OPENING OF THE MEETING 1. The tenth session of the Conrnittee of Sponsoring Agencies \,/as held in the World Bauk Office, Paris, on 13 and 14 October 1.982. The meeting was opened by Mr. M.S.O. Nicholas, former Chairman" who c;rlled for the election of the Chairman for this session. Mr. Jean-Paul Dai11y was duly elected. A list of parricipanrs isgiven in Annex A. B. The comments of the CSA to be appended to each of the documents for the third session of the Joint Programme Conrnittee are shovm in Annex B. 4. With regard to rhe Progress Report of the World Health Organization for 1983' U5pp recommended that the Progranrne Director in his verbal Presentation to the JPC give relevant stress to such aspects as training as related to devolution' the involvement of the participating countries in devolution, the Economic Development Unit and staffing and provide details of the new aerial spraying contract' D. SOCIOECONOMIC DEVELOPMENT 5. Regarding socioeconomic development' WHO reported that the new chief of EDU was sti11 visiting the countries, collecting information with a view to preparing a suitable plan of work for 1983. The Bank suggested that when EDU has prepared its work programme it should try to identify the type of support that might be provided to it by the Sponsoring Agencies. UNDP considered the basic role of EDU to be important in nlfping the countries to strengthen their structures and study the prtb1.*r. The help of FAo and UNDP country representatives should be freely sought' FAo suggested that EDU should study projects supported by FAo and other agencies to assist in identifying the possibilities for better coordination towards ensuring greater impact in the area. FAO expressed continuing high priority interest in supporting EDU because of its heavy involvement in Sahelian and sub-Sahelian area. WHo r:ecognized the importance of spontaneous resettlement and indicated a need for this to be followed and plotted in the controlled areas ' 6. The Bank informed the counnittee that some countries, Belgium in particular' had requested more information on the Progranrme and ensuing development' The basic staListics related to development and resettlement could be collected by EDU' The cSA thought the new Bank film may be usefully used when it is ready and could be deployed among the countries, but suggested that some form of informative brochure *ay Ue appropriate. hrHO agreed to look into this' 7. The conrnittee unanimously agreed on the need for a second meeting to fo11ow the January L982 Rome meeting to again review the work of the EDU, to refine its terms of reference as necessary and to define its work programne and functions in relation to the different agencies. An annotated agenda for the meeting was distributed and revised' It was agreed that this should be circulated to all dllegates just prior to the meeting' 5F. FINANCING 10. WHO reported on the current situation regarding the contributions of the participating couotries to the Progranure. Several countries were behind in their contributions, one even as far back as 1980. The Coumittee urged I{I10 to approach the countries yet again to bring their contributions up to date before the JPC meeting as an incentive to donors not only to continue their suPPort but also as an encouragement to approach in a positive Eanner the need for funding the additional activities, including the extensions. I^rIIO reminded the Couurittee that this was emphasized to the participating countries at the NOC meeting in June and details were included in the Progress Report. The Corrnittee suggested that an updating be given in the verbal presentation of the report at the JPC. G. OTITER MATTERS 11. The request of the EAC to be privy to copies of the rePorts of the Conmittee of Sponsoring Agencies was discussed. The Couunittee considered this to be inappropriage as, in the OCP structure, EAC reported to the CSA and not vice versa' and the restricted distribution of th.e CSA reports should be retained to enable a satisfactory record of proceedings to be made subsequent to each meeting for useful future reference. t2. The Courmittee noted that the WHO External Auditor was attending the JPC. It was explained that his presence there r^ras approved by trrltlO on his insistence. The Cormittee considered that a verbal statement from the External Auditor was not necessary and, if such a rePort were forthcoming, it should rather be presented to the CSA. The Cormrittee requested WHO to investigate this matter with Director BFI in WIIO Headquarters. It was not inclined to agree that OCP funds be used to finance the trip of the External Auditor to Bamako- H. ARRANGBIENTS FOR NEXT MEETING L3. The Corrmittee agreed to meet in Basrako prior to the JPC meeting. This would have to be on an ad hoc basis as the time of arrival of each delegations was as yet unknown. 6Members Mr. J.-P. The CSA congratulates the EAC on the excellent work achieved at its third neeting in reviewing, in a most constructive manner, the operations and activities of the Progranrne and the various reports submitted to it. The CSA draws the attention of the JPC to the following points in the EAC report and s trongly supports : that the staffing component of the Prograrune be strengthened to enable it to maintain its efficiency and carry out all the tasks expected of it; that action be taken towards carrying out adulticiding trials particularly as a complement to larviciding in those areas exposed to reinvasion, and 3 that studies related to the devolution of activities to the participating countries be initiated. The CSA took specific note, and endorsed the corlments, of the EAC on the accelerated research programne on blackfly lanricides, the Report of the Onchocerciasis Chemotherapy Project Working Group, the additional studies in the Southern extension zone and the proposals for a Western extensign of the Prograrrne in Ma1i, Guinea, Guinea-Bissau, Senegal and Sierra Leone. Reference should be made to the CSAts conrnents specific to each of ClEse separate reports and appended to them. Ihe CSA recognizes (a) the continuing pressure being put on the Progranrne to undertake an ever increasing burden of activities, (b) the over-riding need to Eaintain the efficiency of the operations and (c) the possible financial constraints that the Progranure may have to face, and so recoflrnends that the activities be undertaken by the Prograrmre as proposed by the EAC (Docr:ment JPC3.3, Annex I). The CSA, recalling that operational activities in this Southern extension zone were being thwarted through the want of two operational back-up Iar.,ricides as required by the Ecological Group, considered it mandatory that the main infrastructure be maintained in the area to protect the investment already made. The funds required for this purpose are shown in the addendum to the Plan of Action and Budget for 1983. 1t recommends that the limited activities Eo ccntrol reinvasion from source rivers in the area as proposed by the Expert Advisory Committee (EAC) (Document JPC3.3) be undertaken. The CSA recalls that the JPC, at its second session, following its review of theFeasibility Stu<iy of the Senegal River Basin area entitled "senegambia project :Onchocerciasis Control in Guinea, Guinea-Bissau, Iu1ali, Senegal and Sierra Leonet', had asked the Prograrrne to prepare a Plan of Operations for implementing activities in this area. It notes that the Expert Advisory Cormittee (EAC) reconrnended an alternative strategy, emphasizing the need to focus, in the first instance, on those areas where onchocerciasis was hyperendemic and on those rivers which were sources of reinvasion ofthe present OCP area (Document JPC3.3). The cSA recognizes the need to ensure close coordination of the activities withthe UNDP/WHO/Wor1d Bank Special progrennne for Research and Training in TropicalDiseases (TDR) and notes that the proposed Danagement strueture overemphasized theregular reporting, from a technical point of view, to the Joint Coordinating Board ofTDR' rn this resPect, the csA stresses that ultimate responsibility for the onchocerciasisChemotherapy Project remains with the Joint progranrme Cormittee and, as with otheractivities of the Prograrme' reports will be suirnitted by TDR scientific and rechnicalReview conrmittee to the JPc through the Expert Advisory conurittee (EAC) and thecotmittee of sponsoring Agencies. The csA confims that ful1 financial control will beretained by the Director of the onchocerciasis control prograrme.
