revLew the operational and research activities of the Programme and recommend the approaches to be adopted to ensure Ehe Programme keeps on course towards achieving lts objective; (b) identlfy priorlties withln the Programme and relaEed thereto and propose the establishnent. and dlsestablishment of scientific working groups as appropriate; (c) consider the operational lnplications of recommendations by the Ecological Group (EG), and (d) prepare a report containing its findings and recommendations and incorporatlng iEs assessment of the Programmets progress and achievements. II In order to provide the JPC with an lndependent view on the environmental impact of Ehe Programmers activities, the EG, as a permanent sub-group of the EAC, shall.' (a) study the ecological impact on the environment of Ehe use of insectlcides by the Programme; (b) propose such measures as uay be needed to supplement the ecological studies undertaken under the Programme; (c) make recommendations to ensure effective protection of the envLronment in relation to the Prograuuners activiEies; (d) prepare a report for submission through the EAC and annexed unchanged, to the EAC report. III (a) The EAC shal1 comprise not more than twelve members and the EG not more than five, due regard being made to assuring a representatlon of disciplines concomitant with the responsiblllties of the EAC of EG and the concerns of the JPC, as well as ensuring a balanced geographical dlstribution; (b) The members of the EAC and of the EG shall serve for a period of turo years without prejudice to reappoLntment. Members of scientific working groups shall be appolnted on an ad hoc basis for the duratlon of the grouprs functlons; ocP /csLl 25 page B ANNEX 2 2 (c) The EAC and EG shall meet independently at least once a year; each shal1 elect a chairman from its rnembers serving for a period of one year, subjecE to reelection for another tern; (d) Arrangements will be made for the members of EAC and EG to visit the Prograntre area to acquaint t.hemselves with the Programme and its actlvities.
