REPORT OF THE SUB-COMMITTEE OF THE REGIONAL COMMITTEE ON THE GENERAL PROGRAMME OF WORK PART II Strategies for Health for All by the Year 2000 DRAFT PLANS OF ACTION FOR IMPLEMENTING GLOBAL AND REGIONAL STRATEGIES FOR HEALTH FOR ALL BY THE YEAR 2000
The Sub-Committee on the General Programme of Work reviewed the draft plan of action for implementing the Global Strategy for Health for All by the Year 2000 1 and, using it as a guide, prepared a draft regional plan of action. The draft global and regional plans of actions were integrated into one document, which is attached as Annex 1. In preparing the draft regional plan, the Sub-Committee made the following comments: 1. Paragraphs 9(2) and 9(3): reprinting or publishing and wide dissemination, by the Direc tor-General, of publications in the "Heal th for All" series. The proposal would be welcomed by all Member States of the Region.
2. Paragraph 16(2): efforts, by Member States, to ensure the support of public figures or bodies, as appropriate, in promoting the Strategy. The ministries of health of some Member States might have reservations with regard to this proposal. 3. Paragraph 17(1): adoption, by the Regional Committee, of a regional health charter. There would be no definite advantage for the Region in developing such a charter. Paragraphs 33(2) and (3): monitoring of progress, by the Regional Committee, in implementing the Regional Strategy every two years and evaluation of its effectiveness every six years. The Sub-Committee noted that the first evaluation would take place in 1985 in view of the need to carry out such an exercise immediately before preparation of the Eighth General Programme of Work covering a specific period (1990-1995) commenced.

ANNEX 1 DRAFT PLAN OF ACTION FOR IMPLEMENTING THE GLOBAL STRATEGY FOR HEALTH FOR ALL BY THE YEAR 2000 1 (incorporating the draft plan of action for implementing the Regional Strategy for the Western Pacific) INTRODUCTION 1. In May 1981, the Thirty-fourth World Health Assembly adopted resolution WHA34.36 in Which it requested the Executive Board to prepare without delay a draft plan of action to implement the Global Strategy for Health for All by the Year 2000. This draft plan of action will be reviewed by the regional committees at their 1981 sessions and will be finalized by the Board at its sixty-ninth session in January 1982 and submitted to the Thirty-fifth World Health Assembly in May 1982. However, such a process should in no way prevent action being taken in the meantime along the lines of the draft.

2. The plan of action will be carried out by the Member States of WHO individually and through intercountry cooperation, by WHO's governing bodies, and by the Director-General of WHO and through him the entire Secretariat. 3. The implementation of the Global Strategy through the plan of action wi 11 be moni tored and reviewed by WHO' 8 governing bodies a t sped fied intervals; in consequence, the plan of action will be progressively updated and refined as necessary.
