ENGLISH Original: ITALIAN Delegation of San Marino STATEMENT BY THE DELEGATION OF THE REPUBLIC OF SAN MARINO AT THE 1530th (SPECIAL) MEETING OF THE OSCE PERMANENT COUNCIL 25 August 2025 The Russian Federation’s ongoing aggression against Ukraine Mr. Chairperson, I thank the Finnish Chairmanship for convening this special meeting of the Permanent Council on the occasion of this 34th anniversary of Ukraine’s independence. I should like to take the floor in a national capacity to join my colleagues in welcoming the progress made during the recent high-level discussions aimed at defining the difficult steps still to be taken to reach a peace agreement between Russia and Ukraine. These important events clearly demonstrate that diplomacy and dialogue must – and can still – play a key role in bringing this conflict to an end. Despite its neutral but not indifferent tradition, San Marino echoes the opinion expressed by several European leaders that a just and lasting peace cannot be achieved without solid and credible security guarantees, which should form the basis for renewed co-operation and shared responsibility. Ladies and gentlemen, However, it is undeniable that there are obvious difficulties and great challenges ahead of us. The war in Ukraine continues to generate uncertainty and instability in Europe and beyond. All this contributes to the even greater crisis currently affecting multilateralism as a whole. Against this extremely complex background, it is essential to reaffirm the fundamental principles of European security by reflecting consciously and consistently on our role, so as to ensure that the future stability of the continent is built on a legitimate and universally accepted basis. In that sense, San Marino continues to support the OSCE and multilateralism as an essential tool for everyone and in particular for a small State like ours. Lastly, San Marino would like to strongly reiterate its sincere hope that the ongoing talks can continue and lead to a meaningful agreement, thus putting an end to this devastating conflict that has caused immense suffering and loss of life. Desidero prendere la parola a titolo nazionale per unirmi ai colleghi che hanno accolto con favore i progressi compiuti durante le recenti discussioni ad alto livello, volte a definire i difficili passi che ancora restano da compiere per addivenire a un accordo di pace tra Russia e Ucraina. Questi importanti avvenimenti dimostrano chiaramente che la diplomazia e il dialogo devono - e possono ancora - svolgere un ruolo fondamentale nel porre fine a questo conflitto. Pur nella sua tradizione neutrale, ma non indifferente, San Marino condivide anche l'opinione espressa da diversi leader europei secondo cui una pace giusta e duratura non può essere raggiunta senza garanzie di sicurezza solide e credibili, che devono costituire il fondamento di una rinnovata cooperazione e di una responsabilità condivisa. Signori, occorre tuttavia sottolineare che non si possono negare le evidenti difficoltà e le grandi sfide davanti a noi. La guerra in Ucraina continua a generare incertezza e instabilità in Europa, e non solo. Il tutto si innesta poi nella crisi ancora più grande che attualmente colpisce il multilateralismo nel suo complesso. In questo quadro di estrema complessità, è essenziale riaffermare i principi fondamentali della sicurezza europea riflettendo in maniera consapevole e coerente sul nostro ruolo, affinché la stabilità futura del continente sia costruita su basi
legittime e accettate da tutti. In questo senso San Marino continua a sostenere l’OSCE, così come il multilateralismo come strumento essenziale per tutti e, in particolare, per un piccolo stato come il nostro. San Marino desidera infine ribadire con forza il proprio sincero auspicio affinché i colloqui in corso possano proseguire e portare a un accordo significativo, ponendo così fine a questo conflitto devastante che ha causato immense perdite di vite umane e sofferenze.
