Decides that the Thirty-Third Meeting of the OSCE Ministerial Council will be held in Lugano on 3 and 4 December 2026.

INTERPRETATIVE STATEMENT UNDER PARAGRAPH IV.1(A)6 OF THE RULES OF PROCEDURE OF THE ORGANIZATION FOR SECURITY AND CO-OPERATION IN EUROPE
By the delegation of the Russian Federation:
“Having joined the consensus regarding the adoption of a Ministerial Council decision on the time and place of the next meeting of the OSCE Ministerial Council, the Russian Federation assumes that, on all matters relating to the OSCE’s activities, Switzerland will strictly adhere to the mandate of the Chairmanship-in-Office, as set out in the 2002 Porto Ministerial Council decision, first and foremost by reflecting the opinion of all 57 participating States and not promoting its national and EU narratives.
We agree to this decision on the understanding that the rights of all delegations to participate fully in the Ministerial Council meeting in Lugano will be guaranteed.
I request that this statement be attached to the adopted decision and included in the journal of today’s special meeting of the Permanent Council.”

Faite par la délégation de la Fédération de Russie :
« S’étant associée au consensus sur l’adoption de la décision du Conseil ministériel relative aux dates et au lieu de sa prochaine réunion, la Fédération de Russie veut croire que, pour tout ce qui concerne l’action de l’OSCE, la Suisse se conformera strictement au mandat de la Présidence en exercice tel qu’il est défini dans la Décision ministérielle adoptée à Porto en 2002, qu’elle tiendra compte avant tout du point de vue des 57 États participants de l’OSCE et qu’elle ne cherchera pas à promouvoir sa propre vision ni celle de l’Union européenne.
Nous souscrivons à cette décision à condition que le droit de participer pleinement à la réunion du Conseil ministériel à Lugano soit garanti à toutes les délégations.
Je demande que la présente déclaration soit jointe à la décision adoptée et qu’elle soit publiée au journal de la séance spéciale du Conseil permanent de ce jour. »

INTERPRETATIVE ERKLÄRUNG GEMÄSS ABSCHNITT IV.1 (A) ABSATZ 6 DER GESCHÄFTSORDNUNG DER ORGANISATION FÜR SICHERHEIT UND ZUSAMMENARBEIT IN EUROPA
Die Delegation der Russischen Föderation:
„Die Russische Föderation hat sich dem Konsens über die Verabschiedung des Ministerratsbeschlusses über Zeit und Ort des nächsten Treffens des OSZE-Ministerrats angeschlossen und geht davon aus, dass sich die Schweiz in allen Fragen, die die Tätigkeit der OSZE betreffen, strikt an das Mandat des amtierenden Vorsitzes halten wird, wie es im Beschluss des Ministerrats von Porto 2002 festgelegt wurde, und zwar in erster Linie, indem sie die Meinung aller 57 Teilnehmerstaaten berücksichtigen und nicht nur ihre eigene Perspektive und die Perspektiven der EU in den Vordergrund stellen wird.
Wir stimmen diesem Beschluss unter der Voraussetzung zu, dass das Recht aller Delegationen auf eine uneingeschränkte Teilnahme am Ministerratstreffen in Lugano gewährleistet wird.
Ich ersuche, diese Erklärung dem verabschiedeten Beschluss beizufügen und als Anhang in das Journal der heutigen Sondersitzung des Ständigen Rates aufzunehmen.“

Resa dalla delegazione della Federazione Russa:
“Nell’unirsi al consenso sull’adozione della decisione del Consiglio dei ministri sulla data e il luogo della prossima Riunione del Consiglio dei ministri dell’OSCE, la Federazione Russa parte dal presupposto che, per tutto ciò che concerne le attività dell’OSCE, la Svizzera si atterrà rigorosamente al mandato della Presidenza in esercizio, come sancito nella decisione del Consiglio dei ministri di Porto del 2002, in primo luogo rispecchiando l’opinione di tutti i 57 Stati partecipanti anziché promuovere posizioni nazionali o dell’Unione europea.
Diamo il nostro consenso alla presente decisione nell’intesa che saranno garantiti i diritti di tutte le delegazioni di partecipare pienamente alla Riunione del Consiglio dei ministri di Lugano.
Chiedo che la presente dichiarazione sia allegata alla decisione adottata e acclusa al giornale dell’odierna seduta speciale del Consiglio permanente.”

ИНТЕРПРЕТИРУЮЩЕЕ ЗАЯВЛЕНИЕ В СООТВЕТСТВИИ С ПУНКТОМ 6 ПОДРАЗДЕЛА IV.1(A) ПРАВИЛ ПРОЦЕДУРЫ ОРГАНИЗАЦИИ ПО БЕЗОПАСНОСТИ И СОТРУДНИЧЕСТВУ В ЕВРОПЕ
со стороны делегации Российской Федерации:
«Присоединившись к консенсусу относительно принятия министерского решения о времени и месте проведения следующего СМИД ОБСЕ, Российская Федерация исходит из того, что по всем вопросам деятельности ОБСЕ Швейцария будет чётко соблюдать мандат Действующего председательства, изложенный в министерском решении Порту 2002 года, прежде всего отражать мнение всех 57 государств-участников, а не продвигать свои национальные и есовские установки.
Мы даем согласие на данное решение при условии, что будут гарантироваться права всех делегаций по полноценное участие в СМИД в Лугано.
Просьба приложить данное заявление к принятому решению и включить его в Журнал дня сегодняшнего специального заседания Постоянного совета».

DECLARACIÓN INTERPRETATIVA CON ARREGLO AL PÁRRAFO IV.1 А) 6 DEL REGLAMENTO DE LA ORGANIZACIÓN PARA LA SEGURIDAD Y LA COOPERACIÓN EN EUROPA
Efectuada por la Delegación de la Federación de Rusia:
“Al sumarse al consenso sobre la adopción de la decisión del Consejo Ministerial relativa a la fecha y el lugar de la próxima reunión del Consejo Ministerial de la OSCE, la Federación de Rusia parte de la base de que, en todas las cuestiones relacionadas con las actividades de la OSCE, Suiza acatará fielmente el mandato de la Presidencia en Ejercicio, tal y como se establece en la decisión del Consejo Ministerial de Oporto de 2002, reflejando ante todo la opinión de los 57 Estados participantes, en lugar de promover sus propios discursos nacionales y de la UE.
Aceptamos la presente decisión sobre la base de que se garantizarán los derechos de todas las delegaciones a participar plenamente en la reunión del Consejo Ministerial en Lugano.
Solicito que la presente declaración figure como texto agregado de la decisión adoptada y se adjunte al diario de la sesión extraordinaria de hoy del Consejo Permanente”.
