In accordance with Section 6.14.51 of the Pandemic Influenza Preparedness Framework for the sharing of influenza viruses and access to vaccines and other benefits, the Director-General’s proposal for the proportional allocation of Partnership Contribution resources between preparedness measures and response activities is based on the advice of the Pandemic Influenza Preparedness Framework Advisory Group. 2. The Executive Board in decision EB131(2) (2012) decided that, for the period 2012–2016, approximately 70% of contributions should be used for pandemic preparedness measures and approximately 30% should be reserved for response activities, recognizing the need for and usefulness of flexibility in allocating resources. 3. The Executive Board in decision EB140(5) (2017) decided to extend until 28 February 2018 the application of decision EB131(2). The Board also requested the Director-General to make a new proposal on what proportion of partnership contributions should be used for inter-pandemic preparedness measures and what proportion should be reserved for response activities in the event of a pandemic, based on the advice of the Pandemic Influenza Preparedness Framework Advisory Group, for consideration by the Board at its 142nd session. 4. At its most recent meeting (Geneva, 8–10 November 2017), the Pandemic Influenza Preparedness Framework Advisory Group discussed, among other things, the proportional division of the Framework’s Partnership Contribution resources for the period 2018–2022, in particular, in the context of the continuing needs to strengthen or build capacities for pandemic influenza preparedness. It concluded that most of those resources should continue to be used for pandemic preparedness measures. 1 Section 6.14.5 states: “The Director-General will propose to the Executive Board which proportion of contributions should be used for inter-pandemic preparedness measures, and which proportion should be reserved for response activities in the event of a pandemic, based on the advice of the ‘Advisory Group’” (http://apps.who.int/iris/bitstream/10665/44796/1/9789241503082_eng.pdf, accessed 22 November 2017). As an outcome of its discussions, the Pandemic Influenza Preparedness Framework Advisory Group recommended to the Director-General, in accordance with Section 6.14.5 of the Framework, that the current proportional division for preparedness (70%) and response (30%) be maintained. 6. On the basis of that recommendation, the Director-General has the honour to make the following proposal. (a) During the next five years (1 March 2018 to the end of 2022) the current proportional division between pandemic preparedness and response (70% of contributions for pandemic preparedness measures and 30% for response activities) should continue. (b) In order to ensure that the proportional division does not hinder necessary response measures during pandemic influenza emergencies, the Director-General should continue to be able to modify temporarily the allocation of Partnership Contribution resources as required to respond to said emergencies. The Director-General should report on any such modification to Member States. (c) The proportional division should be reviewed again in 2022. ACTION BY THE EXECUTIVE BOARD 7. The Board is invited to consider the Director-General’s proposal and the following draft decision. Pandemic Influenza Preparedness Framework for the sharing of influenza viruses and access to vaccines and other benefits The Executive Board, having considered the report by the Director-General 1 and the proposal submitted on the proportional allocation of Partnership Contribution resources between preparedness and response, as required under the Pandemic Influenza Preparedness Framework, Section 6.14.5, decides that: (1) During the next five years (from 1 March 2018 to the end of 2022) the current proportional division between pandemic preparedness and response (70% of contributions for pandemic preparedness measures and 30% for response activities) shall continue; (2) In order to ensure that the proportional division does not hinder necessary response measures during pandemic influenza emergencies, the Director-General shall continue to be able to modify temporarily the allocation of Partnership Contribution resources as required to respond to said emergencies.
