Recursos humanos: informe anual Informe de la Secretaría
1. En este noveno informe anual se proporciona información completa sobre las características de los recursos humanos de la OMS al 31 de diciembre de 2007, y se actualizan los datos del informe presentado al Consejo Ejecutivo en su 122ª reunión.1 En el presente documento se facilita información detallada sobre lo siguiente: la situación general de la dotación de personal por lugar de destino principal y grado; la distribución del personal según el sexo; la representación geográfica; el perfil de edad, la antigüedad en el servicio y el movimiento de personal; así como sobre la distribución de la fuerza de trabajo por grupos ocupacionales principales.
CARACTERÍSTICA DEL PERSONAL Categorías de los nombramientos 2. El Consejo Ejecutivo adoptó en su 120ª reunión la decisión EB120(1), referente a la confirmación por la Asamblea General de las Naciones Unidas del marco general recomendado por la Comisión de Administración Pública Internacional. Tras eso, y con efecto a partir del 1 de julio de 2007, la OMS introdujo nuevos acuerdos contractuales que contemplaban tres tipos de nombramiento de personal, a saber: nombramientos continuos, nombramientos de plazo fijo y nombramientos temporales. En consecuencia, con efecto a partir del 1 de julio de 2007, los funcionarios de carrera y los funcionarios con un mínimo de cinco años de servicio activo ininterrumpido en nombramientos de plazo fijo y una trayectoria certificada de actuación profesional satisfactoria pasaron a disfrutar de un nombramiento continuo. 3. Al 31 de diciembre de 2007, la OMS tenía un total de 5253 funcionarios con nombramientos de plazo fijo de uno a cinco años o con nombramientos continuos (ambos denominados en adelante «nombramientos de largo plazo»).2 De éstos, 1938 (36,9%) pertenecían a la categoría profesional, 2932 (55,8%) a la de servicios generales y 383 (7,3%) a la de funcionarios nacionales del cuadro orgánico (véase el cuadro 1). El número de funcionarios con nombramientos de largo plazo aumentó en 760 (16,9%) en comparación con la cifra presentada en el informe anual relativo a la situación al 31 de diciembre de 2006.3

4. Además de los funcionarios con nombramientos de largo plazo, había 2779 temporeros (incluidos los consultores). Esa cifra representa el 34,6% del personal total y se confirma la tendencia a la disminución observada desde 2004 (véase el cuadro 2).
Distribución por sexos 5. El porcentaje de mujeres en las categorías profesional y superior ha aumentado desde el último informe anual: del 36,4% al 37,7% (véase la figura). Esto corresponde a un incremento general en la contratación de mujeres, que ha pasado del 39,7% al 46,1% (véase el cuadro 10). 6. En el cuadro 3 se indica la distribución del personal con nombramientos de largo plazo por ubicación orgánica, grado y sexo. Se observa que de los 1938 funcionarios de las categorías profesional y superior con nombramientos de largo plazo, 1207 (62,3%) son hombres y 731 (37,7%) mujeres. El número de mujeres sigue siendo superior al de hombres en los grados P.2 y P.3. La proporción de mujeres ha aumentado del 41,5% al 43% en el grado P.4, del 30,7% al 31,5% en el grado P.5 y del 21% al 21,8% en el grado P.6/D.1. Desde que se presentó el último informe, la proporción de mujeres en el grado D.2 ha disminuido del 28% al 24%, si bien su proporción en puestos sin clasificar ha aumentado del 23,8% al 25%.
Representación geográfica 7. Hasta diciembre de 2007, el número de países que estaban dentro de sus márgenes convenientes de representación ascendía a 104 (cuatro de ellos habían alcanzado el límite superior de su margen de representación); 40 países (incluidos dos Miembros Asociados) no estaban representados; seis estaban subrepresentados y 45 estaban sobrerrepresentados (véase el cuadro 4). En los cuadros 5a a 5f se facilita información detallada sobre el estado de representación de los países, por regiones (los datos no comprenden a los funcionarios que ocupan puestos financiados por el país al que pertenecen). Desde el último informe anual, referente a la estimación al 31 de diciembre de 2006, se han registrado los cambios siguientes: •
tres países (Islas Marshall, Tayikistán y Timor-Leste) que no estaban representados se encuentran ahora dentro de su margen conveniente de representación; un país (Singapur) que no estaba representado está ahora subrepresentado; cuatro países (Alemania, Austria, los Estados Unidos de América y Viet Nam) que estaban subrepresentados se encuentran ahora dentro de su margen conveniente de representación; un país (Suecia) que estaba sobrerrepresentado se encuentra ahora dentro de su margen conveniente de representación; tres países (Bahamas, Luxemburgo y la República Democrática Popular Lao) que se encontraban dentro de su margen conveniente de representación no están ahora representados; nueve países (Argelia, Benin, el Brasil, Finlandia, Malasia, Malí, la República Democrática del Congo, Sudáfrica y el Togo) que se encontraban dentro de su margen conveniente de representación están ahora sobrerrepresentados.

8. En el cuadro 6 se facilita información sobre la distribución del personal de las categorías profesional y superior, por lugar de destino y región de nacionalidad. 2

Edad, grado, antigüedad en el servicio y movimiento de personal 9. La mitad del personal de las categorías profesional y superior (50%) tienen 50 o más años de edad. En la categoría de servicios generales, el personal de 50 o más años constituye el grupo de edad mayoritario (35%), mientras que entre los funcionarios nacionales del cuadro orgánico el grupo de edad mayoritario es el de las personas que tienen entre 40 y 49 años (41,5%) (véanse los cuadros 7 y 8). 10. La mitad de los funcionarios (50% de la fuerza laboral) tiene menos de cinco años de servicio. La media aproximada de antigüedad en el servicio es de más de siete años en las categorías profesional y superior y de 11 años en la categoría de servicios generales (véase el cuadro 9). 11. En el cuadro 10 se presentan datos sobre los nombramientos de personal efectuados en 2007. En la categoría profesional se consignan 310 nuevos nombramientos, de los cuales 20 (6,5%) corresponden a nombramientos de personal trasladados de otros organismos, mientras que 193 (62,3%) representan conversiones de contratos temporales existentes. 12. Según las proyecciones actuales, casi un 15,4% de los funcionarios se jubilarán en los próximos cinco años, y más del 35,1% lo harán en los próximos 10 años (véase el cuadro 11).
Grupos ocupacionales 13. Más de la mitad de los puestos ocupados por personal de las categorías profesional y superior (50,5%) pertenecen a la categoría «especialistas en odontología, nutrición, medicina, enfermería y veterinaria». Dentro de este grupo, los especialistas en medicina representan el 91,2% y los especialistas en enfermería el 0,9%. El siguiente grupo ocupacional más numeroso es el de los «especialistas en administración», que representan el 28%. En este grupo, el 18,3% son funcionarios administrativos, el 13,8% son especialistas en sistemas de informática, el 12,3% son especialistas en gestión financiera y el 10,9% son administradores de cooperación técnica (véase el cuadro 12).
INTERVENCIÓN DE LA ASAMBLEA DE LA SALUD 14. Se invita a la Asamblea de la Salud a que tome nota del informe.
