Reflection in Proposed programme budget 2006-2007 of achievement in, and obstacles to, implementing Health Assembly resolutions: assessment for 2001-2004 1. All resolutions adopted by the Fifty-fourth, Fifty-fifth, Fifty-sixth and Fifty-seventh World Health Assemblies were reviewed. For each of the 63 Health Assembly resolutions that requested or urged specific action of the Director-General,1 a summary was prepared noting achievements and impediments to implementation of the resolutions; cross references to documents submitted to the Health Assembly and Executive Board reporting on the action taken by the Director-General in complying with the resolutions; and the specific expected results in the Proposed programme budget 2006-2007 which build upon the achievements or address the impediments identified.2 2. Of the 63 Health Assembly resolutions that requested or urged specific action of the DirectorGeneral, 15 are the subject of reports submitted to the Board at its current (115th) session; 42 have been the subject of previous Health Assembly and Executive Board reports; only six had not been the subject of reports. 3. The scope of most of the resolutions is quite broad; often they cannot be considered as timelimited, covering actions that could extend into a foreseeable future. For example, resolution WHA54.2 requests the Director-General “to give greater emphasis to infant and young child nutrition ...”; resolution WHA55.11, “to provide support to countries to implement strategies and interventions aimed at achieving the internationally agreed development goals, including those contained in the United Nations Millennium Declaration ...”; resolution WHA55.12, “to continue to ensure that WHO plays a key role in providing technical leadership, direction and support to the health system’s response to HIV ...”; resolution WHA57.2, “to continue to refine control strategies so as to make maximum use of national and international resources and to prevent further epidemic spread;”. Consequently, although achievements in implementing all resolutions have been significant, most resolutions adopted since 2001 continue to be reflected in the Proposed programme budget’s expected results. = 1
