WHO programmatic and financial reports for 2020-2021, including audited financial statements for 2021: report of the Programme, Budget and Administration Committee of the Executive Board to the Seventy-fifth World Health Assembly

SEVENTY-FIFTH WORLD HEALTH ASSEMBLY A75/51 Provisional agenda item 22.1 23 May 2022 WHO programmatic and financial reports for 2020–2021, including audited financial statements for 2021 Report of the Programme, Budget and Administration Committee of the Executive Board to the Seventy-fifth World Health Assembly 1. The Secretariat presented an overview of the WHO Results Report for the Programme budget 2020–20211 and the audited financial statements for 2021,2 highlighting the fact that in the biennium 2020–2021, WHO had recorded its highest ever levels of contributions and of budget implementation, at the same time as leading the global fight against coronavirus disease (COVID-19). The Secretariat further pointed to the high level of detail included in the Results Report and highlighted the efforts made to increase transparency in the way reporting to Member States is conducted. 2. The Committee welcomed the comprehensive reports by the Secretariat, and noted the achievements of the biennium 2020–2021. 3. In reply to a question on the implementation rate, the Secretariat explained that the implementation rate for the base segment of the Programme budget was at 85%, which was in the same range as in previous bienniums, while at the same time, the implementation of the emergency response segment had been unprecedently high due to the activities carried out in response to the global COVID-19 pandemic, which was an Organization-wide effort. Concerns were raised by the Committee about the uneven level of funding across the strategic priorities and the over-reliance on voluntary contributions. 4. In response to a request that Member States should be more closely involved in the design of the country scorecard methodology applied in the Results Report, the Secretariat explained that the scorecards were thus far an internal self-assessment tool, designed for the Secretariat to assess its own performance. It further highlighted that the strategic direction and leadership dimension was an element on which the Secretariat could engage with national counterparts in the future. RECOMMENDATION TO THE HEALTH ASSEMBLY 5. The Committee, on behalf of the Executive Board, recommended that the Health Assembly should note the reports contained in documents A75/32 and A75/33, and adopt the following draft decision: 1 Document A75/32. 2 Documents A75/33 and A75/INF./5.
