Dr. LE-VAN-KHAI (Viet Nam) moved the adoption of the report as amended by the representative of the United States; this was seconded by Dr. J.A. NOLASCO (Philippines).
Mr. A. SAlTA (Japan) apologized for raising this point at such a late stage, but pointed out that on page 29 of the draft report the Japanese delegation had been omitted from the list of those who had voted in favour of the amendment proposed by the representative of Viet Nam that the minutes of the Committee's discussions on the method of appointing regional directors should be submitted to the Executive Board. seven were listed. report and the insufficient time allotted to its review, a working party should
wP!Rc8!Min/6 Page 5 be established to examine it and make recommendations to the Committee at a subsequent session. The CHAIRMAN drew the attention of the representative of the Philippines to the fact that the motion for the adoption of the report had already been made by the representative of Viet Nam and the other representative of the Philippines had subsequently seconded it. However if the latter was willing
to withdraw his previous statement, then the motion would still remain unacted.
Mr. SAlTA remarked that there was no need for setting up a working party to examine the draft report, since most of the contents had already been approved and the only part to be examined was that which covered the discussions on the method of appointing regional directors. Dr. H.B. TURBOTT (New Zealand) asked that his statement on page 26 of the
draft report be corrected to read:
"Dr. TURBOTT explained that he was proposing
that both the Executive Board and the Regional Committee should be concerned in the selection. He suggested that the names should come before the Regional
Committee as usual, the Committee would select three or four names and submit these to the Executive Board which~
together with the Director-General, would
consider them, make the selection and refer the name back to the Regional Committee. His Government's proposal therefore retained the right of selection
of the Regional Committee, and brough the Executive Board into this matter also." The SECRETARY regretted that the statement had been incorrectly recorded and assured the representative of New Zealand that proper amendment would be made. He then pointed out that representatives had tbree weeks to present to
the Secretariat their comments or corrections; therefore if they had further amendments to make they should do so wi thin the time limit specified. Dr. EJERCITO said that in view of the explanation just given by the
Regional Director, he would withdraw his previous remarks.
