The Sub-Committee on Programme and Budget held its third meeting on Monday, 29 September 1958, at 5.30 p.m. under the chairmanship of Dr. H.E. Downes, to discuss the draft report, draft resolutions and draft minutes of meetings of the Sub-Committee to be submitted to the plenary session of the main Committee the following day.

DRAFT REPORT OF THE SUB-COMMITTEE ON PROGRAMME AND BUWET The CHAIRMAN invited the attention of the Sub-Committee to document

"It was suggested that WHO might promote a programme - a seminar on occupational health - and the importance of 1wrkers in the health field taking leadership in matters connected with occupational and social health was stressed." The Sub-Committee approved the draft report as amended.

2.1 1959 reg;ular programme ~nd bu(lget (WP/RC9/WP/l) No change was made to the draft resolution previously approved by the Sub-Committee. 2.2 1?60 regular programme and budg;et (WP/RC9/WP/2 Rev.l) The CHAIRMAN informed the Sub-Committee of the opinion expressed by some members that it would be better to delete the reference to the budget, as this was considered a function of the World Health Assembly. The SECRETARY commented that if this was done, the resolution might be interpreted to mean that the Director-General would include the proposals

only after funds had been voted.
The Director-General had to include these
proposals in his programme and whether or not the Health Assembly voted money was another question. The CHAIRMAN stated that he did not think that the Sub-Committee intended that the Director-General should have voted funds before the inclusion of the proposals in his programme. The SECRETARY proposed the addition of the words "the implementation of which is subject to the necessary funds being voted by the World Health Assembly" to paragraph 3 of the draft resolution, the amended text reading as follows:

REQUESTS the Regional Director to transmit the proposals to
the Director-General for his consideration for inclusion in his proposed programme for 1960, the implementation of which is subject to the necessary funds being voted by the World Health Assembly. 11 The Sub-Committee accepted the amendment offered by the Secretary and approved the draft resolution.

and second meetings and agreed to their distribution to the main Committee. The ~ub-Committee
adjourned at 2·50 p.m.
