<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-2"><num>(2)</num><intro>The Commander must from time to time issue a document (a “strategic priority document”) which sets out what, in the Commander’s view, are—</intro><level class="para1" eId="section-3-2-a

<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-2-a"><num>(a)</num><content>the principal threats to border security when the document is issued, and</content></level>

<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-3"><num>(3)</num><content>A partner authority must have regard to the strategic priority document in exercising its functions in relation to threats to border security.</content></subsection>

<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-4"><num>(4)</num><intro>Before issuing a strategic priority document the Commander must—</intro><level class="para1" eId="section-3-4-a"><num>(a)</num><content>consult the Board at a meeting of the Board, a

<hcontainer xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" name="definition"><content>“<term refersTo="#term-public-authority" eId="term-public-authority">public authority</term>” means a person with functions of a public nature.</content></hcontainer>

<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-6"><num>(6)</num><intro>The following are not partner authorities for the purposes of this Chapter—</intro><level class="para1" eId="section-3-6-a"><num>(a)</num><content>the Security Service;</content>

<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-7"><num>(7)</num><content>For the purposes of this Chapter (but subject to subsection <ref href="#section-3-9">(9)</ref>), threats to border security include the passage or conveyance of any person or thing toward

<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-8"><num>(8)</num><intro>Those circumstances are where such passage or conveyance, or the organisation of or preparation for such passage or conveyance—</intro><level class="para1" eId="section-3-8-a"><num>(a)<

<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-8-a"><num>(a)</num><content>constitutes an offence under the law of any part of the United Kingdom,</content></level>

<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-8-b"><num>(b)</num><content>creates a risk of the commission of an offence under the law of any part of the United Kingdom, or</content></level>

<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-8-c"><num>(c)</num><content>threatens harm of any kind to persons or property in the United Kingdom.</content></level>

<section xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-4"><num>4</num><heading>Duty to prepare annual reports</heading><subsection eId="section-4-1"><num>(1)</num><content>As soon as reasonably practicable after the end of each financial year, the Commander must prepare an
