Opening of the session Prime Minister Viktor Orbán from Hungary will welcome the 67th session of the Regional Committee (RC67). (a) Election of the President, the Executive President, the Deputy Executive President and the Rapporteur (b) Adoption of the provisional agenda and the provisional programme 2. Addresses (a) Address by the Regional Director and interim report on the work of the Regional Office since the 66th session of the Regional Committee for Europe A general debate will follow the Regional Director’s address. RC67 is invited to review the work of WHO in the European Region in 2016–2017 contained in documents EUR/RC67/5, EUR/RC67/12 and EUR/RC67/Inf.Doc./2. The Committee is invited to adopt draft resolution EUR/RC67/Conf.Doc./1. (b) Address by the Director-General The address by the Director-General will be followed by a general debate. (c) Keynote speech by Her Royal Highness The Crown Princess of Denmark (d) Keynote speech by Mr Xavier Prats Monné, Director-General for Health and Food Safety, European Commission 3. Matters arising from resolutions and decisions of the World Health Assembly and the Executive Board RC67 is invited to review the technical resolutions and decisions adopted at the Seventieth World Health Assembly in May 2017 of particular relevance to the European Region contained in document EUR/RC67/6 Rev.1. After the debate, there will be three separate discussions reviewing the following topics that have been brought to the attention of RC67 by the Health Assembly: − Development of a draft five-year global strategic plan to improve public health preparedness and response (document EUR/RC67/Inf.Doc./3) EUR/RC67/2 Rev.1 Add.1 page 2 − Development of a draft regional plan on vector control (document EUR/RC67/Inf.Doc./5) − Developing voluntary global performance targets for road safety risk factors and service delivery mechanisms (document EUR/RC67/Inf.Doc./4) 4. Report of the Twenty-fourth Standing Committee of the Regional Committee for Europe The Chairperson of the Twenty-fourth Standing Committee of the Regional Committee for Europe will introduce the reports contained in documents EUR/RC67/4 Rev.1 and EUR/RC67/4 Rev.1 Add.1. The Committee is invited to review the documents and adopt draft resolution EUR/RC67/Conf.Doc./2 Rev.1. 5. Policy and technical topics (a) Roadmap to implement the 2030 Agenda for Sustainable Development, building on the Health 2020 policy framework (i) Facing the future: opportunities and challenges for 21st-century public health in implementing the Sustainable Development Goals and the Health 2020 policy framework (ii) Joint monitoring framework The Committee is invited to review documents EUR/RC67/9, EUR/RC67/9 Corr.1, EUR/RC67/9 Add.1, EUR/RC67/9 Add. Corr.1 and EUR/RC67/Inf.Doc./1.Rev.1 and to adopt draft resolution EUR/RC67/Conf.Doc./4 Rev.1. Two sessions are available for the discussion. The sessions will consist of a keynote introduction and a brief panel discussion before opening the floor to delegations. The first session will focus on country-level implementation and the keynote speaker will be Prime Minister Alexis Tsipras from Greece. The second panel will focus on multisectoral and interagency cooperation and partnerships and the keynote speaker will be Deputy Prime Minister Recep Akdağ from Turkey. (b) Improving environment and health in the context of Health 2020 and the 2030 Agenda for Sustainable Development: outcomes of the Sixth Ministerial Conference on Environment and Health The Committee is invited to review the outcome of the Sixth Ministerial Conference on Environment and Health contained in documents EUR/RC67/15, EUR/RC67/15 Add.1 and EUR/RC67/15 Add.2 and to adopt draft resolution EUR/RC67/Conf.Doc./8. (c) Towards a sustainable health workforce in the WHO European Region: framework for action The Committee is invited to review documents EUR/RC67/10 and EUR/RC67/10 Add.1 and to adopt draft resolution EUR/RC67/Conf.Doc./5. EUR/RC67/2 Rev.1 Add.1 page 3 (d) Strengthening Member State collaboration on improving access to medicines in the WHO European Region The Committee is invited to review document EUR/RC67/11 and to adopt draft decision EUR/RC67/Conf.Doc./9. (e) Accelerating implementation of the International Health Regulations (2005) and strengthening laboratory capacities for better health in the WHO European Region The Committee is invited to review document EUR/RC67/13, together with the final report on implementation of International Health Regulations (2005) in the WHO European Region contained in section D of document EUR/RC67/8. (f) Partnerships for health in the WHO European Region The Committee is invited to review document EUR/RC67/17 Rev.1 and to adopt draft resolution EUR/RC67/Conf.Doc./7 Rev.1. (g) Governance in the WHO European Region The Committee is invited to review document EUR/RC67/14 and to adopt draft resolution EUR/RC67/Conf.Doc./6. (h) Progress reports For the consideration of the progress reports contained in document EUR/RC67/8, the Committee will be invited to first review all progress reports under category 2. After that, the Committee will be invited to review the progress report on compliance and audit under category 6 contained in document EUR/RC67/19. The progress report under category 5 will be reviewed jointly with agenda item 5(g). The report on implementation of programme budget 2016–2017 (document EUR/RC67/Inf.Doc./2) will be included in the discussion under agenda item 2(a).
