WPRlRC49.R7 Seventh Meeting, 17 September 1998 WPRlRC49/SRl7 REVIEW OF TIfE WHO CONSTITUTION, INCLUDING REGIONAL ARRANGEMENTS: REPORT OF THE SUB-COMMITTEE OF THE REGIONAL COMMITTEE ON PROGRAMMES AND TECHNICAL COOPERATION, PART IV The Regional Committee, Having considered the report of the Sub-Committee of the Regional Committee on Programmes and Technical Cooperation, Part IV, on the review of the WHO Constitution, including regional arrangements; 1 Appreciating the value of the work of the Sub-Committee to Member States and the Regional Committee; Noting the need for Article 2 of the WHO Constitution to reflect current realities and for it to be able to accommodate additional functions in future; Noting further the need to keep the criteria for candidates and selection methods and procedures for the nomination of the Regional Director under review; 1. REQUESTS the Regional Director to convey to the Director-General its approval of the revision of the text of Article 2, and to transmit for further consideration the Sub-Committee's two proposals for further changes and the addition of a new section 5(a) to read "accessibility to health care", with subsequent sections to be renumbered; 2. DECIDES that the Sub-Committee of the Regional Committee on Programmes and Technical Cooperation should re-examine the criteria for candidates and selection methods and procedures for the nomination of the Regional Director and make recommendations to the Regional Committee during its fiftieth session. 'Document WPRlRC49/9. 28 REGIONAL COMMITTEE: FORTY-NINTH SESSION Noting that all the Member States who replied to the questionnaire felt that the country visits should be continued and that all the WHO progranune managers who replied indicated that they used the results of the country visits to re-orient their progranunes; Concerned that evaluation of the country visits should be continued; I. ENDORSES the Sub-Committee's proposals that, first, instead of meeting every year as at present, the Sub-Committee should meet only when it is required to perform a specific task and, second, that country visits should be continued, but only when the Sub-Committee is specifically requested to do so; 2. REQUESTS the Regional Director: ( I ) to inform the Regional Committee at its annual session of items that the Sub-Committee could be asked to review before the next session of the Regional Committee, in order that the Regional Committee can decide whether or not to convene the Sub-Committee; (2) to continuously evaluate the country visits, bearing in mind the recommendations contained in the Sub-Committee's report; 3. DECIDES that the next meeting of the Sub-Committee will be convened during the fiftieth session of the Regional Committee with specific terms of reference as decided by Resolution WPRlRC491R7 and that there will be no country visit in conjunction with this meeting.
