E, the regional directors and representatives of UNAIDS, UNDP, UNESCO, UNFPA, UNIFEM, UNICEF, and WHO, meeting in Brazzaville, Republic of Congo, from 2 to 4 November 2005 on the occasion of the Consultative Meeting on Accelerating the Prevention of HIV Infection in Africa; CONCERNED that the spread of the HIV epidemic is still a problem in Africa, and that children, young people and women are particularly affected, thereby hampering the development and security of the Region; CONSIDERING earlier commitments by heads of state, the United Nations system and international partners in the Abuja Declaration; the recommendations of the United Nations General Assembly on HIV/AIDS; the Millennium Development Goals; the Maputo Declaration on Malaria, HIV/AIDS and Tuberculosis and within the overall framework for universal access to prevention, treatment and care; MINDFUL of the policy document adopted by UNAIDS, the Unite for children – Unite against AIDS campaign launched by UNAIDS and UNICEF and the recommendations of the Consultation on the Prevention of HIV Infection in the African Region – all aimed at intensifying efforts for the prevention of HIV infection – and taking into account the recommendations of the Global Task Team and Division of Labour; CONSIDERING the resolution adopted in August 2005 in Maputo by the Fifty-fifth session of the WHO Regional Committee for Africa on the acceleration of HIV prevention efforts in the African Region; 1

NOTING that 2006 has been declared the Year for Acceleration of HIV Prevention in the African Region; ENCOURAGED by the progress made in the implementation of the 3 by 5 initiative and convinced that the improvement of access to treatment and care offers a signal opportunity to intensify HIV prevention efforts; CONCERNED by the fact that the programming and implementation of interventions to prevent HIV infection have not had the desired impact; that access to such interventions is limited; and that new cases of HIV infection are continuing to occur at unacceptable rates; TAKING NOTE of the outcomes of the deliberations of the consultative meeting on Accelerating the prevention of HIV Infection in Africa, held in Brazzaville from 2 to 4 November 2005, especially the joint plan adopted by the participants; REAFFIRMING our commitment to controlling the expansion of HIV infection which is undermining socioeconomic development by increasing poverty and disorganizing the family structure in Africa and to supporting the implementation of the resolution on acceleration of HIV prevention efforts in the African Region;
SOLEMNLY DECLARE AS FOLLOWS: 1. WE HAVE RESOLVED to support the implementation of resolution AFR/RC55/R6: Acceleration of HIV prevention efforts in the African Region;

WE HAVE RESOLVED to support the countries, in the context of their strategic plans, in undertaking participatory review and in the preparation of work plans to accelerate the prevention of HIV infection; WE HAVE RESOLVED to unite our efforts to support the implementation, monitoring and evaluation of efforts; WE WILL UNITE our efforts to implement a concerted plan aimed at accelerating the prevention of HIV infection in Africa, taking into account behavioural change at both community and individual levels; WE WILL STRENGTHEN advocacy for mobilization of leaders at all levels to ensure respect for human rights including the gender dimension, and the consideration of sociocultural factors; WE MAKE A COMMITMENT to strengthen the capacity of countries to use existing funds and to mobilize additional resources required in order to accelerate the prevention of HIV infection; WE MAKE A COMMITMENT to strengthen the sharing of strategic information with a view to improving the implementation of the plan; WE MAKE A COMMITMENT to strengthen partnership and coordination in the context of the development, implementation and evaluation of joint plans of action;

WE MAKE A COMMITMENT to joint interagency action to support national efforts at intensifying prevention of HIV infection; WE MAKE A COMMITMENT to intensify our efforts to ensure the implementation and monitoring of the present declaration.
