INSPIRE: Seven strategies for ending violence against children INSPIRE is a set of seven evidence-based strategies for countries and communities working to eliminate violence against children. Launched in 2016, INSPIRE serves as a technical package and handbook for selecting, implementing and monitoring effective policies, programmes and services to prevent and respond to violence against children. INSPIRE is an acronym, with each letter representing a strategy: I for the implementation and enforcement of laws; N for norms and values; S for safe environments; P for parent and caregiver support; I for income and economic strengthening; R for response and support services; and E for education and life skills. There are also two cross-cutting activities (multisectoral action and coordination, and monitoring and evaluation) that connect the seven strategies and monitor the extent of their implementation and impact on the problem. Scope and aims of the report The elimination of violence against children is called for in several targets of the 2030 Agenda for Sustainable Development but most explicitly in Target 16.2: “end abuse, exploitation, trafficking and all forms of violence against and torture of children”. The Global status report on preventing violence against children 2020 explores the progress that countries have made in implementing activities to achieve the Sustainable Development Goal (SDG) targets on ending violence against children. It focuses on interpersonal violence which accounts for most acts of violence against children, and includes child maltreatment, bullying and other types of youth violence, and intimate partner violence. The report provides a baseline against which governments can monitor their progress toward reaching these goals over the course of 2020–2030, through the lens of the seven INSPIRE evidence-based strategies for ending violence against children. INSPIRE strategies, approaches and cross-cutting activities for preventing and responding to violence against children iv EXECUTIVE SUMMARY Global status report on preventing violence against children 2020 Method The Global status report on preventing violence against children 2020 was developed through a consultative process with Member States. All 194 Member States were invited to participate. In a multisectoral survey administered from mid-2018 to mid-2019, 155 countries reported on the status of their national action plans, laws, indicators, and data collection mechanisms, and on programmes and services along the lines of those given as examples under each of the INSPIRE strategies. The final responses were formally cleared by the relevant government ministry, underlying the report’s unique value as being the first time ever that governments are self-reporting on their work to specifically address violence against children. Preventing violence against children: global status Violence affects the lives of up to 1 billion children, with long- lasting and costly emotional, social and economic consequences Globally, it is estimated that one out of two children aged 2–17 years suffer some form of violence each year. Worldwide, close to 300 million children aged 2–4 years regularly experience violent discipline by their caregivers. A third of students aged 11–15 years worldwide have been bullied by their peers in the past month, and 120 million girls are estimated to have suffered some form of forced sexual contact before the age of 20 years. Emotional violence affects one in three children, and worldwide one in four children lives with a mother who is the victim of intimate partner violence. An estimated 40 150 children worldwide were victims of homicide in the year 2017. The global homicide rate for 0–17 year olds was 1.7 per 100 000 population, and the rate for boys of 2.4 per 100 000 was over twice that in girls (1.1 per 100 000 population). The COVID-19 pandemic and societies’ response to it has had a dramatic impact on the prevalence of violence against children and is likely to have long-lasting negative consequences. Over their lifetime, children exposed to violence are at increased risk of mental illness and anxiety disorders; high- risk behaviours like alcohol and drug abuse, smoking and unsafe sex; chronic diseases such as cancers, diabetes and heart disease; infectious diseases like HIV; and social problems including educational underattainment, further involvement in violence, and crime. The economic costs of these consequences are enormous. In the United States, the estimated lifetime costs of child maltreatment occurring in one year were estimated to be US$ 428 billion, and in East Asia and the Pacific the economic costs of the consequences of child maltreatment equate to between 1.4% and 2.5% of the region’s annual gross domestic product. 1Method and global status Much of this violence can be prevented, and the associated human and economic costs averted The evidence behind the INSPIRE approaches shows that 20% to 50% decreases in prevalence have been achieved by well-designed programmes, many of which were implemented in low- and middle-income countries. This clearly indicates that rapid reductions in violence are possible if there exists political will and strong leadership, evidence-based policies and interventions, and adequate finance. Box 2. The COVID-19 pandemic and violence against children The COVID-19 pandemic and societies’ response to it affects all aspects of our lives. School closures have impacted some 1.5 billion children. Movement restrictions, loss of income, isolation, and overcrowding have heightened levels of stress and anxiety in parents, caregivers and children, and cut families and individuals off from their usual sources of support. These consequences have altered the prevalence and patterns of interpersonal violence. Decreases in homicides and violence-related injuries receiving emergency medical treatment (which mostly involve older adolescents and adult males) have been reported, particularly where lockdowns are accompanied by bans on alcohol sales. Spikes in calls to helplines about child abuse and intimate partner violence have been observed, alongside declines in the number of child abuse cases referred to child protection services. An increase in potential or actual online harms, including sexual exploitation and cyber-bullying resulting from increased internet use by children, has also been identified. The economic devastation wrought by COVID-19 and the response to it may take years to overcome, and could exacerbate economic inequalities, poverty, unemployment, and household financial insecurity. These long-term effects can be expected to drive homicides and violent assault back up to (and even beyond) their pre-lockdown levels and could potentially impact on many risk factors for later violence, including on brain development, early learning, and schooling. A return to school and work may reduce the stress on parents, caregivers and children and re-invigorate their social support systems, and thus lessen the risk of children experiencing and witnessing abuse in the home. However, despite a return to work, unemployment and household financial insecurity may remain chronic, and access to social protection and social welfare might in many contexts be reduced, meaning that while child abuse rates may go down, they are likely to stabilize at a higher level than before COVID-19. Global responses to violence against children in the time of COVID-19 have focused on how governments and communities can shore up family capacity to cope with the stress of confinement and anxiety over the future. There has also been a concerted effort to provide all families with concrete behavioural suggestions on how to optimize positive and nurturing parent-child relationships, how to avoid the use of violent discipline, and what to do when violence threatens to erupt. 2 EXECUTIVE SUMMARY Global status report on preventing violence against children 2020 Box 2. Main survey fi dings Many countries have mechanisms to support national violence prevention work, but few have plans that are fully funded and include measurable targets This report found that 89% of countries allocate responsibility to multiple sectors for addressing violence against children, with the education, health, justice and social sectors most often mentioned; and 80% of countries have at least one national action plan to prevent violence against children. These promising findings contrast with the finding that just one fifth of countries reported that their national action plans were fully funded, and despite most countries having some nationally representative prevalence data, just 21% reported having in place quantitative baseline and target indicators by which to monitor the effects of their prevention efforts. Only one fifth of countries has fully funded national action plans or plans that include specified indicators on the prevalence of violence against children with baseline and target values 3Main survey findings There are marked differences in the level of government support depending on WHO region and INSPIRE strategy While 56% of countries provide some national support for implementing the INSPIRE strategies, this varied markedly by strategy and WHO region. For example, implementation and enforcement of laws was supported by 88% of countries globally, whereas support for the parent and caregiver support strategy ranged from 78% in the European Region, 56% of countries in the African Region and under half of countries in the Eastern Mediterranean, South-East Asia and Western Pacific regions. The least-supported strategies were those on safe environments and income and economic strengthening. Under one third of countries in the African, South-East Asia and Western Pacific regions provided national support for the safe environments strategy. Laws banning corporal punishment were present in 79% of countries, while 64% of countries had laws against weapons on school premises. However, the proportion of countries where the perceived enforcement level was considered sufficient to ensure a high likelihood of sanction for people breaking the laws was just 47% overall and ranged from 30% for bans on corporal punishment and 44% for laws against weapons on school premises, to 42%–57% for laws against sexual violence, and 58% for regulations on youth access to firearms. Findings about laws restricting access to alcohol were taken from the WHO Global status report on alcohol and health 2018, which showed that 93% of countries have minimum legal purchase ages for alcohol ranging from 18–25 years but does not provide information on the extent to which such laws are enforced. This was followed by four other education and life skills approaches rated as sufficiently supported by 29% to 41% of countries. Of the response approaches, child protection services, clinical services for sexual violence victims and victim identification and referral were rated as sufficiently supported by just a third of government respondents. Victim service approaches were twice as likely to be considered as reaching all who need them compared to perpetrator service approaches. 7Main survey findings Drastic action is needed to scale up our collective support for evidence-based prevention efforts if we are to end all forms of violence against children by 2030 This report shows that many countries have begun to implement prevention programmes and victim services, and to develop national action plans, policies and laws required to support violence prevention programmes and response efforts that are consistent with the INSPIRE evidence-based solutions. But while countries are investing in prevention, decision-makers in every country accept they need to scale up their efforts. Of the approaches rated as being adequately supported to reach all who need them, just 11% of the prevention approaches and 5% of the response approaches are being implemented in low-income countries, in contrast to the 32% of prevention responses and 41% of response approaches that are being implemented in high-income countries. Governments must ensure that: • an appropriately resourced agency is explicitly mandated to coordinate multisectoral action to end violence against children; • ministerial line responsibility is mandated for the delivery of the norms and values, parent and caregiver support, safe environments and income and economic strengthening strategies which may not be clearly aligned with existing sectoral roles and responsibilities; • INSPIRE strategies and approaches are integrated into national policy frameworks and capitalize on the violence prevention potential of the economic, education, employment, health and social development sectors by using policies in these sectors to reduce risk factors for violence and strengthen those that protect against it. Prioritize data collection and national action plans Countries should prioritize collection of data on key violence-related indicators as part of regular SDG reporting and use these to set measurable targets in data-driven national action plans. • Countries that have yet to conduct nationally representative surveys including questions on violence against children should prioritize the initiation of such surveys. • Homicide data collection must be improved, and low- and lower- middle-income countries must do more to ensure that such data can be disaggregated by age so that the number of child homicides can be counted. • Existing national action plans should be critically reviewed against best practice standards and where necessary revised to ensure that they are specific, measurable, achievable, relevant and timebound. • Governments should invest more in monitoring the uptake, reach and impact of evidence-based prevention and response approaches to balance the focus on measurement of the problem with equal attention to the measurement of solutions. Recommendations Because government decision-makers and programme planners are the primary target audience for this report, national-level recommendations are prioritized. A second set of global recommendations highlight research priorities and networking opportunities that can support national action. 9Recommendations Strengthen legislative frameworks To optimize the effectiveness of legislative frameworks in helping to end violence against children it is important that governments ensure: • universal legal protections for children; • laws meet best practice standards; • a renewed commitment to the implementation and enforcement of laws. Use evidence to enhance the effectiveness of prevention and service programming Governments should draw upon the evidence-based solutions presented in the INSPIRE strategies that provide a collection of proven and promising approaches. They should: • assess the extent to which their existing support for violence prevention programming is consistent with the INSPIRE evidence-based solutions; • use the INSPIRE technical guidance to revise their support to ensure it promotes actions aligned with those in INSPIRE. Ensure adequate funding Funding for evidence-based approaches to ending violence against children must be increased and be embedded in medium-term expenditure frameworks at national and subnational levels. Governments must: • conduct reviews where necessary to ascertain why existing national action plans are inadequately funded and address these problems; • draft new budgets for implementation of the INSPIRE strategies and make the requisite funds available. Global recommendations Ensure full use of international support mechanisms by countries Governments are encouraged to join the Global Partnership to End Violence Against Children as pathfinder countries, and to participate in the closely linked INSPIRE Implementation Working Group, a technical network and community of practice dedicated to supporting INSPIRE uptake and monitoring. • As part of the UN Decade of Action, pathfinder countries should be encouraged to submit plans for accelerated actions to end violence against children to the UN with the aim of demonstrating measurable change by the second SDG Summit in 2023. • Countries should be encouraged and supported to agree on a set of voluntary performance targets to track the implementation, reach and impact of INSPIRE strategies and approaches. • Further global status reports on preventing violence against children should be published in 2025 and 2030 to track changes in the uptake of and support for the INSPIRE strategies and approaches against the voluntary performance targets. • Partnerships with actors working on other SDGs – especially health, education, social protection – should be strengthened. 10 EXECUTIVE SUMMARY Global status report on preventing violence against children 2020 Increase funding for evidence-based prevention Donor funding to support INSPIRE implementation in low- and middle- income countries must be increased, and mechanisms to ensure that such funds are effectively implemented must be established. Strengthen implementation research Support for high-quality implementation research must be increased, and more of this research must be conducted in low- and middle-income countries. Implementation research should focus on: • how to take the INSPIRE approaches to scale, including through the identification of low-cost delivery options; • the role of INSPIRE and subsets of INSPIRE strategies and approaches to accelerate progress towards multiple SDG goals and targets; • building links between preventing violence against women and preventing violence against children; • building a case for investment for each INSPIRE strategy, identifying unit costs for implementation in low-, middle-, and high-income settings, and calculating the financing gap. Conclusion Many countries have started implementing plans, policies and laws required to support violence against children prevention programmes and response efforts that are consistent with the INSPIRE evidence-based solutions. But decision-makers in every country accept they need to scale up their efforts. The seven INSPIRE strategies and their approaches, coupled with the implementation support mechanisms that have grown around them, provide a framework and tools to bridge this gap. The UN Decade of Action 2020– 2030 provides a timeframe for action and underlines the need to act now, and with a new sense of urgency. INSPIRE: Seven strategies for ending violence against children INSPIRE is a set of seven evidence-based strategies for countries and communities working to eliminate violence against children. Launched in 2016, INSPIRE serves as a technical package and handbook for selecting, implementing and monitoring effective policies, programmes and services to prevent and respond to violence against children. INSPIRE is an acronym, with each letter representing a strategy: I for the implementation and enforcement of laws; N for norms and values; S for safe environments; P for parent and caregiver support; I for income and economic strengthening; R for response and support services; and E for education and life skills. There are also two cross-cutting activities (multisectoral action and coordination, and monitoring and evaluation) that connect the seven strategies and monitor the extent of their implementation and impact on the problem. Scope and aims of the report The elimination of violence against children is called for in several targets of the 2030 Agenda for Sustainable Development but most explicitly in Target 16.2: “end abuse, exploitation, trafficking and all forms of violence against and torture of children”. The Global status report on preventing violence against children 2020 explores the progress that countries have made in implementing activities to achieve the Sustainable Development Goal (SDG) targets on ending violence against children. It focuses on interpersonal violence which accounts for most acts of violence against children, and includes child maltreatment, bullying and other types of youth violence, and intimate partner violence. The report provides a baseline against which governments can monitor their progress toward reaching these goals over the course of 2020–2030, through the lens of the seven INSPIRE evidence-based strategies for ending violence against children. INSPIRE strategies, approaches and cross-cutting activities for preventing and responding to violence against children iv EXECUTIVE SUMMARY Global status report on preventing violence against children 2020 Method The Global status report on preventing violence against children 2020 was developed through a consultative process with Member States. All 194 Member States were invited to participate. In a multisectoral survey administered from mid-2018 to mid-2019, 155 countries reported on the status of their national action plans, laws, indicators, and data collection mechanisms, and on programmes and services along the lines of those given as examples under each of the INSPIRE strategies. The final responses were formally cleared by the relevant government ministry, underlying the report’s unique value as being the first time ever that governments are self-reporting on their work to specifically address violence against children. Preventing violence against children: global status Violence affects the lives of up to 1 billion children, with long- lasting and costly emotional, social and economic consequences Globally, it is estimated that one out of two children aged 2–17 years suffer some form of violence each year. Worldwide, close to 300 million children aged 2–4 years regularly experience violent discipline by their caregivers. A third of students aged 11–15 years worldwide have been bullied by their peers in the past month, and 120 million girls are estimated to have suffered some form of forced sexual contact before the age of 20 years. Emotional violence affects one in three children, and worldwide one in four children lives with a mother who is the victim of intimate partner violence. An estimated 40 150 children worldwide were victims of homicide in the year 2017. The global homicide rate for 0–17 year olds was 1.7 per 100 000 population, and the rate for boys of 2.4 per 100 000 was over twice that in girls (1.1 per 100 000 population). The COVID-19 pandemic and societies’ response to it has had a dramatic impact on the prevalence of violence against children and is likely to have long-lasting negative consequences. Over their lifetime, children exposed to violence are at increased risk of mental illness and anxiety disorders; high- risk behaviours like alcohol and drug abuse, smoking and unsafe sex; chronic diseases such as cancers, diabetes and heart disease; infectious diseases like HIV; and social problems including educational underattainment, further involvement in violence, and crime. The economic costs of these consequences are enormous. In the United States, the estimated lifetime costs of child maltreatment occurring in one year were estimated to be US$ 428 billion, and in East Asia and the Pacific the economic costs of the consequences of child maltreatment equate to between 1.4% and 2.5% of the region’s annual gross domestic product. 1Method and global status Much of this violence can be prevented, and the associated human and economic costs averted The evidence behind the INSPIRE approaches shows that 20% to 50% decreases in prevalence have been achieved by well-designed programmes, many of which were implemented in low- and middle-income countries. This clearly indicates that rapid reductions in violence are possible if there exists political will and strong leadership, evidence-based policies and interventions, and adequate finance. Box 2. The COVID-19 pandemic and violence against children The COVID-19 pandemic and societies’ response to it affects all aspects of our lives. School closures have impacted some 1.5 billion children. Movement restrictions, loss of income, isolation, and overcrowding have heightened levels of stress and anxiety in parents, caregivers and children, and cut families and individuals off from their usual sources of support. These consequences have altered the prevalence and patterns of interpersonal violence. Decreases in homicides and violence-related injuries receiving emergency medical treatment (which mostly involve older adolescents and adult males) have been reported, particularly where lockdowns are accompanied by bans on alcohol sales. Spikes in calls to helplines about child abuse and intimate partner violence have been observed, alongside declines in the number of child abuse cases referred to child protection services. An increase in potential or actual online harms, including sexual exploitation and cyber-bullying resulting from increased internet use by children, has also been identified. The economic devastation wrought by COVID-19 and the response to it may take years to overcome, and could exacerbate economic inequalities, poverty, unemployment, and household financial insecurity. These long-term effects can be expected to drive homicides and violent assault back up to (and even beyond) their pre-lockdown levels and could potentially impact on many risk factors for later violence, including on brain development, early learning, and schooling. A return to school and work may reduce the stress on parents, caregivers and children and re-invigorate their social support systems, and thus lessen the risk of children experiencing and witnessing abuse in the home. However, despite a return to work, unemployment and household financial insecurity may remain chronic, and access to social protection and social welfare might in many contexts be reduced, meaning that while child abuse rates may go down, they are likely to stabilize at a higher level than before COVID-19. Global responses to violence against children in the time of COVID-19 have focused on how governments and communities can shore up family capacity to cope with the stress of confinement and anxiety over the future. Main survey fi dings Many countries have mechanisms to support national violence prevention work, but few have plans that are fully funded and include measurable targets This report found that 89% of countries allocate responsibility to multiple sectors for addressing violence against children, with the education, health, justice and social sectors most often mentioned; and 80% of countries have at least one national action plan to prevent violence against children. These promising findings contrast with the finding that just one fifth of countries reported that their national action plans were fully funded, and despite most countries having some nationally representative prevalence data, just 21% reported having in place quantitative baseline and target indicators by which to monitor the effects of their prevention efforts. Only one fifth of countries has fully funded national action plans or plans that include specified indicators on the prevalence of violence against children with baseline and target values 3Main survey findings There are marked differences in the level of government support depending on WHO region and INSPIRE strategy While 56% of countries provide some national support for implementing the INSPIRE strategies, this varied markedly by strategy and WHO region. For example, implementation and enforcement of laws was supported by 88% of countries globally, whereas support for the parent and caregiver support strategy ranged from 78% in the European Region, 56% of countries in the African Region and under half of countries in the Eastern Mediterranean, South-East Asia and Western Pacific regions. The least-supported strategies were those on safe environments and income and economic strengthening. Under one third of countries in the African, South-East Asia and Western Pacific regions provided national support for the safe environments strategy. Laws banning corporal punishment were present in 79% of countries, while 64% of countries had laws against weapons on school premises. However, the proportion of countries where the perceived enforcement level was considered sufficient to ensure a high likelihood of sanction for people breaking the laws was just 47% overall and ranged from 30% for bans on corporal punishment and 44% for laws against weapons on school premises, to 42%–57% for laws against sexual violence, and 58% for regulations on youth access to firearms. Findings about laws restricting access to alcohol were taken from the WHO Global status report on alcohol and health 2018, which showed that 93% of countries have minimum legal purchase ages for alcohol ranging from 18–25 years but does not provide information on the extent to which such laws are enforced. This was followed by four other education and life skills approaches rated as sufficiently supported by 29% to 41% of countries. Of the response approaches, child protection services, clinical services for sexual violence victims and victim identification and referral were rated as sufficiently supported by just a third of government respondents. Victim service approaches were twice as likely to be considered as reaching all who need them compared to perpetrator service approaches. 7Main survey findings Drastic action is needed to scale up our collective support for evidence-based prevention efforts if we are to end all forms of violence against children by 2030 This report shows that many countries have begun to implement prevention programmes and victim services, and to develop national action plans, policies and laws required to support violence prevention programmes and response efforts that are consistent with the INSPIRE evidence-based solutions. But while countries are investing in prevention, decision-makers in every country accept they need to scale up their efforts. Of the approaches rated as being adequately supported to reach all who need them, just 11% of the prevention approaches and 5% of the response approaches are being implemented in low-income countries, in contrast to the 32% of prevention responses and 41% of response approaches that are being implemented in high-income countries. Governments must ensure that: • an appropriately resourced agency is explicitly mandated to coordinate multisectoral action to end violence against children; • ministerial line responsibility is mandated for the delivery of the norms and values, parent and caregiver support, safe environments and income and economic strengthening strategies which may not be clearly aligned with existing sectoral roles and responsibilities; • INSPIRE strategies and approaches are integrated into national policy frameworks and capitalize on the violence prevention potential of the economic, education, employment, health and social development sectors by using policies in these sectors to reduce risk factors for violence and strengthen those that protect against it. Prioritize data collection and national action plans Countries should prioritize collection of data on key violence-related indicators as part of regular SDG reporting and use these to set measurable targets in data-driven national action plans. • Countries that have yet to conduct nationally representative surveys including questions on violence against children should prioritize the initiation of such surveys. • Homicide data collection must be improved, and low- and lower- middle-income countries must do more to ensure that such data can be disaggregated by age so that the number of child homicides can be counted. • Existing national action plans should be critically reviewed against best practice standards and where necessary revised to ensure that they are specific, measurable, achievable, relevant and timebound. • Governments should invest more in monitoring the uptake, reach and impact of evidence-based prevention and response approaches to balance the focus on measurement of the problem with equal attention to the measurement of solutions. Recommendations Because government decision-makers and programme planners are the primary target audience for this report, national-level recommendations are prioritized. A second set of global recommendations highlight research priorities and networking opportunities that can support national action. 9Recommendations Strengthen legislative frameworks To optimize the effectiveness of legislative frameworks in helping to end violence against children it is important that governments ensure: • universal legal protections for children; • laws meet best practice standards; • a renewed commitment to the implementation and enforcement of laws. Use evidence to enhance the effectiveness of prevention and service programming Governments should draw upon the evidence-based solutions presented in the INSPIRE strategies that provide a collection of proven and promising approaches. They should: • assess the extent to which their existing support for violence prevention programming is consistent with the INSPIRE evidence-based solutions; • use the INSPIRE technical guidance to revise their support to ensure it promotes actions aligned with those in INSPIRE. Ensure adequate funding Funding for evidence-based approaches to ending violence against children must be increased and be embedded in medium-term expenditure frameworks at national and subnational levels. Governments must: • conduct reviews where necessary to ascertain why existing national action plans are inadequately funded and address these problems; • draft new budgets for implementation of the INSPIRE strategies and make the requisite funds available. Global recommendations Ensure full use of international support mechanisms by countries Governments are encouraged to join the Global Partnership to End Violence Against Children as pathfinder countries, and to participate in the closely linked INSPIRE Implementation Working Group, a technical network and community of practice dedicated to supporting INSPIRE uptake and monitoring. • As part of the UN Decade of Action, pathfinder countries should be encouraged to submit plans for accelerated actions to end violence against children to the UN with the aim of demonstrating measurable change by the second SDG Summit in 2023. • Countries should be encouraged and supported to agree on a set of voluntary performance targets to track the implementation, reach and impact of INSPIRE strategies and approaches. • Further global status reports on preventing violence against children should be published in 2025 and 2030 to track changes in the uptake of and support for the INSPIRE strategies and approaches against the voluntary performance targets. • Partnerships with actors working on other SDGs – especially health, education, social protection – should be strengthened. 10 EXECUTIVE SUMMARY Global status report on preventing violence against children 2020 Increase funding for evidence-based prevention Donor funding to support INSPIRE implementation in low- and middle- income countries must be increased, and mechanisms to ensure that such funds are effectively implemented must be established. Strengthen implementation research Support for high-quality implementation research must be increased, and more of this research must be conducted in low- and middle-income countries. Implementation research should focus on: • how to take the INSPIRE approaches to scale, including through the identification of low-cost delivery options; • the role of INSPIRE and subsets of INSPIRE strategies and approaches to accelerate progress towards multiple SDG goals and targets; • building links between preventing violence against women and preventing violence against children; • building a case for investment for each INSPIRE strategy, identifying unit costs for implementation in low-, middle-, and high-income settings, and calculating the financing gap. Conclusion Many countries have started implementing plans, policies and laws required to support violence against children prevention programmes and response efforts that are consistent with the INSPIRE evidence-based solutions. But decision-makers in every country accept they need to scale up their efforts. The seven INSPIRE strategies and their approaches, coupled with the implementation support mechanisms that have grown around them, provide a framework and tools to bridge this gap. The UN Decade of Action 2020– 2030 provides a timeframe for action and underlines the need to act now, and with a new sense of urgency. В «Докладе о положении дел в мире в области профилактики насилия в отношении детей (2020 г.)» анализируется ход осуществления странами мероприятий по достижению Целей в области устойчивого развития (ЦУР), связанных с прекращением насилия в отношении детей. Метод «Доклад о положении дел в мире в области профилактики насилия в отношении детей (2020 г.)» был подготовлен в консультации с государствами-членами. К участию были приглашены все 194 государства-члена. В ходе многосекторального обзора, проводившегося с середины 2018 г. до середины 2019 г., 155 стран сообщили положении дел в отношении их национальных планов действий, нормативных актов, показателей и механизмов сбора данных, а также о программах и услугах, аналогичных тем, которые были приведены в качестве примеров в рамках каждой из стратегий INSPIRE. Окончательные ответы были официально утверждены соответствующим правительственным министерством, что определяет уникальную ценность доклада, поскольку впервые в истории государства представляют отчеты о своей работе по решению проблемы насилия в отношении детей. Профилактика насилия в отношении детей: состояние дел в мире До одного миллиарда детей подвергаются насилию с длительными и дорогостоящими эмоциональными, социальными и экономическими последствиями. По оценкам, в глобальных масштабах ежегодно каждый второй ребенок в возрасте 2–17 лет сталкивается с насилием в той или иной форме. Во всем мире около 300  миллионов детей в возрасте 2–4  лет регулярно подвергаются жестоким дисциплинарным мерам со стороны ухаживающих за ними лиц. Во всем мире в течение последнего месяца треть учащихся в возрасте 11–15 лет переносили издевательства со стороны своих сверстников, и, по оценкам, 120 миллионов девочек стали жертвами той или иной формы принуждения к вступлению в половую связь в возрасте до 20 лет. Каждый третий ребенок испытывает эмоциональное насилие, и во всем мире каждый четвертый ребенок живет с матерью, которая является жертвой насилия со стороны интимного партнера. По оценкам, во всем мире в 2017  г. жертвами убийств стали 40 150 детей. Глобальный коэффициент убийств в возрастной группе 0–17  лет составил 1,7 на 100  000  населения, причем в отношении мальчиков этот показатель (2,4 на 100 000 населения) был более чем в два раза выше, чем в отношении девочек (1,1 на 100  000  населения). Пандемия COVID-19 и реакция общества на нее оказали огромное влияние на распространенность насилия в отношении детей и, по всей вероятности, будут иметь долгосрочные негативные последствия. На протяжении своей жизни дети, сталкивающиеся с насилием, больше подвержены опасности психических заболеваний и тревожных расстройств; рискованного поведения, такого как злоупотребление алкоголем и наркотиками, курение и небезопасный секс; хронических заболеваний, таких как рак, диабет и сердечно-сосудистые заболевания; инфекционных заболеваний, например связанных с ВИЧ-инфекцией; обострения жизненных проблем, включая низкий уровень образования, дальнейшее вовлечение в насилие и преступность. Экономические издержки этих последствий огромны. Пандемия COVID-19 и насилие в отношении детей Пандемия COVID-19 и реакция общества на нее затрагивают все аспекты нашей жизни. Около 1,5 миллиарда детей были лишены возможности посещать школу. Ограничения на передвижение, потеря дохода, изоляция и перенаселенность вызывают повышенный уровень стресса и тревоги у родителей, ухаживающих за детьми лиц и детей, а также отрезают семьи и отдельных людей от их привычных источников поддержки. Эти факторы влияют на распространенность и характер межличностного насилия. Поступают сообщения о сокращении количества убийств и связанных с насилием травм, при которых требуется неотложная медицинская помощь (в основном это касается старших подростков и взрослых мужчин), особенно в тех случаях, когда режим самоизоляции дополняется запретами на продажу алкогольных напитков. Наблюдается резкое увеличение количества звонков на телефоны доверия по поводу жестокого обращения с детьми и насилия со стороны интимного партнера и в то же время снижение количества случаев жестокого обращения с детьми, информация о которых поступает в службы защиты детей. Также было выявлено увеличение возможного или фактического вредоносного воздействия в Интернете, включая сексуальную эксплуатацию и травлю вследствие возросшего использования Интернета детьми. На преодоление последствий экономического коллапса, вызванного COVID-19, может потребоваться несколько лет, и это может усугубить экономическое неравенство, бедность, безработицу и финансовую нестабильность домашних хозяйств. Можно ожидать, что эти долгосрочные последствия приведут к тому, что количество убийств и насильственных посягательств вновь возрастет до уровня, предшествовавшего введению режима самоизоляции, и даже превысит его, и при определенных условиях повлияют на многие факторы риска насилия на более позднем этапе, в том числе на умственное развитие, раннее обучение и школьное образование. Возвращение в школу и на работу может снизить стресс, испытываемый родителями, ухаживающими за детьми лицами и детьми, и восстановить их системы социальной поддержки, и, таким образом, уменьшить вероятность того, что дети будут становиться жертвами или свидетелями насилия в семье. Вместе с тем, несмотря на возвращение к работе, безработица и финансовая незащищенность домашних хозяйств могут оставаться хроническими, а охват социальной защитой и социальным обеспечением во многих случаях может быть ограничен, а это означает, что, даже если уровень жестокого обращения с детьми снизится, он, вероятно, стабилизируется на более высоком уровне, чем до COVID-19. На глобальном уровне во время COVID-19 в рамках мер по борьбе с насилием в отношении детей основное внимание уделялось тому, каким образом правительства и общины могут повысить психологический потенциал семьи для преодоления стресса, связанного с самоизоляцией и тревогой за ее будущее. Кроме того, целенаправленно ведется работа по ознакомлению всех семей с практическими рекомендациями по налаживанию положительных и благоприятных взаимоотношений между родителями и детьми, недопущению применения жестких мер дисциплинарного воздействия, а также по принятию соответствующих мер в контексте потенциального всплеска насилия. Большую часть этого насилия можно предотвратить и избежать связанных с ним социальных и экономических издержек. Фактические данные, лежащие в основе подходов INSPIRE, свидетельствуют о том, что уменьшение распространенности на 20–50% было достигнуто благодаря хорошо продуманным программам, многие из которых осуществлялись в странах с низким и средним уровнем дохода. В целом, 88% стран сообщили о наличии всех шести нормативных актов, при этом почти 100% стран сообщили о наличии нормативных актов о противодействии сексуальному насилию и нормативных актов, регулирующих доступ гражданского населения к огнестрельному оружию. Нормативны акты о запрете телесных наказаний существуют в 79% стран, в то время как в 64% стран существуют законы, предусматривающие запрет на ношение оружия в школах. Вместе с тем процент стран, в которых уровень правоприменения воспринимался как достаточный для обеспечения высокой вероятности применения мер наказания в отношении правонарушителей составил всего 47% и варьировался от 30% в отношении запретов на телесные наказания и 44% в отношении законов о запрете оружия в школах до 42–57% в отношении законов о противодействии сексуальному насилию и 58% в отношении положений, регулирующих доступ молодежи к огнестрельному оружию. Из всех профилактических мер только программам охвата школьным образованием более чем в половине стран оказывается достаточная, по их мнению, поддержка для предоставления доступа всем нуждающимся. Затем идут четыре другие программы в области образования и формирования жизненных навыков, уровень поддержки которых оценивается как достаточный в 29–41% стран. Из числа ответных действий службы защиты детей, клинические услуги для жертв сексуального насилия, а также выявление и перенаправление пострадавших получали достаточную поддержку по оценке лишь третьей части респондентов, представляющих государственные органы. Программы помощи жертвам оцениваются как охватывающие всех тех, кто в них нуждается, в два раза чаще по сравнению с программами помощи правонарушителям. 7Основные результаты обзора Примечание. Для того чтобы положить конец всем формам насилия в отношении детей к 2030 г., необходимы решительные действия по расширению нашего общего содействия проведению научно обоснованных профилактических программ. Настоящий доклад наглядно показывает, что многие страны начали осуществление профилактических программ и предоставление помощи жертвам, а также разработку национальных планов действий, стратегий и законов, необходимых для поддержки программ по предотвращению насилия и ответным мерам, которые соответствуют научно обоснованным подходам INSPIRE. Вместе с тем, несмотря на то что страны выделяют бюджетные средства на профилактику, представители директивных органов в каждой стране признают, что необходимо наращивать предпринимаемые усилия. Из всех программ, получающих, п о о це н ке р е с п о нде нто в , достаточное обеспечение для охвата всех нуждающихся, только 11% профилактических программ и 5% программ ответных мер осуществляются в странах с низким уровнем дохода по сравнению с 32% профилактических программ и 41% программ ответных мер в странах с высоким уровнем дохода. 8 РЕЗЮМЕ ДОКЛАД О ПОЛОЖЕНИИ ДЕЛ В МИРЕ В ОБЛАСТИ ПРОФИЛАКТИКИ НАСИЛИЯ В ОТНОШЕНИИ ДЕТЕЙ 2020 Г. Рекомендации В связи с тем, что основной целевой аудиторией настоящего доклада являются представители государственных директивных органов и специалисты по планированию программ, в нем в приоритетном порядке рассматриваются рекомендации в отношении национального уровня. Во втором пакете глобальных рекомендаций особое внимание уделяется приоритетам в области исследовательской деятельности и расширению сетевого взаимодействия, которые могут содействовать работе на национальном уровне. Рекомендации по деятельности на национальном уровне Укрепление надлежащего управления и координации Эти рекомендации направлены на наращивание межсекторального потенциала в области профилактической деятельности. Правительствам следует: • обеспечить наличие учреждения, наделенного надлежащими ресурсами и полномочиями по координации межсекторальной деятельности, направленной на ликвидацию насилия в отношении детей; • обеспечить прямую ответственность министров за реализацию стратегий по формированию норм и ценностей, поддержке родителей и ухаживающих за ребенком лиц, созданию безопасной среды и повышению уровня доходов и улучшению экономического положения, которые не всегда четко увязаны с существующими функциями и обязанностями в данном секторе; • обеспечить включение стратегий и подходов INSPIRE в национальные стратегические программы и использовать потенциал, накопленный в секторах экономики, образования, трудоустройства, здравоохранения и социального развития в области предотвращения насилия, путем реализации в этих секторах стратегий, направленных на снижение факторов риска насилия и укрепление соответствующих механизмов защиты. Уделение приоритетного внимания сбору данных и национальным планам действий Странам следует уделять приоритетное внимание сбору данных по ключевым показателям, связанным с насилием, в рамках регулярной отчетности по ЦУР и использовать их для установления поддающихся измерению целевых показателей в национальных планах действий на основе данных. • Странам, которые еще не провели репрезентативных национальных обследований, в том числе по вопросам насилия в отношении детей, следует в приоритетном порядке начать проведение таких обследований. • Следует улучшить сбор данных об убийствах, и страны с низким и ниже среднего уровнем дохода должны прилагать больше усилий для обеспечения разбивки таких данных по возрасту, с тем чтобы можно было учитывать число случаев убийства детей. • Существующие национальные планы действий должны быть критически проанализированы с учетом стандартов передовой практики и при необходимости пересмотрены в целях обеспечения большей целенаправленности, измеримости, подотчетности, актуальности и привязки к конкретным срокам. 9Рекомендации • Правительствам следует вкладывать больше средств в мониторинг осуществления, охвата и воздействия научно обоснованных программ профилактики и ответных мер, чтобы уделять должное внимание измерению масштабов проблемы и не упускать из виду необходимость количественной оценки эффективности решений. Укрепление нормативно-правовой базы Для достижения оптимальной эффективности нормативно-правовой базы в содействии ликвидации насилия в отношении детей важно, чтобы правительства: • обеспечили наличие механизмов всеобщей правовой защиты детей; • г а р а н т и р о в а л и с о о т в е т с т в и е нормативно-правовых актов стандартам передовой практики; • вновь подтвердили приверженность и с п о л н е н и ю и о б е с п е ч е н и ю соблюдения законов. Использование фактических данных для повышения эффективности программ профилактики и предоставления помощи Правительствам следует использовать научно обоснованные решения, представленные в стратегиях INSPIRE, которые содержат комплекс проверенных и перспективных подходов. В этом случае им рекомендуется: • провести оценку того, в какой степени осуществляемая ими поддержка программ по предупреждению насилия соответствует научно обоснованным решениям INSPIRE; • использовать техническое руководство INSPIRE для проведения обзора оказываемой ими поддержки, чтобы направлять ее на содействие тем мероприятиям, которые согласуются с комплексом INSPIRE. Обеспечение надлежащего финансирования Следует увеличить ассигнования на научно обоснованные программы ликвидации насилия в отношении детей и включить их в среднесрочные планы расходов на национальном и субнациональном уровнях. Правительствам следует: • проводить, при необходимости, обзоры для выяснения причин недостаточного ф и н а н с и р о в а н и я с у ще ст ву ю щ и х национальных планов действий и решения этих проблем; • составлять новые бюджеты для осуществления стратегий INSPIRE и выделять на это необходимые средства. Рекомендации по деятельности на глобальном уровне Обеспечение полноценного использования странами международных механизмов поддержки П р а в и т е л ь с т в а м р е к о м е н д у е т с я присоединиться к Глобальному партнерству по ликвидации насилия в отношении детей в качестве инициативных стран и принять участие в хорошо согласованной деятельности рабочей группы по внедрению INSPIRE, представляющей собой специализированную сеть и сообщество экспертов-практиков, призванных оказывать содействие применению на практике методического комплекса INSPIRE и соответствующему мониторингу. • В рамках Десятилетия действий следует побуждать инициативные страны представить в ООН планы ускоренных действий по ликвидации насилия в отношении детей в целях наглядной демонстрации поддающихся количественной оценке изменений ко второму Саммиту по ЦУР в 2023 г. • Следует поощрять и поддерживать страны в их усилиях по согласованию комплекса добровольных целевых показателей эффективности для отслеживания осуществления, охвата и воздействия стратегий и подходов INSPIRE. • В 2025 и 2030 гг. следует снова выпустить доклады о положении дел в мире в области профилактики насилия в отношении детей, чтобы отслеживать изменения в использовании и поддержке стратегий и 10 РЕЗЮМЕ ДОКЛАД О ПОЛОЖЕНИИ ДЕЛ В МИРЕ В ОБЛАСТИ ПРОФИЛАКТИКИ НАСИЛИЯ В ОТНОШЕНИИ ДЕТЕЙ 2020 Г. подходов INSPIRE на основе добровольных целевых показателей эффективности. • Следует укреплять партнерские связи со структурами, работающими над другими ЦУР, прежде всего в области здравоохранения, образования и социальной защиты. Увеличение финансирования научно обоснованных профилактических мероприятий Необходимо увеличить уровень донорского финансирования в поддержку внедрения методического комплекса INSPIRE в странах с низким и средним уровнем дохода, а также создать механизмы для обеспечения эффективного использования таких средств. Активизация внедренческих исследований Необходимо увеличить поддержку высококачественных внедренческих исследований и проводить больше таких исследований в странах с низким и средним уровнем дохода. Внедренческие исследования должны быть сосредоточены: • на изучении путей широкого применения подходов INSPIRE, в том числе путем определения простых, низкозатратных способов их реализации; • на роли методического комплекса INSPIRE и отдельных кластеров стратегий и программ, направленных на ускорение прогресса в достижении различных целей и задач в рамках ЦУР; • на установлении связей между предотвращением насилия в отношении женщин и предотвращением насилия в отношении детей; • на создании обоснования для инвестиций по каждой стратегии INSPIRE, определении удельных затрат для ее реализации в странах с низким, средним и высоким уровнем дохода, а также расчете дефицита финансирования. Заключительные выводы Многие страны приступили к проведению в жизнь планов, стратегий и законов, необходимых для поддержки программ по профилактике насилия в отношении детей и осуществлению ответных мер, которые согласуются с научно обоснованными разработками INSPIRE. Вместе с тем представители директивных органов в каждой стране признают, что необходимо наращивать предпринимаемые усилия. Семь стратегий и подходов методического комплекса INSPIRE в сочетании с уже сформировавшимися механизмами содействия их осуществлению обеспечивают основу и инструментарий для решения этой задачи. Проведение Десятилетия действий ООН (2020–2030  гг.) задает конкретные временные рамки действий и служит указанием на необходимость действовать уже сейчас с более острым осознанием неотложного характера решаемых задач. والقوانين الوطنية اللازمة لدعم برامج الوقاية من العنف وجهود الاستجابة التي تتوافق مع حلول استراتيجية “إنسباير” المسندة بالبّينات. وبينما تستثمر الدول في توفير الوقاية، يسّلم صناع القرار في كل بلد بالحاجة إلى تكثيف جهودهم. ومن بين النهج المصنفة على أنها مدعومة بشكل كاف للوصول إلى جميع الذين يحتاجون إليها، جري تنفيذ نسبة 11 ٪ فقط من النهج الهادفة لتوفير الوقاية و5 ٪ من ُنهج الاستجابة في البلدان منخفضة الدخل، على خلاف 23 ٪ من الاستجابات الوقائية و14 ٪ من نهج الاستجابة التي يجري تنفيذها في البلدان ذات الدخل المرتفع. يلزم اتخاذ إجراءات جذرية لزيادة دعمنا الجماعي للجهود المبذولة في توفير الوقاية المسندة بالبّينات إذا أردنا وقف جميع أشكال العنف ضد الأطفال بحلول عام 0302 يجب مضاعفة الجهود لزيادة الدعم لتنفيذ استراتيجية “إنسباير” في البلدان المنخفضة والمتوسطة الدخل الشكل 5: النسب المئوية لنهج الوقاية والاستجابة التي ُيعتبر أنها تصل إلى جميع المحتاجين بحسب مستوى الدخل في البلد، لعام 8102 (العدد= 551 بلدًا مبّلغًا) ملاحظة. تستند مستويات الدخل إلى تصنيفات البنك الدولي لعام 8102. 8 التوصيات التوصيات بما أن صّناع القرار ومخططي البرامج هم الجمهور المستهدف بهذا التقرير، فإن الأولوية تمنح للتوصيات على المستوى الوطني. وتركز مجموعة ثانية من التوصيات العالمية على أولويات البحث وإتاحة فرص التواصل التي يمكن أن تدعم الإجراءات الوطنية. تعزيز الحوكمة والتنسيق تهدف هذه التوصيات إلى تعزيز إمكانات الوقاية الناجمة عن العمل متعدد القطاعات. ويجب على الحكومات أن تضمن ما يلي: • تعيين وكالة ذات موارد مناسبة يفّوض لها بشكل صريح تنسيق العمل متعدد القطاعات اللازم لإنهاء العنف ضد الأطفال؛ • ضرورة تحديد مسؤولية السلطات الوزارية لوضع استراتيجيات المعايير والقيم ودعم الوالدين ومقدمي الرعاية وتوفير بيئات آمنة وتعزيز الدخل والاقتصاد التي قد لا تتماشى تماشيًا واضحًا مع الأدوار والمسؤوليات القطاعية القائمة؛ • دمج استراتيجيات وُنهج “إنسباير” في أطر السياسات الوطنية والاستفادة من إمكانات الوقاية من العنف في قطاعات الاقتصاد والتعليم والعمالة والصحة والتنمية الاجتماعية باستخدام السياسات في هذه القطاعات للحد من عوامل الخطر التي يمكن أن تؤدي إلى العنف وتعزيز تلك التي تحمي من حدوثه. إعطاء الأولوية لجمع البيانات وخطط العمل الوطنية ينبغي أن تمنح البلدان الأولوية لجمع البيانات الخاصة بالمؤشرات الرئيسية المتعلقة بالعنف في إطار التقارير المنتظمة عن أهداف التنمية المستدامة واستخدامها لتحديد غايات قابلة للقياس في خطط العمل الوطنية القائمة على البيانات. • ينبغي أن تولي البلدان، التي لم ُتجر بعد استقصاءات ممثلة للصعيد الوطني على الصعيد الوطني، تشمل أسئلة حول العنف ضد الأطفال، الاهتمام ببدء إجراء الأطفال. • ينبغي إجراء دراسة نقدية لخطط العمل الوطنية الحالية بالمقارنة مع معايير أفضل الممارسات، ومراجعتها عند الضرورة للتأكد من أنها محددة وقابلة للقياس والمساءلة ووجيهة ومحددة زمنيا. • ينبغي أن تستثمر الحكومات أكثر في رصد مدى استيعاب نهج الوقاية والاستجابة المستندة على البّينات ونطاق تنفيذها وتحديد أثرها لموازنة التركيز على قياس المشكلة مع إيلاء نفس القدر من الاهتمام لقياس الحلول الممكنة. التوصيات الوطنية 9 الملخص التنفيذي | تقرير الحالة العالمية بشأن منع العنف ضد الأطفال لعام 0202 تعزيز الأطر التشريعية من المهم أن تضمن الحكومات ما يلي لتحسين فعالية الأطر التشريعية في المساعدة على إنهاء العنف ضد الأطفال: • الحماية القانونية الشاملة للأطفال؛ • استيفاء القوانين لمعايير أفضل الممارسات؛ • تجديد الالتزام بتطبيق القوانين وإنفاذها. استخدام البّينات لتعزيز فعالية برامج الوقاية والخدمات ينبغي أن تستفيد الحكومات من الحلول المسندة بالبّينات التي تنطوي عليها استراتيجيات “إنسباير” التي تقدم مجموعة من الأساليب المجربة والمشجعة. وينبغي عليها: • تقييم مدى اتساق دعمها الحالي لبرامج الوقاية من مع حلول اسراتيجيات “إنسباير” المسندة بالبّينات؛ • استخدام الإرشادات التقنية الواردة في استراتيجيات “إنسباير” لمراجعة دعمها كي تتأكد من أنها تعزز الإجراءات التي تتوافق مع الإجراءات الموجودة في “إنسباير”. ضمان التمويل الكافي يجب زيادة فرص تمويل الُنهج المسندة بالبّينات لإنهاء العنف ضد الأطفال وإدماجه في الأطر المخصصة للإنفاق المتوسط الأجل على المستويين الوطني ودون الوطني. ويجب أن تقوم الحكومات بما يلي: • إجراء استعراضات كلما اقتضت الضرورة للتأكد من الأسباب المؤدية لعدم تمويل خطط العمل الوطنية القائمة بشكل كاف ومعالجة تلك المسائل؛ • وضع الميزانيات الجديدة لتنفيذ استراتيجيات “إنسباير” وإتاحة الأموال المطلوبة. التوصيات العالمية ضمان استخدام البلدان لآليات الدعم الدولية استخدامًا تامًا ُتشَجّ ع الحكومات على الانضمام إلى الشراكة العالمية من أجل إنهاء العنف كبلدان رائدة، وعلى المشاركة في فرق العمل المرتبط عملها باستراتيجيات “إنسباير” ارتباطًا وثيقًا، وهي شبكة تقنية ومجموعة ُتعنى بالممارسات مكّرسة لدعم استيعاب استراتيجيات “إنسباير” ورصدها. • في إطار عقد العمل، ينبغي تشجيع البلدان الرائدة على تقديم خطط لتسريع وتيرة الإجراءات الرامية إلى إنهاء العنف ضد الأطفال إلى الأمم المتحدة بهدف توضيح التغيير القابل للقياس بحلول مؤتمر القمة الثاني لأهداف التنمية المستدامة المزعم عقده في عام 3202. • ينبغي تشجيع البلدان ودعمها للموافقة على مجموعة من غايات الأداء الطوعية لتتبع تنفيذ استراتيجيات ونهج “إنسباير” ونطاق الوصول إليها وأثرها. • يجب نشر المزيد من تقارير الحالة العالمية بشأن الوقاية من العنف ضد الأطفال في عامي 5202 و0302 لتتبع التغييرات الكامنة في مدى استيعاب استراتيجيات ونهج “إنسباير” ودعمها بالمقارنة مع غايات الأداء الطوعية. • ينبغي تعزيز الشراكات مع الجهات الفاعلة التي تعمل على تحقيق أهداف التنمية المستدامة الأخرى – ولاسيما في مجالات الصحة والتعليم والحماية الاجتماعية. 01 الخلاصة زيادة فرص التمويل للوقاية المسندة بالبّينات يجب زيادة فرص التمويل من الجهات المانحة لدعم تنفيذ مبادرة “إنسباير” في البلدان المنخفضة والمتوسطة الدخل، ويجب إنشاء آليات لضمان تنفيذ هذه الأموال المحصلة تنفيذًا فعاًلا. تعزيز بحوث التنفيذ يجب زيادة الدعم لبحوث التنفيذ عالية الجودة، ويجب إجراء المزيد من هذه البحوث في البلدان المنخفضة والمتوسطة الدخل. ويجب أن تركز بحوث التنفيذ على ما يلي: • كيفية الاستفادة من ُنهج “إنسباير” لتحقيق الشمولية، بما في ذلك من خلال تحديد خيارات الأداء الوقاية من العنف ضد المرأة والوقاية من العنف ضد الأطفال؛ • تحديد مبررات الاستثمار لكل استراتيجية من استراتيجيات “إنسباير”، وتحديد تكاليف الوحدة للتنفيذ في البيئات المنخفضة والمتوسطة والعالية الدخل، وحساب الفجوة التمويلية. الخلاصة لقد بدأ العديد من البلدان في تنفيذ الخطط والسياسات والقوانين اللازمة لدعم برامج الوقاية من العنف ضد الأطفال وجهود الاستجابة التي تتوافق مع حلول “إنسباير” المستندة إلى البّينات. غير أن صناع القرار في كل البلدان يسّلمون بالحاجة إلى تكثيف جهودهم. وإن استراتيجيات “إنسباير” السبعة وُنهجها، إلى جانب آليات دعم التنفيذ التي جرى تطويرها في سياقها، توفر إطارًا وأدوات لسد هذه الفجوة. ويوفر عقد الأمم المتحدة للعمل للفترة 0202-0302 إطارًا زمنيًا للعمل ويشدد على الحاجة إلى العمل فورًا، ويوحي بإحساس جديد بضرورة اتخاذ تدابير عاجلة. شكر وتقدير تتقدم منظمة الصحة العالمية بالشكر
