Status of collection of assessed contributions Report by the Secretariat 1. In order that WHO may deliver the approved programme budget in full, contributions from Member States must be received in full and on time. All Member States are required under Financial Regulation 6.4 to pay their contribution as of 1 January of the year in which it is due. 2. As reported to the 115th Executive Board in January 2005, the rate of collection for 2004 was 90%, being the same as that for 2003; contributions were received in full from 119 of the 194 Members and Associate Members.1 As shown in the Annex, the rate of collection for 2005 was 36% as at 31 March 2005, compared with 38% at 31 March 2004; 66 Members have paid 2005 contributions in full and 47 Members have paid in part. It should be noted that 81 Members have made no payment towards their current year contributions compared with 68 at 31 March 2004. 3. Unpaid contributions as at 31 December 2004 amounted to US$ 91 million, with a further US$ 46 million due under special arrangements authorized by the Health Assembly, payable in the future, under instalment schemes. The equivalent figures at 31 December 2003 were US$ 118 million and US$ 14 million respectively. Within the US$ 91 million outstanding at 31 December 2004, an amount of US$ 84 million has been outstanding for more than two years, including the rescheduled arrears noted above. Further efforts to resolve some of these long-term arrears are described in the document on Members in arrears of payment of assessed contributions to an extent that would justify invoking Article 7 of the Constitution.2 4. Further analysis of the figures above is contained in the report made to the 115th Executive Board in January, and in Schedule 3 of the unaudited interim financial report.3
