Sustainable financing: draft decision

EXECUTIVE BOARD EB148/26 Add.1 Rev.1 148th session 23 January 2021 Agenda item 17.1 Sustainable financing DRAFT DECISION The Executive Board, having considered the report by the Director-General on sustainable financing,1 decided: (1) to establish, in accordance with Rule 18 of the Rules of Procedure of the Executive Board, an Open-ended Intergovernmental Working Group on Sustainable Financing – open to all Member States – to identify a high-level, systemic approach to identify those essential functions of WHO that should be funded in a sustainable manner [and options for Member States to improve sustainable financing in support of these functions] in order to enable WHO to have the robust structures and capacities needed to fulfil its core functions of providing effective and efficient support to its Member States, including in preventing, detecting, and responding to, disease outbreaks; [alt.1 to establish a time-bound and results-oriented Working Group on Sustainable Financing to identify a high-level, systemic approach to identify those essential functions of WHO that should be funded in a sustainable manner, to cost them, and to identify the appropriate sources for their funding in order to enable WHO to have the robust structures and capacities needed to fulfil its core functions, including in providing normative guidance and effective and efficient support to its Member States, including in preventing, detecting, and responding to disease outbreaks;][and identifies credible ways to ensure that any funding to WHO goes to the programmatic priorities collectively set out by the whole membership] [alt.2 to establish a time-bound and results-oriented Working Group on the sustainable financing of WHO’s work in fulfilling its functions as defined in the Constitution, to cost them, and to identify the appropriate manner of funding for them] (2) that the Chair(s) and Vice-Chair shall be selected by the Open-ended Intergovernmental Working Group from among its members; [alt. that the Working Group will have 19 Members, three from each WHO Region [plus a chair, with one vice-chair from each WHO Region][, and among them a chair and one vice chair from each WHO Region;]] 1 Document EB148/26. EB148/26 Add.1 Rev.1 2 (3) that, the format of the meetings of the Open-ended Intergovernmental Working Group shall be decided by the Officers of the Working Group or, exceptionally, by the Officers of the Board, in consultation with the Director-General, taking into account the epidemiological situation; [alt. that the appointment of the Chair, Vice Chairs and the Members will be coordinated by the Regional Coordinators and shall be finalized by the end of February 2021;] (4) that all decisions of the Open-ended Intergovernmental Working Group shall be taken by consensus; [alt. that the Working Group shall have closed meetings and, to allow open and transparent consultation with all WHO Member States, open meetings, in person or virtually depending on the epidemiological situation;] [bis. the Working Group shall take into account relevant recommendations by the Independent Panel the IOAC and the IHR Review Committee, and build on deliverables from the Inaugural WHO Partners Forum 2019] (5) that the Open-ended Intergovernmental Working Group shall report on its findings and recommendations to the Executive Board at its 150th session with the intention that the Executive Board should provide its recommendations to the Seventy-fifth World Health Assembly; [alt.1 that the Working Group shall report on its conclusions and other findings to the Executive Board at its 150th session with the intention that the Executive Board should provide its conclusions for the consideration of the Seventy-fifth World Health Assembly;] [alt.2 that the Working Group shall report on its conclusions and other findings to the Executive Board at its 150th session for consideration] (6) to request the Director-General to (a) convene, as frequently as necessary, prior to the 150th session of the Executive Board, meetings of the Open-ended Intergovernmental Working Group [and provide a tentative schedule for the first meetings]; and (b) allocate the necessary resources to it [(d) provide additional information on the financing of the budget and programmes; and any other pertinent information] [alt. to request the Director-General to: (a) support the Working Group [convening], as [frequently as] necessary, [prior to the 150th session of the Executive Board, as well as][including by supporting the organizing of closed and] [organizing the] open meetings of the Working Group; (b) provide complete and timely information to the Working Group for its discussions; and (c) allocate the necessary resources to it.
