Draft elements for a WHO framework convention on tobacco control: submission of textual proposals 1. Delegations wishing to submit textual proposals on the framework convention on tobacco control during the session of the Intergovernmental Negotiating Body are requested to hand them to the Secretary. Draft proposals deposited before 18:00 will be translated and reproduced in all official languages and made available in the meeting room the following day. Delegations are reminded of Rule 52 of the Rules of Procedure of the Health Assembly, which is applicable to the Negotiating Body as a subsidiary body of the Assembly: Proposals and amendments shall normally be introduced in writing and handed to the Director-General, who shall circulate copies to the delegations. Except as may be decided otherwise by the Health Assembly, no proposal shall be discussed or put to the vote at any meeting of the Health Assembly unless copies of it have been circulated to all delegations at least two days previously. The President may, however, permit the discussion and consideration of amendments, even though they have not been circulated or have only been circulated the same day. 2. The maximum processing capacity of this overnight service is limited. Requests for overnight processing will be accommodated to the extent possible within the maximum capacity on a “firstcome-first-served” basis. 3. Proposals may be submitted in any official language. They should be typed, and saved if possible in Word 97. The printout should be accompanied by a diskette. The Secretariat is available upon request to provide logistic and editorial or information support as required. 4. Proposals presented orally during the meeting will be interpreted in the other official languages in the usual way, and will appear in the summary record in the original language.
