اللجنة اإلقليمية لشـرق المتوسط الدورة الرابعة والستون البند ( 5أ) من جدول األعمال المبدئي
ترشيح إحدى الدول األعضاء لعضوية لجنة السياسات والتنسيق التابعة للبرنامج الخاص للبحوث والتطوير والتدريب في مجال اإلنجاب البشري .1أنشئ الربنامج اخلاص للبحوث والتطوير والتدريب على البحوث يف جمال اإلجناب البشري يف عام ،1972 بوصفه األداة الرئيسية يف منظمة الصحة العاملية لتعزيز البحوث الدولية ،وتنسيقها وتوفري الدعم هلا ،فضالً عن تطوير التكنولوجيا ذات الصلة باإلجناب البشري وتنظيم األسرة من أجل الصحة. .2وتتمثَّل أهداف الربنامج اخلاص يف تعزيز البحوث يف جمال اإلجناب البشري ،وتنسيقها ودعمها ،وإجرائها، وتقييم نتائجها ،مع اإلشارة بشكل خاص إىل احتياجات البلدان النامية ،من خالل ما يلي: التعرف على العقبات وفعالة لتنظيم اخلصوبة ،وتطويرها ،و ُّ تعزيز ودعم البحوث الرامية إىل إجياد طرق آمنة ّ اليت تواجه البحوث والتطوير والعمل على إزالتها؛ ِّدات حتديد املشاكل اخلاصة بالصحة والسالمة املرتبطة بتكنولوجيا تنظيم اخلصوبة ،وتقييمها ،وحتليل احملد سنة السلو ُم َّ كية واالجتماعية لتنظيم اخلصوبة ،واختبار التدخالت العالية املردود من أجل إجياد أساليب ح لتنظيم اخلصوبة يف سياق خدمات الصحة اإلجنابية؛ تعزيز التدريب والقدرات البحثية للبلدان النامية يف جمال اإلجناب البشري؛ إرساء قاعدة للتعاون مع الربامج األخرى املنخرطة يف أنشطة البحث والتطوير يف جمال اإلجناب البشري ،مبا يف ذلك حتديد األولويات يف هذا اجملال بأكمله وتنسيق األنشطة يف ضوء هذه األولويات. كة من قِبَل برنامج األمم املتحدة اإلمنائي وصندوق األمم .3ويقوم هيكل الربنامج اخلاص على أساس الرعاية املشرت كة بني املتحدة للسكان ،ومنظمة الصحة العاملية ،والبنك الدويل ،ويعمل ضمن إطار عريض من التعاون واملشار كاالت. احلكومات وبني الو عضواً من بني األطراف 32

.4وتحعد جلنة السياسات والتنسيق هي اهليئة الرئاسية للربنامج اخلاص ،وتتألف من املتعاونة على النحو التايل:

كان املاحنون الرئيسيُّون األحد عشر (الفئة األوىل) للربنامج اخلاص ،خالل الثنائية السابقة ،هم :بلجيكا، .6و الصني ،اهلند ،هولندا ،النرويج ،االحتاد الروسي ،السويد ،سويسرا ،تايالند ،اململكة املتحدة لربيطانيا العظمى ،أيرلندا الشمالية ،والواليات املتحدة األمريكية. .7وسبق أن رشحت اللجنة اإلقليمية لشرق املتوسط الدول األعضاء التالية ،لعضوية جلنة السياسات والتنسيق (مدة العضوية موضحة بني األقواس). األردن (كانون الثاين/يناير – 2003كانون األول/ديسمرب )2005 اجلمهورية العربية السورية (كانون الثاين/يناير – 2006كانون األول/ديسمرب )2008 العراق (كانون الثاين/يناير – 2009كانون األول/ديسمرب )2011 تونس (كانون الثاين/يناير - 2012كانون األول/ديسمرب )2014 أفغانستان (كانون الثاين/يناير -2015كانون األول/ديسمرب )2017
.8وملا كانت عضوية أفغانستان ستنتهي يف 31كانون األول/ديسمرب ،2017فاملطلوب من اللجنة اإلقليمية لشرق املتوسط انتخاب عضو من بني الدول األعضاء يف اإلقليم ،لالنضمام إىل عضوية جلنة السياسات والتنسيق ،ضمن الفئة الثانية ،ملدة ثالث سنوات ،تبدأ يف األول من كانون الثاين/يناير .2018 ويتعني على البلد املنتخب أن يبدي ،من خالل سياساته وبراجمه الوطنية ،اهتماماً مبجال الصحة اإلجنابية وصحة .9 َّ األمهات واألطفال وحديثي الوالدة وتنظيم األسرة من أجل الصحة ،والبحوث والتطوير يف جمال اإلجناب البشري وتنظيم اخلصوبة.

Nomination of a Member State to the Policy and Coordination Committee of the Special Programme of Research, Development and Research Training in Human Reproduction Introduction 1. The Special Programme of Research, Development and Research Training in Human Reproduction was established in 1972 as the main instrument within WHO for the promotion, coordination and support of international research and development of technology relating to human reproduction and family planning for health. 2. The objectives of the Special Programme are to promote, coordinate, support, conduct and evaluate research in human reproduction, with particular reference to the needs of developing countries, by: • promoting and supporting research aimed at finding and developing safe and effective methods of fertility regulation, and identifying and eliminating obstacles to such research and development; • identifying and evaluating health and safety problems associated with fertility regulation technology, analysing the behavioural and social determinants of fertility regulation, and testing cost-effective interventions to develop improved approaches to fertility regulation within the context of reproductive health services • strengthening the training and research capabilities of developing countries in the field of human reproduction; and • establishing a basis for collaboration with other programmes engaged in research and development in human reproduction, which will include the identification of priorities across the field and the coordination of activities in the light of such priorities. 3. The Special Programme is structured on the basis of cosponsorship by the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO) and the World Bank, and operates within a broad framework of intergovernmental and interagency cooperation and participation. 4. The Policy and Coordination Committee (PCC) is the governing body of the Special Programme. It consists of 32 members from among the cooperating parties as follows: • Category 1 Largest financial contributors: 11 government representatives from the countries that were the largest financial contributors to the Special Programme in the previous biennium. • Category 2 Countries elected by the WHO regional committees: 14 government representatives from Member States elected by the WHO regional committees for a three-year term, according to population distribution and regional needs, of whom one representative will be elected from the Eastern Mediterranean Region. • Category 3 Other interested cooperating parties: two members elected by the PCC for a three-year term from the remaining cooperating parties. • Category 4 Permanent members: Cosponsors of the Special Programme and the International Planned Parenthood Federation. 5. The existing PCC members in categories 2 and 3 may be re-elected.

The 11 major donors (Category 1) to the Special Programme in the last biennium were: Belgium, China, India, the Netherlands, Norway, Russian Federation, Sweden, Switzerland, Thailand, United Kingdom of Great Britain and Northern Ireland, and United States of America. 7. The following Member States were previously nominated by the Regional Committee for the Eastern Mediterranean as members of the PCC (terms of office shown in brackets). • • • • • Jordan (January 2003–December 2005) Syrian Arab Republic (January 2006–December 2008) Iraq (January 2009–December 20011) Tunisia (January 2012–December 2014) Afghanistan (January 2015–December 2017)
8. As the term of office of Afghanistan will be coming to an end on 31 December 2017, the Regional Committee for the Eastern Mediterranean is requested to elect from among the Member States of the Region one member for category 2 of the PCC to serve for a three-year period commencing 1 January 2018. 9. The country selected should be one that demonstrates, through its national policies and programmes, interest in the field of reproductive, maternal and newborn health, family planning for health, research and development in human reproduction, and fertility regulation.

Désignation d’un État Membre appelé à siéger au Comité Politiques et Coordination du Programme spécial de recherche, de développement et de formation à la recherche en reproduction humaine Introduction 1. Le Programme spécial de recherche, de développement et de formation à la recherche en reproduction humaine a été créé en 1972 en tant qu’instrument principal au sein de l’OMS pour la promotion, la coordination et le soutien de la recherche internationale et de la mise au point de technologies liées à la reproduction humaine et à la planification familiale pour la santé. 2. Les objectifs du Programme spécial sont de promouvoir, coordonner, soutenir, réaliser et évaluer les travaux de recherche en reproduction humaine, et plus particulièrement en ce qui concerne les besoins des pays en développement : • • en encourageant et soutenant la recherche visant à trouver et mettre au point des méthodes sûres et efficaces pour la régulation de la fécondité, et à identifier et éliminer les obstacles à cette recherche-développement ; en identifiant et évaluant les problèmes de santé et de sécurité associés aux techniques de régulation de la fécondité, en analysant les déterminants sociaux et comportementaux de la régulation de la fécondité, et en expérimentant des interventions d’un bon rapport coûtefficacité pour mettre au point des approches améliorées de la régulation de la fécondité dans le contexte des services de santé génésique ; en renforçant les capacités de formation et de recherche des pays en développement dans le domaine de la reproduction humaine ; et en établissant une base de collaboration avec d’autres programmes engagés dans la recherchedéveloppement en reproduction humaine, incluant l’identification des priorités dans l’ensemble du domaine et la coordination des activités à la lumière de ces priorités.

Le Programme spécial est structuré sur la base du coparrainage du Programme des Nations Unies pour le développement (PNUD), du Fonds des Nations Unies pour la population (UNFPA), de l’Organisation mondiale de la Santé (OMS) et de la Banque mondiale, et fonctionne dans le cadre général de la coopération et de la participation intergouvernementale et interinstitutions. 4. Le Comité Politiques et Coordination (PCC) est l'organe directeur du Programme spécial. Il se compose de 32 membres choisis parmi les parties coopérantes selon les modalités suivantes : • • Catégorie 1 Principaux contributeurs financiers : 11 représentants de gouvernements des pays qui ont accordé au Programme spécial la plus large contribution financière pour l’exercice biennal précédent. Catégorie 2 Pays choisis par les comités régionaux de l’OMS : 14 représentants de gouvernements d’États Membres élus par les comités régionaux pour un mandat de trois ans, en fonction de la répartition de la population et des besoins régionaux, dont un représentant qui sera choisi dans la Région de la Méditerranée orientale. Catégorie 3 Autres parties coopérantes intéressées : deux membres élus par le Comité Politiques et Coordination pour un mandat de trois ans et choisis parmi les autres parties coopérantes. Catégorie 4 Membres permanents : ceux qui assurent le coparrainage du Programme spécial, ainsi que la Fédération internationale pour le planning familial.

5. Les membres qui appartiennent aux catégories 2 et 3 du Comité Politiques et Coordination peuvent être réélus. 6. Les 11 principaux contributeurs (Catégorie 1) au Programme spécial au cours de la dernière période biennale étaient les suivants : États-Unis d’Amérique, Belgique, Chine, Inde, Norvège, PaysBas, Royaume-Uni de Grande-Bretagne et d’Irlande du Nord, Fédération de Russie, Suède, Suisse et Thaïlande. 7. 8. Le mandat de l’Afghanistan arrivant à terme le 31 décembre 2017, le Comité régional de la Méditerranée orientale est appelé à désigner parmi les États Membres de la Région un membre au titre de la catégorie 2 du Comité Politiques et Coordination devant faire partie de ce Conseil pour une période de trois ans, à compter du 1er janvier 2018. 9. Le pays choisi devrait être un pays qui fait preuve, de par ses politiques et programmes nationaux, de son intérêt pour la santé génésique, maternelle et néonatale, la planification familiale pour la santé, la recherche-développement concernant la reproduction humaine et la régulation de la fécondité.
