GUIDELINES FOR THE ORGANIZATION AND CONDUCT OF TECHNICAL DISCUSSIONS Disease Control in the African Region in th~ 21s! Century 1. This document has be.!I1 prepared on the basis of infonnation available in the Regional Office as weil as the main orientations outlined in document AFRlRC49/TD/1. Il provides, in A1mex 1, explanatory notes for working groups, and proposes ways in which participants may deliberate and make recommendations. 2. Il must be noted that the Technical Discussions do not fonn part of the Regional Committee. Participants will therefore be making contributions in their personal capacity. 3. The suggested composition of the working groups is contained in Armex 2, whiie Armex 3 details the programme of work.

The Regional Committee will appoint three Rapporteurs during the discussion of Agenda item 5 (one English-speaking, one French-speaking and one Portuguese-speaking). 1.3 Participants

Ali delegates to the forty-ninth session of the Regional Committee can participa,e in the Technical Discussions in their personal capacity. 1.4 Discussions

The Technical Discussions do not form part of the Regional Committee's work. The Chairman of the Technical Discussions will, however, submit a report to the Committee under Agenda item II (document AFRlRC49/!3). 1.5 Worklng document

Document AFRlRC491TD/1 entitled "Disease Control in. the Afrlcan Region in the 21st Centnry" is the working document on the subject.

2. 2.1

METBOD OF WORK Worklng groups

To ensure active participation of ail concemed, the discussions will be conducted in three working groups: one English-speaking, one French-speaking and one trihngual. Simultaneous interpretation facilities in the three official working languages of the Region will be provided for the plenary session and the trilingual group only. 2.2 Chairpersons of the working groups Participants in each orthe working groups will elect a chairperson from amongst themselves. 2.3 Rapporteurs

The three rapporteurs appointed by the Regional Committee will participate in the working groups. In cooperation with the Secretariat, they will take notes that will form the basis for drafting the report on the Technical Discussions. 2.4 Discussions

When the chairperson bas given the floor to a participant, the latter may address the meeting in bis/ her personal capacity and not as a representative of a country. However, his/her co:mtry's experience may be useful during the discussions.

Resource persons

During the meetings, the Chainnan and the Vice-Chainnan of the Technical Discussions as weil as members of the Secretariat will be available to the working groups as resource persons.

Potential facilitating factors What are the potential facilitating factors that would sustain development of disease control programmes in the Ministry ofHealth? Step 3: Based on the results of Step 2 and the questions raised in the background document (paragraph 41), formulate appropriate recommendations for action by governments, WHO and partners as weJ1 as make recommendations for monitoring and evaluation of disease control programmes at regional and country levels. The recommendations must be realistic, feasible, practical and affordable.
