MEETING OF THE PARTIES TO THE PROTOCOL TO ELIMINATE ILLICIT TRADE IN TOBACCO PRODUCTS FCTC/MOP2(11) 17 November 2021 Second session Geneva, Switzerland, 15–18 November 2021 13 DECISION FCTC/MOP2(11) Financial resources and mechanisms of assistance The Meeting of the Parties Recalling its decision FCTC/MOP1(8) on Financial resources and mechanisms of assistance, Recalling also decision FCTC/MOP/1(15) on Maximizing transparency of delegations from Parties and observers to the Meeting of the Parties, its subsidiary bodies and other Protocol meetings, Recalling priority areas identified in the report on Global progress in implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, as contained in Document FCTC/MOP/2/5, Noting the information provided in document FCTC/MOP2/8, Recognizing the need for all Parties to implement fully the Protocol to Eliminate Illicit Trade in Tobacco Products, Recognizing also the need for assistance to developing country Parties and Parties with economies in transition to support them in implementing the Protocol; Acknowledging that technical and financial assistance and capacity-building are crucial for the success of the Protocol implementation, especially in developing countries and countries with economies in transition; Considering that the mobilization of funding to support Protocol implementation requires detailed needs assessment at the country level; Considering also that mechanisms of assistance will supplement the increased national resource mobilization by developing country Parties and Parties with economies in transition, 1. ADOPTS the Strategy for mechanisms of assistance and mobilization of financial resources to support the implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, including technical support, as contained in Annex 1 of document FCTC/MOP/2/8, as a living document to be reviewed as necessary; 2. DECIDES to review the Strategy, as necessary or at the latest at the Fourth Session of the Meeting of the Parties, based on the recommendations that will be presented by the Convention Secretariat following consultations with Parties to the Protocol; FCTC/MOP2(11) 2 3. CALLS on Parties: (a) to cooperate, with each other and/or through competent international and regional organizations in providing training, technical assistance and cooperation in scientific, technical and technological matters, in order to implement the Protocol, in line with Article 23 of the Protocol; (b) to strongly encourage international and regional organizations in which they are represented to support the implementation of the Protocol and to acknowledge its role in the achievement of the 2030 Agenda for Sustainable Development; (c) to prioritize resource mobilization to eliminate illicit trade in tobacco products at national and international levels; 4. REQUESTS the Convention Secretariat: (a) to actively seek and receive Extra-budgetary Contributions from Parties and other international donors, including competent international and regional intergovernmental organizations and financial and development institutions, for the implementation of this strategy, in line with the workplans and budgets proposed to the Meeting of the Parties, taking into consideration the provisions of Article 5.3 of the WHO FCTC and Article 4.2 of the Protocol; (b) to promote cooperation in the exchange of best practices and lessons learned, as relevant to the implementation of the Protocol; (c) to develop methodologies, technical guidance and tools to provide assistance to Parties, considering matters including but not limited to tracking and tracing systems, as appropriate, and to report accordingly to the Third Session of the Meeting of the Parties.
