OPENING OF THE SESSION 1. The forty-first session of the Comnittee of Sponsoring Agencies (CSA) was hel,d at the world Bank, Paris on 1J and 19 October 1989, immediatelybefore and immediately after a Donors' Conference. Mr Florent Agueh was chairman. Participants are listed in Annex 1. B. ADOPTION OF THE AGENDA 2. The following agenda was adopted: 1 2 3 Approval of Reporr of CSA.40 (19110 Matters arising from Report of CSA. Any other business (L9/LO/89)5. Dare and place of CSA.42 (L9/tO/89), C. APPROVAL OF REPORT OF CSA.4O 3. After agreeing to sone minor changes to the text, the report of CSA.40 was formally approved. D. MATTERS ARISING FROM REPORT OF CSA.4O 4. EAC menbership (item D.4): it was agreed that the curricula vitae of candidate nembers of the EAC would be circulated to all CSA neilbers and revlewed during CSA.42. E. DoNoRS' CoNFERENCE (18-19 oCToBER) 5. The Committee reaffirmed that the primary objectives of the Donors'Conference were: a) to obtain Donor support for a long-term strategy relying prinarily on vector control and requiring a continuation of Programne activitiesin the Extension areas beyond 1997, and, b) to encourage Donors to provide additional support to help overconethe funding shortfall for phase III. 0ther objectives were, to agree upon the Terms of Reference of an external evaluation of the Programme and its funding, and, to clarify among the Donors the preferred nechanisms for supporting nationaldevolution plans. ocP /csA/41 paSe 4 Final review of docunents and presentations 6. In relation to the objectives stated above, to the Proposed Agenda(see Annex 2) and to the working documents (see list in Annex l), the Connittee carefully reviewed the presentations which would be nade to lihe Donors by representatives of OCP (Progror.e Director, Chief of VCU, EP-t, and BIS), of the Expert Advisory Comnittee (Chairnan and another Membe:n), of the Conmittee of Sponsoring Agencies and of the World Bank. Summary of discussions 7. When the CSA re-convened after the closure of the Donors' Conferr:nce,it was agreed that the Conference had proceeded in a very satisfactory nanner. The prevailing spirit of the Conference had been one of Donor commitment to, and confidence in, the Programme. Summaries of the mosE inportant discussions are given below. 8. Status of Programne operations. The Donors appreciated the news that the Programme's objectives have alnost been achieved in the 0riginal Progra.nme area: they would certainly be attained in advance of the original tinefrane of 20 years. The Donors also readily accepted the scientific and technical arguments for continued vector control operations for the interruption of transmission (necessary for 14 years to bring the disease under control), supplenented with ivernectin distribution which, although not effective in interrupting transmission, was a valuable tool for morbidity control. 9. Devolution. The Donors had noted the progress nade in planning for devolution in Burkina Faso, Mali and Niger, but had emphasized the importance of Participating Countries denonstrating commitment to devolution, if bilateral donor support was to be forthconing. 10. Socioeconomic Developnent. The Donors expressed great interest in the activities of the CSA concerned with socioecononic developnent and noted that by mid-1990 when the Land Settlenent Review was completed, the responsibility for follow-on initiatives should shift to the Participating Countries who would also seek appropriate support through traditional aid-consultative fora. 11. Financing. Ttre Phase III financing shortfall had already been reduced by nearly J!1. Three Donors had also given indications of planned increases in their contributions for the renainder of the phase. L2, External Review of the Programme. The Donors re-affirmed their interest in having this external review conducted during 1990. Seven of them indicated willingness to assist in the financing of the review. 13. Long-Term Control Strategy. The Donors fully endorsed the proposed long-term strategy for the remainder of the Programme, based on continuous vector control in the extension area for 14 years. Thus the Progranme would come to an end about 2004, although Progranme objectives would have been achieved in more than two-thirds of the eleven-country Programme area bV L997. Beyond this datd financial and operational inplications of prolonged operations h,ere expected to be rather modest. ocP/csA/41 page 5 F. PREPARATIONS FOR JPC.1O 14. Ttre Committee r,ras informed that imnediately after the CSA.40 neeting(14-15 September 1989) the Progranme Director, the Chief, OCp LiaisonOffice and the Coordinator of the Onchocerciasis Unit of the World Bank, visited The Hague to discuss preparations for JPC.10. Ttre conferencefacilities were visited and discussions were held with representatives of the Netherlands Ministry of Foreign Affairs and of the Parkhotel (the nainhotel for the accommodation of participants). f5. The Committee was also advised that work was progressing well on thepreparation of working docunents. Most of them would be ready fordistribution by the end of October 1989. 0ther documents (especially those concerned with the Terms of Reference for the External Evaluation of the OCP, and with socioeconomic development) could only be finalized anddistributed after the Donors' Conference. Likewise, a document would beprepared on the reflections of the CSA, although this would only be used as a basis for an oral presentation by the Chairman of the CSA. G. ANY OTHER BUSINESS 76. The Committee agreed that arrangenents for NOC.14 should be reviewedin a later session. That would give CSA members time to evaluate how bestto handle the main issues of devorution (nost likely by 0cp) and socioeconomic development (most likely by the CSA). H. DATE AND PLACE OF CSA.42 t7.
