TECHNIQUES AND PROCEDURES FOR THE TECHNICAL DISCUSSIONS The theme of the Technical Discussions for the Seventh Session of the Western Pacific Regional Committee Meeting is: liTHE CARE OF THE CHILD FROM 1-6" This is a rewording of the topic l as approved by the Regional Committee at its last session. This liberty was taken to simplify the consideration of the subject. The topic will be discussed in three sessions of approximate~ three hours duration. A schedule giving the particulars of each session will be provided for the representatives and observers upon arrival at the Regional Committee Meeting, Manila. (WP/RC7/TD3) • TECHNICAL DISCUSSION PROCEDURES The procedural pattern for the Technical Discussions this year will be similar to that employed during the past three years because of the favourable response from representatives attending these discussions. FIRST SESSION This session will be divided into four parts: main~

Role-Playing Presentation - After the Chairman of the Technical Discussions has opened the session and clarified the operating techniques and procedures to be used during the discussions, the meeting will be turned over to the Role-Playing Group. This will be a dramatic presentation by a group of Philippine health workers and will be an imaginary meeting called by the Municipal Mayor to consider and plan how to deal with some of the pressing problems of children from 1-6 in the area.

WP/RC?/TD2 Page 2 At this meeting will be representatives of professional and civic groups. The problems that will be discussed will not necessarily be Ph:l.lippine in nature but an attempt will be made to make them typical of a rural area in the Western Pacific. Open Discussion - While the role-playing presentation is in progress different segments of the audience (representatives and observers) will be asked to listen with certain purposes in mind. These purposes will be different for the different segments of the audience and specific assignments to the segments will be made before the role~l~ing presentation starts. After the presentation the segments will be asked to gather in small groups to consolidate their findings. A spokesman of each group will present these findings to ' the entire group and after each verbal report, general discussion will be invited. This reporting and discussion will be under the leadership of the Technical Discussions Chairman. Summary - A summary of the role -playing present ation and ensuing discussions will be made. Group Discussions - The group discussions will start immediate~ after the summary mentioned above, provided time allows. This means that the groups will proceed to their assigned rooms where the Technical Discussions will proceed according to the desires and interests of each group_ SECOND SESSION This session will be a continuation of the group discussions started at the end of the preceding session and will continue for approximate~ three and one-half hours. Report and Presentation - Each discussion group will be asked to submit a brief written report of its deliberations for duplicating and distribution to all other members. In addition each group will be responsible for making an oral report to the final session of the Technical Discussions. (The method of presentation of this oral report is left to the discretion of each group.) In addition to the findings of a particular group, each report may contain any working. principles or resolutions which they would like to have considered b.1 the entire group or brought before the Regional Committee. THIRD SESSION This final session will be conducted as a GENERAL session, and the first portion will be devoted to the presentation of the oral reports of each of the discussion groups. Each presentation will be followed by an open discussion.

WP/RC7/TD2 Page 3 The meeting will nex.t devote itself to consideration of all reports with a view to consolidating the ideas presented, to reaching agreement on any recommendations or to drafting any resolutions approved by the entire group. A resolution stating the recommended topic of the next year's Technical Discussions will be presented at this time. Evaluation of the Technical Discussions will be the final part of the session. Representatives and observers will be invited to fill out an individual evaluation questionnaire which will be passed out at this time. TECHNIQUES GROUP DISCUSSIONS In an effort to facilitate the exchange of ideas and information and to encourage an informal atmosphere during the Technical Discussions, representatives and observers will be divided into small (approximate~ four) discussion groups following the presentation at the first session. As far as possible each discussion group will be of the same size, and representatives from the same countries or territories will be placed in different groups. An exception to this will be that one group will be a French-speaking group. This does not mean however that all French-speaking representatives will be placed in this group. Those having the facility in English will be assigned to other groups while English-speaking representatives with some facility in French mqy be placed in the French-speaking group. Interpretation services will be provided where necessar.y. Although the first general session is designed to arouse interest, provoke discussion and establish a point of departure for the Technical Discussions it will nevertheless be entire~ up to each discussion group to discuss the topic as it wishes. In order to expedite the duplicating of the reports of discussion groups, it is requested that they be submitted to a member of the WPRO Secretariat not later than 9:00 AM, Tuesdqy, 11 September. LEADERSHIP A discussion leader for each of the discussion groups will be selected by the Chairman of the Technical Discussions but each group will be asked to select its own rapporteur.

WP/RC7/TD2 Page 4 The Philippine health personnel who appear in the role-playing presentation of the first session will be invited to join the discussion groups and to continue with a particular group throughout its deliberations. CO-ORDINATION COMMITTEE In the interest of co-ordination the Chairman of the Technical Discussions will organize a steering committee. This committee will consist of the Chairman of the Technical Discussions, tne discussion group leaders, the rapporteurs and members of the Secretariat. Meetings of this committee will be called shortly before the Technical Discussions begin and at the end of the first session. This committee will also be asked to meet after the Technical Discussions are over to consider the results of the evaluation questionnaire and consider suggestions for improving subsequent Technical Discussions. The time and place of these meetings will be announced. LANGUAGES The working languages of the Technical Discussions are the same as those of the Regional Committee Meeting, i.e. English and French. Provision will be made for appropriate interpretation. EVALUATION

A final part of the last general session will be devoted to the. eValuation of the Technical Discussions. The purpose of this evaluation will be to appraise the effectiveness of the discussions as well as the techniques used and to gather suggestions for improving subsequent discussions. RECORDING AND FINAL REPORT The proceedings of both general sessions, together with the summary of the discussion group reports will be prepared as a final report of the Technical Discussions.
