ACTION PROGRAMME ON NATIONS FOR MENTAL HEALTH: MEMBERSHIP OF THE MANAGEMENT ADVISORY COMMITTEE
The Management Advisory Committee (MAC) is an advisory body to the DirectorGeneral of WHO on the Action Programme on Nations for Mental Health. It makes
recommendations on matters related to policy, strategy. finance, management, monitoring and evaluation of the programme. There are three categories of membership. Category (b) membership comprises members selected by the WHO regional committees for three-year terms from among those Member States with which the programme is collaborating. The Regional Committee is requested to select two members to represent the Region under category (b), effective I January 1999, for three-year terms.

The Action Programme on Nations for Mental Health was established by the DirectorGeneral to ensure the implementation of WHO's response at country level to the global burden of mental disorders. In keeping with the terms of reference approved by the Director-General, a
Management Advisory Committee (MAC) and a Technical Advisory Committee (T AC) are to be set up for the Nations for Mental Health Programme. The Members of T AC are to be nominated by the Director, Division of Mental Health and Preventior. of Substance Abuse, and to be appointed by the Director-General. The terms of reference of the Management Advisory Committee, including its functions, composition and operation are given in the Annex. contributed funding to the general budget of the programme in the previous fiscal year. (2) Category (b) is composed of two Member States from each of WHO's six regions
selected by the respective regional committees for three-year terms from among those Member States with which the programme is collaborating. (3) Category (c) is composed of major international organizations of the United Nations
system collaborating in the implementation of the programme's objectives. Nations for Mental Health is a new programme formally established as an Action Programme in October 1997. Therefore, there are no members at present. The Regional Committee is requested to select two members to represent the Region under category (b), effective I January 1999, for three-year terms.

ANNEX MANAGEMENT ADVISORY COMMITTEE
Terms of reference of the Management Advisory Committee The Management Advisory Committee (MAC) represents the interests and responsibilities of WHO's external partners in the Action Programme on Nations for Mental Health. It acts as an

advisory body to the Director-General of WHO, making recommendations on matters related to policy, strategy, finance, management, monitoring and evaluation of the WHO Action Programme on Nations for Mental Health (NMH).
Functions (a) Review the programme of work and related budget of the programme and make appropriate
recommendations to the Director-General. (b) Review the arrangements envisaged by the Director-General for financing and managing the
programme. ( c) (d)
Review proposed longer-term plans of action and their financial implications. Review the financial statements of the programme. Review periodic reports evaluating the progress of the programme towards the achievement

of its objectives and submit its findings and recommendations to the Director-General. (f)
Recommend ways of improving, as appropriate, coordination between the activities of the
programme and of other relevant programmes and organizations. (g) Consider any other matters relating to the programme referred to it by the Director-General,
the Programme Manager of the programme or any member of the MAC.

Annex Composition
Members
The government representatives of those countries which contributed funding to the general budget of the programme in the previous two years; Two Member States from each of WHO's six regions, selected by the respective regional committees for three-year terms from among those Member States with which the programme is collaborating; Major international organizations of the United Nations system collaborating in the implementation of the programme's objectives.

Two representatives of nongovernmental organizations (NGOs) which are actively implementing country-level technical assistance projects, shall be selected by the Director-General, on the recommendation of the MAC, to attend meetings of the MAC as participants for three-year terms.
Observers Any Member State or inter-governmental or nongovernmental organization interested in the work of the programme may, on request, be granted observer status. Members selected from the six regions of WHO may be re-selected. The identity of those countries contributing funding in support of the Programme's general budget and those providing bilateral support and hence their eligibility for membership in MAC, shall be ascertained annually. The international organizations shall be considered to have permanent seats for as long as they continue to collaborate with the Programme.

Operation The MAC shall meet once a year. The MAC may also meet more often upon the proposal of either its Chairperson or the Director-General of WHO and with the latter's agreement.

The MAC shall elect a Chairperson and a Vice-Chairperson from among representatives of its government members for two-year terms which shall be non-renewable for the following term. Both officers shall serve until their successors are elected, except that if the member which the Chairperson or Vice-person represents is no longer a member of the MAC, or if they are no longer a representative of that member, their respective terms of office will come to an end. In the case of a vacancy in the Chair, the Vice-Chairperson shall act as Chairperson until the new Chairperson is elected at the next session of the MAC. The Chairperson shall preside over meetings of the MAC and undertake whatever additional duties may be assigned by the MAC, in

agreement with the Director-General of WHO. The MAC will decide its method of work, which may include the establishment of a number of functional subcommittees. All such subcommittees will have an advisory role to the MAC. Each meeting of the MAC shall elect a rapporteur from among its members who shall assist in ensuring that the decisions reached by the meeting are adopted and recorded before its closure. The MAC should, whenever possible, adopt its conclusions by consensus of its members. Programme Manager shall be the secretary of the MAC. The
