The meeting will be held daily (usually at 17:15) immediately following the afternoon plenary meeting in Function Rooms 1 and 2. Wireless Internet access is available in the plenary and meeting areas. Melia guests should connect to the Melia network using their hotel-issued user name and password. Others may check with the Enquiry Desk for Wi-Fi access. An Internet cafe is located next to the Ballroom 2 entrance to the Plenary Hall. WHO publications WHO publications and other information products are on display in the foyer in front of the Plenary Hall (Grand Ballroom) entrance. Participants are advised to practise common sense regarding personal security while in Viet Nam. Avoid walking in isolated areas late in the evening and do not openly display valuables such as jewellery and electronic items. Pay particular attention when walking on footpaths as many have uneven surfaces. Be alert when crossing streets, including pedestrian crossings and green "walk" lights, as most vehicular traffic does not give way to pedestrians. Opening of the session The Opening Ceremony at the Hanoi Opera House included a Vietnamese cultural performance and addresses by the Vice-President of Viet Nam, the Minister of Health of Viet Nam, the WHO Regional Director for the Western Pacific and the outgoing Chairperson. Then at the Plenary Hall, Grand Ballroom of the Melia Hanoi hotel, the outgoing Chairperson declared open the sixty-third session of the Regional Committee for the Western Pacific.
Item 2.
Address by the outgoing Chairperson The outgoing Chairperson thanked the Government of Viet Nam for hosting this year’s session of the Regional Committee. He reviewed developments in public health, calling attention to progress against noncommunicable diseases and advances in tobacco control and the health-related Millennium Development Goals. Speaking on the theme, “WHO and Member States on the Path to a Healthy Future”, he called on Member States to continue to be engaged in the WHO reform process and to implement agreed-upon plans. He emphasized the need for strengthened health systems and universal coverage. Finally, he urged Member States to work with WHO in transforming political commitments into concrete actions that would significantly impact health and development.

Item 6.
Address by the Director-General In a written message, the Director-General congratulated Member States for their progress towards measles elimination and reducing hepatitis B infection rates, as well as their work in combating neglected tropical diseases. She also welcomed the Region’s progress in the fight against malaria and for articulating measurable targets for reducing tobacco use. She also noted the challenges facing the Organization and its Member States in tackling WHO reform and emphasized the role universal health coverage could play in ensuring that health remained a priority on the post-2015 development agenda.

Address by and Report of the Regional Director The Regional Director thanked the Government of Viet Nam for hosting this year’s session of the Regional Committee and presented his report on the work of WHO in the Western Pacific Region for the period 1 July 2011 to 30 June 2012. He discussed the serious health challenges that confront the Region and updated the Committee on key achievements in areas, including nutrition and food security, injuries and violence prevention, noncommunicable diseases, avoidable blindness, emergency and disaster preparedness and response, malaria, multidrug-resistant tuberculosis, neglected tropical diseases, universal health care, health systems strengthening, WHO reform in the Region, and country-specific support. Interventions were made by representatives of the following Member States: Australia, Cambodia, China, Japan, the Federated States of Micronesia, Mongolia, Nauru, the Republic of Korea, Samoa, Singapore, the United States of America, Vanuatu and Viet Nam.
