Sustainability evaluations ltave shourr that CDTI ls very strong at the conllupity le'el ard th.tthe cot-umuuity is a key factor for sustarnabrlity of ivermectin treatntellt. ThL sustainabrlrty indicators shorv a less favourable picture for the fomtal health system, especrally the First Lrne Health Facility (FLHF) rvhich rvas considered rveak. 24.|n conclusion, the Forum noted that: i. CDTI was sustarnable at the corunur.uty but u,eak at the FLHF leyel; ir. there lvas a need to contiuue monitoring the implententatlon of sustainabtlitl,plals especially during the post-ApOC era; iir' to etlhatlce the sustatttabrhty of CDTI projects, it rvas importalt to streugthen the lealt5 systems and empou'er the FLHF; it'. includrng onchocerciasts in the essential health package would erlsure sustarnable govemlnellt financtal contribution and could be a step torvards strengtliening the FLHF rn the health system. 25' The Forutl] stressed the tttrpoftattce olidentrlying risk factors early in a proJect hfe cycle rp orcler to predict eventual srrstatuabrlrty issues. ADDITIONAL HEALTH INTERVENTIONS LlSING CDTI AS A VEI-IICLE 26' JAF recognized thc opporlunities and syrergies of integratrng other health i1tel'eptrons q'ith CDTI such as Vitamin A supplenieutation (VAS) and possrbly reproductive health. It rvas also noted that tutegratiot-t entailed securing addrtional r.io,,...r, partcularly, adeqtrately trarued hutllatl resources; and required expanding parlnerships and increascd coordrlatrop. 21 ' JAF tt'as retltttlded that APOC Trust Fund could be used to finance pilot studics olrnteg-atron. 5PI{ASE II sruDIES oN THE L)NG-TERIII IyqPACT ASSESSTIENT oF Apoc opEtu4TroNS 28' JAF rvas infomred that the findings of Phase II studies of the rong-temr i,pact assess,e,t ofAPoc operatlorls rvould be reported at JArll. The results of phase I u,rll be submitted forpublication in scienttfic journals by I\{ay 2005. PLAN OF ACTION AND BUDGET FOR 2OO5 31' rhe Forunr approved the Plan of Action for 2005 of APoc and the corespo,drrg budget r, theamourrt of US$ 13,544,000. 32' The Forum requested ll]?t th-" proportion of the recurrent cost actually attrrbuted to corurtryproJect operatious should be clearly distrnguished in future plals of Action.
