1. INTRODUCTION Set up in 1979, the WHO Western Pacific Regional Centre for the Promotion of Environmental Planning and Applied Studies (PEPAS) is the technical arm of the WHO Regional Office for the Western Pacific, responsible for carrying out technical cooperation activities based on requests received from the Member States. During 1986, the Centre continued to carry out activities in the fJur principal areas classified acc,)rding to the WHO programme for the prcTIotion of environmental health, namely: community water supply and sanitation; environmental health in rural and urban development and housing; c,ntrol of environmental health hazards; and food safety. The Centre successfully collaborated with Member States in conducting national and regional training courses or seminars to promote the education and training of environmental manpower and provided technical cooperation services ir. order to promote the development of nat~onal environmental policies and planning capabilities of Member States. It also continued to promote exchange of information and networking of collaboration among national institutions and the WHO collaborating centres in environmental health in the Region. The collaborating centres are part of an international collaborative network to carry out activities in support of WHO's environmental health programme.

PEPAS STAFF
During 1986, the number of staff members at PEPAS was reduced as a result of reaSSignment, resignation or repatriation. Dr W. Kreisel, Air Quality }lanagement Adviser, was officially reassigned to the Regional Office in rlanila in March 1986. Subsequently, in :'"vember 1986, he was reassigned to WHO Headquarters in Geneva as Di~ector, Division of Environmental Health. Dr ~!. Nakamura. Technical cooperation services to Member States

During the year, the Cent~e provided technical cooperation for a total of :orty-one activities carried out in collaboration with national agencies, research/training institutions and local governments in ten countries or areas of the Region. PEPAS input for these activities amounted to ab::Jut 45 miln-months of staff and consultant time. A list of PEPAS consultants dl,ring 1986 is given in Annex 2.

In the area of community water supply and sanitation, PEPAS activities included lectures by its staff at national training courses in Malaysia and China; conduct of workshops and training activities in the Trust Territory of the Pacific Islands (Republic of the Marshall Islands, Federated States of Micronesia and Republic of Palau) during which the subjects of ferrocement tanks, handpumps, latrines and solar energy were covered in detail; and advisory services on development of a programme for urban and rural refuse and human excreta disposal planning in China. In the field of environmental health in rural and urban development and housing, major activities included seminars on ecological mapping and environmental impact assessment in China, and a review of the environmental impact assessment (£IA) handbook and preliminary development of EIA training programmes in Malaysia. Control of environmental health hazards is of significant importance to the Member States of the Region. Depending upon the state of development of countries or are~s of the Region, these problems range from basic shortcomings in water supply and sanitation to potential threats to health and the environment. PEPAS activities during 1986 consisted of promotion of systematic approaches to water quality management in China, the Philippines and the Republic of Korea; consultancy services on air pollution stationary source emission testing in Malaysia; development of air pollution episode regulations in the Republic of Korea; review of air quality management in New Zealand; solid waste management in Papua New GUinea; and sewage collection, treatment and disposal in Vanuatu. Seminars or workshops on the health effects of air pollution, thermal pollution control, acid rain and water quality monitoring were held in China and a training course on industrial waste monitoring was held in Malaysia. PEPAS also collaborated in drafting proposals for guidelines for a chemical notification and assessment scheme for Malaysia. In the field of food safety. PEPAS provided support in the conduct of training courses on food sanitation and food safety in the Trust Territory of the Pacific Islands (Republic of Palau) and Papua New Guinea. Consultant services on food hygiene control were also provided to the Beijing MuniCipal Health and Epidemic Prevention Station in China. A complete list of PEPAS technical cooperation activities, including field visits by PEPAS staff, is given in Annex 3. 3.2 Group educational activities

In fulfilment of its functions to develop environmental health manpower in Member States, PEPAS collaborated in 1986 in the organization and conduct of fourteen national group educational activities held in China, MalaYSia, Papua New Guinea and the Trust Territory of the Pacific Islands (Republic of Palau and Federated States of Micronesia). About six hundred participants from health and environmental protection agencies benefited from these activities. At the regional level, PEPAS conducted three major group educational activities during the year. Following a recommendation of the third meeting of the PEPAS Advisory COmmittee, which suggested that PEPAS should increase emphasis on the health impact of indoor air pollution sources in addition to the ongoing activities for the control of outdoor pollution sources, a regional seminar on human exposure to outdoor and indoor air pollution and its

-3effects on health, was organized in June 1986. Fifteen participants from twelve countries or areas of the Region and several observers attended this seminar. During the seminar, ten working papers and twelve country reports were presented. The seminar's conclusions and recommendations are contained in the report, copies of which were widely distributed. In October 1986, PEPAS convened a regional workshop on planning and information systems for rural water supply and sanitation. During this workshop, eighteen participants from fourteen countries or areas familiarized themselves with the use of planning guidelines for incorporating essential components, such as community education and participation, human resources development, institutional development and choice of appropriate technology, into procedures for implementing water and sanitation programmes. They also discussed the development of national water supply and sanitation information systems for monitoring and evaluation of the International Drinking Water Supply and Sanitation Decade (IDWSSD) at the national, regional and global levels. In addition, problems in collection, processing, storage, retrieval, distribution and use of information for evaluation and monitoring in the water and sanitation sectors were also discussed. The report of the workshop was distributed to participants and relevant institutions in November 1986. Following the recommendations of the WHO Executive Board that a greater involvement of the WHO Regional Offices should be promoted with the objective of increasing technical cooperation with and between the Member States in the control and safe use of chemicals, PEPAS organized a regional workshop on chemical safety, the first to be organized by WHO in the Region, in November. The specific objectives of the workshop were to review the problems associated with the handling, use and control of che~icals, which are particularly serious in developing countries, to assess the status of national policies, regulations and activities relevant to :hemical safety, and to devise ways of strengthening collaboration with Member States in developing programmes for the safe management of toxic che~icals. Sixteen participants from thirteen countries or areas of the Region attended the workshop and made recommendations on a wide variety of topics covering information and monitoring systems, human resources development, national contingency plans for dealing with chemical emergencies, notification and assessment systems, and legislation and guidelines on chemical safety. GEMS projects
National agencies continued to contribute data to the ongoing UNEP/WHO Environmental Monitoring System (GEMS) projects on air quality monitoring, water quality monitoring and food contamination monitoring, whi:h are coordinated by PEPAS at the regional level. Two countries in the Region, namely China and Japan, are involved in the new UNEP/WHO GEMS Human Exposure Assessment Locations (HEAL) project. The Ministry of Health and Welfare in Japan provided extrabudgetary support to WHO for this project as well as for the WHO/UNEP/ILO International Programme on Chemical Safety.
