DELEGATION OF THE RUSSIAN FEDERATION TO THE VIENNA NEGOTIATIONS ON MILITARY SECURITY AND ARMS CONTROL Erzherzog-Karl-Strasse 182 A-1220 Vienna, Austria Telephone: (+43 1) 282 27 49 Telefax: (+43 1) 280 20 08 E-mail: rfms@chello.at (Foreign and Commonwealth Office. Documents on British Policy Overseas, edited by

Patrick Salmon, Keith Hamilton, and Stephen Twigge, Oxford and New York, Routledge 2010). pp. 261-264).

Bush Presidential Library, Memcons and Telcons).

Unofficial translation Statement by Ms. Iulia Zhdanova Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control, at the 1143rd plenary meeting of the OSCE Forum for Security Co- operation (Vienna, July 22, 2026) Agenda item: Any other Business Subject: Right of Reply to the delegation of the Czech Republic Mr. Chairman, At the 1142nd plenary meeting of the OSCE Forum for Security Co-operation, a number of European delegations defended the so-called defensive nature of NATO and the principle of freedom in choosing alliances as if to suggest that NATO may expand wherever it pleases, regardless of the security interests of other states. In particular, the delegation of the Czech Republic stated that no promises regarding non-expansion of NATO had ever been given to the Soviet leadership. Yet declassified archives tell a different story. Following the talks in Washington on 2 February 1990, the German Foreign Minister and Vice-Chancellor Hans-Dietrich Genscher said, “We agreed that there is no intention to extend the NATO security zone further to the east. This applies in general to the GDR, which we do not want to incorporate”. Let us watch a footage from the German ARD/Spiegel. Declassified documents from the U.S. National Security Archive also confirm that in February 1990, the U.S. Secretary of State James Baker told the Soviet leader Mikhail Gorbachev, “We understand the need for assurances to the countries in the East. If we maintain a presence in a Germany that is a part of NATO, there would be no extension of NATO’s jurisdiction for forces of NATO one inch to the east.” Later, in a conversation Baker poses the same position as a question, “Would you

prefer a united Germany outside of NATO that is independent and has no US forces or would you prefer a united Germany with ties to NATO and assurances that there would be no extension of NATO’s current jurisdiction eastward?” (U.S. Department of State, FOIA 199504567 (National Security Archive Flashpoints Collection, Box 38)). Those who declassified this conversation transcript omitted Gorbachev's response that such expansion would be "unacceptable", yet James Baker's letter to the German Chancellor Helmut Kohl released by Germany in 1998, quoted the Soviet leader word for word. Baker responded, “We agree with that” (Gorbachev Foundation Archive, Fond 1, Opis 1). As follows from the official documentary history of the involvement of the United Kingdom in German unification released by the British Foreign Office in 2010, the declassified record of the conversation between British Foreign Secretary Douglas Hurd and German Foreign Minister Hans-Dietrich Genscher of 6 February 1990 is very clear about the future membership of the Central European countries in NATO. The memorandum quotes Genscher word for word, “The Russians must have some assurance that if, for example, the Polish Government left the Warsaw Pact one day, they would not join NATO the next” (Source: Documents on British Policy Overseas, series III, volume VII: German Unification, 1989-1990. (Foreign and Commonwealth Office. Documents on British Policy Overseas, edited by Patrick Salmon, Keith Hamilton, and Stephen Twigge, Oxford and New York, Routledge 2010). pp. 261-264). There is also a transcript of a meeting between Mikhail Gorbachev and the West German Chancellor Helmut Kohl of February 10, 1990, who said, "We believe that NATO should not expand the sphere of its activity. We have to find a reasonable resolution. I correctly understand the security interests of the Soviet Union, and I realize that you, Mr. General Secretary, and the Soviet leadership will have to clearly explain what is happening to the Soviet people." (Mikhail Gorbachev i germanskii vopros, edited by Alexander Galkin and Anatoly Chernyaev, (Moscow: Ves Mir, 2006).

At the Ottawa ministerial talks on the Open Skies Treaty, Secretary of State James Baker offered the same assurance formula in Ottawa as he did in Moscow, “And if U[nited] G[ermany] stays in NATO, we should take care about nonexpansion of its jurisdiction to the East”. (Hoover Institution Archive, Stepanov- Mamaladze Collection). The cable, from the Russian parliament's delegation to Boris Yeltsin of July 1, 1991, clearly stated that NATO's then-Secretary General Manfred Woerner said that he personally and the NATO Council were both against expansion, “13 out of 16 NATO members share this point of view”, and that he would speak against Poland’s and Romania’s membership in NATO to those countries’ leaders as he has already done with leaders of Hungary and Czechoslovakia. Woerner emphasized that “We should not allow […] the isolation of the USSR from the European community.” (State Archive of the Russian Federation (GARF), Fond 10026, Opis 1) Fundamentally, Moscow's green light for German reunification was never a standalone deal, it was part of a much broader bargain about the future of European security. That vision rested on both no NATO expansion and the launch of a joint effort to create a pan-European security framework together with the USSR/Russia. As British Prime Minister Margaret Thatcher put it to Gorbachev, “The CSCE could be the umbrella for all of this, and a forum which would bring the Soviet Union fully into the discussion of the future of Europe.” (Source George H.W. Bush Presidential Library, Memcons and Telcons). And how did the situation evolve after that? Within a few years, NATO leaders had agreed to enlarge the alliance. That expansion eventually covered all nations that were previously part of the Soviet bloc and located east of the former GDR. In 1997, George Kennan who crafted the Cold War strategy of containment described NATO's 1998 expansion as "the beginning of a new Cold War" and a "tragic error." Then in February 2008, the U.S. Ambassador to Moscow William Burns, who would later become CIA Director, dispatched a cable now famous as

"Nyet Means Nyet" ("No means no") cautioning that the Ukrainian entry into NATO is “the brightest of all red lines” for the Russian elite. Our opponents may say that no legal commitment to non‑enlargement was ever made. We sometimes hear this point here in Hofburg as well. But this argument is self-defeating, it implies that Western political leaders and statesmen are simply not people of their word and that serious negotiations with them are a waste of time because their pledges and assurances are not worth a dime. And what happened to the pan-European project? To the OSCE? The 1999 Charter for European Security enshrines the fundamental rights and commitments of the OSCE participating States in terms of the indivisibility of security saying that every State has an inherent right to choose or change its own security arrangements, including membership in alliances, as they evolve, as well as the right to neutrality. It is very clear that no State is allowed to bolster its own security at the expense of others. And at the 2010 OSCE Summit in Astana, the leaders of our countries endorsed a declaration and confirmed these mutually dependent commitments. Yet, the reality tells a different story. The West has been cherry-picking from these documents embracing only those provisions that serve their purposes. First and foremost, it is about the right of States to choose alliances exclusively for their own security. In doing so, they consistently turn a blind eye to the provision about the "evolution" of blocs, which was actually a core element of the "indivisible security" concept. That concept also implied that military alliances would move beyond their original deterrence mission and be embedded in a pan-European framework on a collective, not exclusive, basis. It is also worth recalling that the 1994 OSCE Code of Conduct on Politico-Military Aspects of Security stipulates that “security is indivisible and that the security of each of them is inseparably linked to the security of all others. They will not strengthen their security at the expense of the security of other States. They will pursue their own security interests in conformity with the common effort to strengthen security and stability in the CSCE area and beyond”.

Yet these commitments are being brushed aside by NATO countries who seek military supremacy and expansion which are now going far beyond Europe deeper into Asia. The documents clearly show that they bear responsibility for what is unfolding now. Their overweening geopolitical ambitions and determination to harm Russia have dragged the OSCE region and the Organization as a whole into a deep security crisis. Thank you for your attention.
