‫منح جائزة مؤسسة الدكتور علي توفيق شوشة ومنحتها الدراسية‬ ‫استناداً إىل توصيات جلنة مؤسسة الدكتور على توفيق شوشة أثناء انعقاد الدورة الثالثة للجنة اإلقليمية ملنظمة‬ ‫الصحة العاملية لشرق املتوسط‪ ،‬قرر اجمللس التنفيذي‪ ،‬مبوجب املقرر اإلجرائي م ت ‪ )11( 140‬منح جائزة‬ ‫(عمان) تقديراً ملسامهتها اهلامة‬ ‫مؤسسة الدكتور على توفيق شوشة لعام ‪ ،2017‬إىل الدكتورة يامسني أمحد جعفر ُ‬ ‫يف جمال الصحة العامة يف املنطقة اجلغرافية اليت خدم فيها الدكتور شوشة منظمة الصحة العاملية‪.‬‬ ‫عمان‪ ،‬ال سيما يف جمال‬ ‫ويأيت تكرمي الدكتورة يامسني أمحد جعفر ملسامهتها املتميزة يف جمال الصحة العامة يف ُ‬ ‫صحة املرأة والطفل‪ .‬وقد خترجت الدكتورة جعفر يف كلية الطب جبامعة بغداد يف عام ‪ ،1983‬وحصلت على‬ ‫درجة املاجستري يف صحة األم والطفل من معهد صحة الطفل جبامعة لندن يف عام ‪.1989‬‬ ‫وتعمل الدكتورة جعفر حالياً كمستشارة واستشارية أوىل يف املديرية العامة للرعاية الصحية األولية‪ ،‬بسلطنة‬ ‫عُمان‪ .‬ومنذ عام ‪ 1993‬وحىت عام ‪ ،2014‬عملت مديرة لدائرة صحة األسرة واجملتمع بوزارة الصحة‪ ،‬وأشرفت‬ ‫مقدمة للمرأة والطفل‪ .‬ومن بني إجنازاهتا الكثرية قيامها بدور‬ ‫على حتقيق توسع كبري يف اخلدمات الصحية الـ ُ‬ ‫منسق اخلطة الوطنية لرعاية املرأة والطفل‪ ،‬ولعبت دوراً حمورياً يف إنشاء الربنامج الوطين للمباعدة بني الوالدات‪،‬‬ ‫ُ‬ ‫وساعدت على استحداث سياسات لضمان توافر خمتلف وسائل منع احلمل لألزواج‪ .‬وخالل فرتة عملها كمديرة‬ ‫لدائرة صحة األسرة واجملتمع‪ ،‬اخنفض معدل اخلصوبة الكلي يف عُمان من ‪ 6.9‬يف عام ‪ 1993‬إىل ‪ 3.13‬يف عام‬ ‫‪ ،2007‬وجرى توسيع التغطية بعيادات الرعاية السابقة للوالدة بشكل كبري‪ ،‬وارتفع معدل الوالدات يف‬ ‫املستشفيات ارتفاعاً كبرياً‪.‬‬ ‫وعملت الدكتورة جعفر يف العديد من اللجان الوطنية الرئيسية‪ ،‬منها اللجان املعنية حبقوق األطفال‪ ،‬والتغذية‪،‬‬ ‫والصحة املدرسية‪ ،‬وضمان اجلودة‪ ،‬ووفيات األمهات‪ ،‬وصحة األم والطفل‪ .‬وقد أسهمت يف وضع العديد من‬ ‫السياسات الوطنية‪ ،‬ومن بينها السياسات املعنية بالسكان واملوارد البشرية‪ ،‬فضالً عن إعداد املدونة العُمانية حلظر‬ ‫كباحثة‪ ،‬نشرت الدكتورة جعفر حبوثاً يف كثري من اجملالت‬ ‫تسويق بدائل لنب األم‪ ،‬واالسرتاتيجية الوطنية للمرأة‪ .‬و‬ ‫الوطنية والدولية‪ ،‬ال سيما يف جمال صحة األم والطفل واملراهق‪.‬‬ ‫وتتألف جائزة مؤسسة الدكتور على توفيق شوشة لعام ‪ 2017‬من ميدالية ومبلغ يعادل ‪ 2500‬فرنك سويسري‬ ‫يُدفع بالدوالر األمريكي‪ .‬وسيُقدم رئيس الدورة الرابعة والستني للجنة اإلقليمية لشرق املتوسط اجلائزة إىل الدكتورة‬ ‫جعفر‪.‬‬ ‫ومن املقرر أن جتتمع جلنة مؤسسة الدكتور علي توفيق شوشة أيضاً أثناء انعقاد الدورة الرابعة والستني للجنة‬ ‫اإلقليمية للنظر يف التـرشيحات لنيل اجلائزة ومنحتها الدراسية لعام ‪ .2018‬وتتألف اللجنة‪ ،‬حبسب نظامها‬ ‫األساسي‪ ،‬من األعضاء التاليني‪ :‬رئيس اللجنة اإلقليمية لشرق املتوسط‪ ،‬ونائبي‪..‬‬ ‫واملدير العام ملنظمة الصحة العاملية هو مدير املؤسسة‪ ،‬واملدير اإلقليمي هو أمني جلنة املؤسسة‪.‬‬ ‫‪.1‬‬

Award of the Dr A.T. Shousha Foundation Prize and Fellowship 1. Following the recommendations of the Dr A.T. Shousha Foundation Committee at the Sixty-third Session of the World Health Organization (WHO) Regional Committee for the Eastern Mediterranean, the Executive Board awarded the Dr A.T. Shousha Foundation Prize for 2017, by decision EB140(11), to Dr Yasmin Ahmed Jaffer (Oman) for her significant contribution to public health in the geographical area in which Dr Shousha served WHO. 2. Dr Yasmin Ahmed Jaffer is being honoured for her significant contribution to public health in Oman, particularly in the area of women’s and children’s health. Dr Ahmed Jaffer graduated from the College of Medicine, Baghdad University, in 1983, and received her Masters degree in mother and child health from the Institute of Child Health, University College London, in 1989. 3. Dr Ahmed Jaffer is currently Senior Consultant and Advisor in the Directorate-General for Primary Health Care, Oman. From 1993 to 2014, she was Director of the Department of Family and Community Health, overseeing a major expansion in women’s and children’s health services. Among her many achievements, Dr Ahmed Jaffer coordinated the National Women and Child Care Plan and played a pivotal role in establishing the national birth-spacing programme, helping to introduce policies to ensure the availability of contraception options to couples. During her term as Director of the Department of Family and Community Health, the total fertility rate in Oman decreased from 6.9 in 1993 to 3.13 in 2007, and antenatal clinic coverage and hospital delivery were greatly expanded. 4. Dr Ahmed Jaffer has served on many key national committees, including those for children’s rights, nutrition, school health, quality assurance, maternal mortality, and mother and child health, and has contributed to the development of many national policies, including on population and manpower development, as well as to the Omani code for the ban on the marketing of breast milk substitutes and the national women’s strategy. As a researcher, she has published in many national and international journals, particularly in the areas of maternal, child and adolescent health. 5. The 2017 Dr A.T. Shousha Foundation Prize, consisting of a medal and the equivalent of 2500 Swiss francs in United States dollars, will be presented to Dr Ahmed Jaffer by the Chairman of the Sixty-fourth Session of the Regional Committee. 6. The Dr A.T. Shousha Foundation Committee is also scheduled to meet during the Sixty-fourth Session of the Regional Committee to consider nominations for the prize and fellowship for 2018. In accordance with the Statutes, the Committee shall be composed of the following members: the Chairman and two Vice-Chairmen of the Regional Committee. 7. The Director-General of the World Health Organization acts as Administrator of the Foundation and the Regional Director acts as Secretary of the Foundation Committee.

Attribution du Prix et de la bourse d’études de la Fondation Dr A.T. Shousha 1. Suite aux recommandations du Comité de la Fondation Dr A.T. Shousha lors de la soixante-troisième session du Comité régional de l’Organisation mondiale de la Santé (OMS) pour la Méditerranée orientale, le Conseil exécutif a attribué le Prix de la Fondation du Dr A.T. Shousha pour 2017, par décision EB140(11), au Dr Yasmin Ahmed Jaffer (Oman) pour son importante contribution à l’action de santé publique dans la région géographique dans laquelle le Dr Shousha a travaillé pour l’Organisation mondiale de la Santé. 2. Le Dr Yasmin Ahmed Jaffer est récompensée pour son importante contribution dans le domaine de la santé publique à Oman, et plus particulièrement de la santé de la femme et de l’enfant. Elle est diplômée de la Faculté de médecine de l’Université de Bagdad en 1983, et est titulaire d’un Master en santé maternelle et infantile obtenu à l’Institute of Child Health de l’University College de Londres en 1989. 3. Elle est actuellement consultante principale et conseillère à la Direction générale des soins de santé primaires à Oman. De 1993 à 2014, elle a occupé la fonction de Directeur du Département de la Santé familiale et communautaire, où elle a supervisé une extension majeure des services de santé maternelle et infantile. Parmi ses nombreuses réalisations, le Dr Ahmed Jaffer a coordonné le Plan national pour la Santé de la Femme et de l’Enfant, et a joué un rôle central dans l’établissement du programme national d’espacement des naissances, en soutenant l’introduction de politiques garantissant la disponibilité de moyens de contraception pour les couples. Au cours de son mandat de Directeur du Département pour la Famille et la Santé communautaire, le taux de fécondité total à Oman est passé de 6,9 à 3,13 entre 1993 et 2007, et la couverture en cliniques prénatales ainsi que la pratique de l’accouchement en milieu hospitalier ont été grandement développées. 4. Le Dr Ahmed Jaffer a été membre de nombreux comités nationaux clés, tels que ceux dédiés aux droits de l’enfant, à la nutrition, à la santé à l’école, à l’assurance qualité, à la mortalité maternelle et à la santé maternelle et infantile. Elle a également contribué à l’élaboration de nombreuses politiques nationales, notamment sur la population et le développement des personnels, ainsi qu’à l’élaboration du Code omanais pour l’interdiction de la commercialisation de substituts de lait maternel et de la stratégie nationale pour les femmes. En tant que chercheur, ses travaux ont fait l’objet de publications dans de nombreuses revues nationales et internationales, plus particulièrement dans le domaine de la santé de la mère, de l’enfant et de l’adolescent. 5. Le Prix de la Fondation Dr A.T. Shousha pour 2017, qui consiste en une médaille et l’équivalent de deux mille cinq cents francs suisses en dollars des États-Unis d’Amérique, sera remis au Dr Ahmed Jaffer par le Président de la soixante-quatrième session du Comité régional. 6. Il est également prévu que le Comité de la Fondation Dr A.T. Shousha se réunisse durant la soixante-quatrième session du Comité régional afin d’examiner les candidatures pour le prix et la bourse d’études pour 2018. Conformément aux statuts, le Comité se composera des membres suivants : le Président et les deux Vice-présidents du Comité régional. 7. Le Directeur général de l’Organisation mondiale de la Santé est Administrateur de la Fondation et le Directeur régional est Secrétaire du Comité de la Fondation.
