The forty-first session of the Connittee of Sponsoring Agencies (CSA) was held at the I'Jorld Bank, Paris on 17 and 19 October L989, imnediatelybefore and immediately after a Donors' Conference. Mr Florent Agueh was chairman. Participants are listed in Annex 1. B. ADOPTION OF THE AGENDA 2. The following agenda was adopted: . Approval of Report of CSA.40 (L9/LO/89) . Matrers arising fron Report of CSA.40 (L9/LO/89) . Donors' Conference: - final review of documents and presentations - sumnary of major discussions (L9/lO/89). After agreeing to sone minor changes to the text, the report of CSA.40 was formally approved. D. MATTERS ARISING FROM REPORT OF CSA.4O 4. EAC membership (item D.4): it was agreed that the curricula vitaeof candidate members of the EAC would be circulated to all CSA ,embG and reviewed during CSA.42. E. DoNoRS' CoNFERENCE (19-19 oCTOBER) 5. The Committee reaffirmed that the primary objectives of the Donors'Conference were: a) to obtain Donor support for a long-term strategy relying primarily on vector control and requiring a continuation of Programne activitiesin the Extension areas beyond 1997, and, b) to encourage Donors to provide additional support to help overconethe funding shortfall for phase III. 0ther objectives h,ere, to agree upon the Terms of Reference of arr external evaluation of the Progranne and its funding, and, to clarify anong the Donors the preferred mechanisns for supporting nationaldevolution pIans. 1 2 3 4 5 6 a ocP /csA/41 page 4 Final review of documents and Dresen tations 6. In relation to the objectives stated above, to the Proposed Agenda(see Annex 2) and to the working documents (see list in Annex 3), the Committee carefully reviewed the presentations which would be made to the Donors by representatives of OCP (Progranme Director, Chief of VCU, EPI, and BIS), of the Expert Advisory Comnittee (Chairman and another Member), of the Connittee of Sponsoring Agencies and of the World Bank. Summary of discussions 7. When the CSA re-convened after the closure of the Donors' Conference,it was agreed that the Conference had proceeded in a very satisfactory manner. The prevailing spirit of the Conference had been one of Donor commitment to, and confidence in, the Progranme. Sumnaries of the most important discussions are given beIow. 8. Status of Progranne operations. The Donors appreciated the news that the Programme's objectives have alnost, been achieved in the Original Programme area: they would certainly be attained in advance of the original timeframe of 20 years. Ttre Donors also readily accepted the scientific and technical arguments for continued vector control operations for the interruption of transmission (necessary for 14 years to bring the disease under controt), supplemented with ivernectin distribution which, although not effective in interrupting transmission, was a valuable tool for norbidity control. 9. Devolution. The Donors had noted the progress nade in planning for devolution in Burkina Faso, Mali and Niger, but had enphasized the importance of Participating Countries demonstrating conmitnent to devolution, if bilateral donor support was to be forthcoming. 10. Socioeconomic Development. The Donors expressed great interest in the activities of the CSA concerned with socioeconomic developnent and noted that by mid-1990 when the Land Settlenent Review was completed, the responsibility for follow-on initiatives should shift to the Participating Countries who would also seek appropriate support through traditional aid-consultative fora. 11. Financing. Ttre Phase III financing shortfall had already been reduced by nearly l!1. Three Donors had also given indications of planned increases in their contributions for the remainder of the phase. L2. External Review of the Programne. The Donors re-affirmed their interest in having this external review conducted during 1990. Seven of then indicated willingness to assist in the financing of the review. 13. Long-Tern Control Strategy. The Donors fully endorsed the proposed long-term strategy for the remainder of the Progra.mne, based on continuous vector control in the extension area for 14 years. Thus the Progranme would come to an end about 2004, although Progranne objectives would have been achieved in more than two-thirds of the eleven-country Programme area bV L997. Beyond this date financial and operational implications of prolonged operations luere expected to be rather modest. a a F. aocP/csA/41 page 5 F. PREPARATIONS FOR JPC.IO 14. The Committee was inforned that imnediately after the CSA.40 neeting(14-15 September 1989) the Progremme Director, the Chief, OCp LiaisonOffice and the Coordinator of the Onchocerciasis Unit of the World Bank, visited The Hague to discuss preparatlons for JPC.10. The conferencefacilities were visited and discussions were held with representatives ofthe Netherlands Ministry of Foreign Affairs and of the Parkhotel (the mainhotel for the accommodation of participants). L5. Ttre Committee was also advised that work was progressing well on thepreparation of working documents. Most of them would be ready fordistribution by the end of October 1989. Other documents (especially those concerned with the Terms of Reference for the External Evaluation of theOcP, and with socioeconomic development) could only be finalized anddistributed after the Donors' Conference. Likewise, a docunent would beprepared on the reflections of the CSA, although this would only be used asa basis for an oral presentation by the chairman of the cSA. G. AI.IY OTHER BUSINESS 0 L5- The Committee agreed that arrangements for NOC.14 should be reviewedin a later sessi.on. That would give CSA menbers tine to evaluate how bestto handle the main issues of devorution (most likery by 0cp) and socioeconomic development (most likely by the CSA). H. DATE AND PLACE OF CSA.42 17.
